The goal of this monitoring and sampling event is to determine the effectiveness of the selected remedy established in the 1993 OU1 Record of Decision (ROD) prepared by the U.S. Environmental Protection Agency (EPA). In conjunction with the sixth Five-Year Review and further evaluation of the remedy, samples were collected from all monitoring wells located at the Site. The Sharon Steel OU1 Site was a milling facility that processed ore and produced lead, copper, zinc, and other metals from 1906 to 1971. Tailings from the milling facility were deposited in ponds located in the Jordan River Valley adjacent to and below the historic mill. Over time these ponds were expanded to the west by rerouting the Jordan River and covering associated wetlands and riparian habitat with tailings. After completion of milling activities, the waste pile consisted of 10.5 million cubic yards of tailings that ranged in depth from 4 feet at the former wetlands area near the southeastern edge of the Site to 60 feet deep along the banks of the Jordan River. Remedial activities at the Site included the placement of a cap over the tailings pile, installation of a subsurface interceptor trench along the eastern edge of the tailings to control lateral groundwater flow, and installation of monitoring wells along the perimeter of the capped tailings pile. Remedial Activities at OU1 removed the principal threats to the public and the environment, which were associated with the potential exposure to contaminated tailings and groundwater. The capping of the tailings eliminated windblown contaminants and physical contact with the tailings and also reduced the percolation of water through the tailings. The Sharon Steel Site is a designated restricted area in the Salt Lake Valley Groundwater Management Plan (DWR, 2002), as issued by the Utah Department of Natural Resources, Division of Water Rights. The restricted area does not allow for the transfer of water rights in the area and was established to protect the quality of the water by preventing changes in the hydraulic gradient and the mobilization of contaminants at this Site. 2.0 PURPOSE AND OBJECTIVES The purpose of the long-term monitoring program is to ensure that remedial objectives are being met. The scope of the long-term monitoring program includes groundwater and surface water sampling and analytical data interpretation. One of the objectives stated in the Sharon Steel OU1 ROD is to prevent off-site migration of, and human or ecological exposure to, contaminated groundwater in which arsenic concentrations are greater than the established action levels. The action level for arsenic in monitoring wells located along the northern boundary of the Site was established at 50 µg/L. The action level for arsenic in monitoring wells located along the western boundary of the Site, the Jordan River, and the Interceptor Trench was established at 190 µg/L. The goal of the remedy is to contain contaminated groundwater beneath the Site and prevent off-site migration of contaminated groundwater. Groundwater Monitoring Report September 2023 Sharon Steel Site OU1 Page 2 The specific objectives of annual monitoring are: • Determine if arsenic concentrations in the groundwater are steady, increasing, or decreasing. • Determine if the arsenic plume in the Upper Sand and Gravel (US&G) aquifer has migrated vertically into the Deep Principal aquifer. • Determine if the arsenic plume in the US&G aquifer has migrated horizontally off Site to the North and West. • Determine if the Jordan River is being impacted by contaminated groundwater discharge. • Determine if the integrity of the remedy is being maintained. Compliance with the above objectives is determined by comparing sample results from existing monitoring wells and surface water locations with established standards and results from previous monitoring and sampling events. 