FACILITY DESCRIPTION:
Parker-Hannifin @H) is located at 1425 West 2675 North in Ogden, Utatr. PH has been in
business for about 15 years and employs approximately 280 people. They manufacture hydraulic
flight control systems for major aircraft programs. Sixty per cent of PH products are sold to
Boeing Aircraft Corporation.
CREDENTIAIS. PURPOSE SCOPE
Being an announced inspection, the Team kader introduced himself to the receptionist, who
directed the team to Mr. Brent "Buclg/" Hobson who is the company's maintenance supervisor.
An informal, stand-up pre-inspection conference was held, during which it was explained to Mr.
Hobson that we were inspectors from DEQ and we were at the facility to determine compliance
with state and federal hazardous waste regulations.
CHRONOLOGICAL RECORD. FACILITY INSPECTION. WASTE STREAMS and WASTE
MANAGEMENT
The inspection began in the Assembly Area where parts were assembled and tested under
pressure using hydraulic fluid. There were two isopropyl alcohol parts cleaners in this area.
The contents of these cleaners are recycled on-site. MEK is also used here in squirt bottles.
It is used in such small quantities that all that is used evaporates in the process. The hydraulic
oil that is used here and throughout the plant for testing is called Skydroyl, a nonflammable
hydraulic oil. This area also contains a Heptane degreaser that gets the parts so clean that they
have to be dipped in a preservative called "Bray". The Heptane is also recycled on-site.
In the Assembly and Test Area there are fireproof cabinets for storage of product Heptane,
Isopropyl Alcohol, Bray and MEK. This area also housed several cleaning units. One was a
sodium hydroxide degreaser that make-up was added to the unit as the solution neutralized and
when it was no longer usable, it was wasted to the sewer. There were three five-gallon
containers of Heptane and four five-gallon containers of alcohol in this room that were in a open
condition (bungs op€tr, funnel in bung-hole). None of these containers had accumulation dates.
The recycling unit was also in this area, it was full of waste to be recycled, but the unit was not
operating. Neither this unit nor the previously mentioned 5-gallon units were dated to indicate
when accumulation began.
The next area visited was the laboratory. The laboratory does testing on hydraulic oil (Skydroyl)
to determine how much contamination the oil has picked-up. Paper sample media is dipped in
the oil then flushed with MEK and Freon, then examined under a microscope to determine the
amount of contamination. The waste Freon and MEK was being stored in the Lab in a closed
and labeled six-gallon drum that they claim is satellite accumulation (see photo). Near this area
were more flammable products storage cabinets, containing product MEK and alcohol. There
was also, however, a container of MEK in one of the fireproof cabinets that was labeled "Do
Not IJse".
The Press Room used MEK paper wlpe rags to remove contaminates from copper wire before
they were wound on solenoids. These rags were thrown in the trash cans. In areas where lint
is not a problem, MEK is used on red cloth rags and send to be laundered after use.
A "Grind Mud" was produced in the North Manufacturing Area. This mud was manifested to
USPCI, Grassy. Mr. Hobson was not sure if it went to the industrial waste cell or a hazardous
waste cell, but the analytical we reviewed showed it to be non-hazardous. There are two parts
washing units in the shop supplied by Safety-Kleen that contain Premium 150 Solvent.
The tour ended on the outside of the South-east corner of the building, where the hazardous
waste is stored, just prior to off-site shipping. There was no hazardous waste in that area at that
time.
