Everett Director ERRC-047-24 April 1, 2024 Daniel Johnson West Valley City Public Works 3600 Constitution Blvd West Valley City, UT 84119 Re: Sample Results for Parks & Recreation Wetlands Property, 2729 South 6750 West Dear Mr. Johnson: On August 7, 10, and 14, 2023, the Utah Department of Environmental Quality (DEQ) Division of Environmental Response and Remediation (DERR), collected 24 surface water samples, 13 sediment samples, and 5 soil samples from the Parks & Recreation wetlands property located at 2729 South 6750 West, West Valley City. Additionally, on August 9, 2023, the DERR used a portable X-ray fluorescence (XRF) unit to scan surface soils for heavy metal readings at 30 locations throughout the property. This information was collected to evaluate the extent of arsenic contamination that was discovered in the city’s stormwater retention pond during a Removal Action conducted by the Environmental Protection Agency (EPA) in May 2018 on the east-adjacent property at 6594 Parkway Boulevard (referred to as the State Painting site) and to determine if arsenic contamination posed a risk to human health and/or the environment. Surface water, sediment, and soil samples collected in August 2023 were analyzed for total and dissolved (filtered) metals by an EPA-approved Superfund Contract Laboratory Program. Two of the surface water samples and corresponding sediment samples collected from the stormwater retention pond were specifically analyzed for total inorganic arsenic through the Eurofins Seattle laboratory. The DERR received the validated laboratory report for this sampling event and the results are enclosed (Attachment 1). While an Analytical Results Report summarizing the results of this sampling event is still being prepared, the dissolved surface water results from the stormwater retention pond indicate arsenic concentrations exceed the aquatic wildlife benchmarks for Utah Standards of Quality for Waters, with concentrations of 370 and 450 micrograms per liter (µg/L) (Attachment 1; pg. 37). The sediment sample results indicate arsenic concentrations exceed the Low Effect Ecological Screening Level for aquatic community organisms, with concentrations ranging from 38–48 milligrams per kilogram (mg/kg) (Attachment 1; pgs. 52, 63). Due to the elevated concentrations of arsenic observed in the surface water and sediment samples, West Valley City should take the necessary steps to limit access to the stormwater retention pond to reduce human exposure to sediment and/or surface water.
