This notification has been revised with respect to tank # EG (see above). This tank is used to store
diesel to provide emergency electrical power to operate the Salt Lake City Water Reclamation Facility
(SLCWRF) in the event of an electrical power supply interruption. As part of the 2022 notification
submission, the SLCWRF made a conservative assumption that the piping could potentially be buried
or touch soil. Recently, the SLCWRF had the opportunity to examine the placement and condition of
the below asphalt piping for tank # EG. The below asphalt piping is dual walled and also encased in
a vault. As such, no part of the tank or piping are buried in or contact soil. Therefore, tank #EQ does
not meet the requirements to be considered a regulated above ground petroleum storage tank.
The SLCWRF operates under Utah Pollution Discharge Elimination System (UPDES)/Storm Water
Pollution Prevention permit UT0021725 issued by the Utah Department of Water Quality. Onsite
petroleum tanks are filled by Salt Lake City Fleet Services. Above ground petroleum storage tanks at
the SLCWRF are sited such that a fugitive leak (i.e., beyond spill control and containment measures)
would be captured in onsite drains and could be treated within the SLCWRF wastewater treatment
process. The SLCWRF is in design/construction for a new facility, scheduled to be complete in 202.
Existing above ground petroleum storage tank will be replaced as part of the new WRF construction.
Current construction plans do not have any above ground petroleum storage tanks resting on soils
nor buried pipelines in contact with soils.