3.0 HYDROGEOLOGY Groundwater at the Sharon Steel Site is comprised of three distinct hydrogeologic units: an unconfined US&G aquifer (also referred to as the shallow unconfined aquifer), a confined deep principal aquifer, and local/perched groundwater. The US&G aquifer is comprised of clay, silt, and fine sand and is less than 50 feet in thickness. The base of the US&G aquifer is marked by a confining layer comprised of clay, silt, and fine sand which separates the US&G aquifer from the deep principal aquifer and can range in thickness from 40 to 100 feet (BOR, 2001). The confined deep principal aquifer consists of clay, silt, sand, and gravel deposits that range in thickness from one foot to several tens of feet (Hely et al., 1971). The local/perched groundwater unit occurs within the terrace deposits on the east side of the site and consists of clay, silt, and fine sand. Information collected at the adjacent Midvale Slag Superfund Site indicates that the local perched unit is underlain by a low permeability clay and silt zone, which is likely responsible for perching groundwater (EPA, 2002). Monitoring wells at the Sharon Steel Site exist in the US&G aquifer, deep principal aquifer, and perched aquifer and function as sampling points of compliance to monitor groundwater quality at the Sharon Steel Site. 4.0 MONITORING SYSTEM The monitoring system at Sharon Steel consists of 19 monitoring wells, two surface water sampling points, and the interceptor trench manhole/drain “G”. Sixteen of the 19 monitoring wells (MW-1A through MW-15A and MW-402) are screened in the US&G aquifer. Monitoring wells MW-401 and MW-651 are screened in the deep principal aquifer and monitoring well MW-404 is screened in the perched aquifer. Twelve (MW-2A through MW-5A, MW-7A, MW-10A, MW-12A, MW-14A, MW-401, MW-402, MW-404, MW-651) of the 19 monitoring wells are sampled annually and all 19 wells are sampled every five years in conjunction with the statutory Five-Year Review. Groundwater Monitoring Report September 2023 Sharon Steel Site OU1 Page 3 5.0 FIELD ACTIVITIES 5.1 Site Inspections and Groundwater Level Evaluation Following the October 2021 annual groundwater monitoring and sampling event, semiannual Site Inspections were completed in November 2021 and May 2022. Reports for each inspection were drafted and submitted to the EPA and other stakeholders. Groundwater levels for the US&G, Deep Principal, and Perched aquifers were evaluated in May 2023. A summary of the elevations was prepared and submitted to EPA. 5.2 Sample Collection and Analysis Field activities associated with the annual groundwater monitoring and sampling event were coordinated and conducted by Tony Howes with the UDEQ/DERR on September 25, to October 3, 2023. Samples from monitoring wells MW-2A through MW-14A were collected with a peristaltic pump and disposable polyethylene tubing. As a result of equipment limitations not allowing for placement of a submersible pump in the screened interval and lack of dedicated bladder pumps, samples from MW-401, MW-402, MW-404, and MW-651 were collected with a HYDRASleeve™ groundwater sampler. These samples were collected in accordance with the HYDRASleeve™ Simple by Design Field Manual and Standard Operating Procedure: Sampling Groundwater with a HydraSleeve (GeoInsight, 2006; 2010). HYDRASleeve™ samplers were deployed immediately following the depth to groundwater measurement taken at each monitoring well. Monitoring wells were allowed to equilibrate for a minimum of 48 hours before retrieving the HYDRASleeve™ sampler and collecting groundwater samples. A total of 38 samples were collected during the September 2023 monitoring and sampling event. Two of the 38 samples were collected from the Jordan River. Thirty-four samples were collected from 17 monitoring wells and two samples were collected from the interceptor trench manhole/drain “G”. Samples were not collected from the Jordan River surface water sample location SW-JR90S and monitoring wells MW-1A and MW-15A. Surface water sample location SW-JR90S was inaccessible as a result of construction work related to the replacement of the bridge spanning the Jordan River at 9000 South. Well MW-1A was dry and the polyvinyl chloride (PVC) casing of well MW-15A was plugged with roots and sample tubing could not be placed into the well for sample collection. The absence of data from these sample locations does not affect the ability to meet the objectives of the annual monitoring event. Depth to groundwater from the top of the well casing was measured with an electronic water level meter and recorded prior to purging and sample collection. Monitoring wells sampled with the peristaltic pump were purged until water quality field parameters (Appendix A) met the stabilization criteria defined in the Operation, Maintenance, and Monitoring Manual (BOR, 2001). A summary of the final water quality field parameters measured during the September 2023 monitoring and sampling event is provided in Table 1. Groundwater Monitoring Report September 2023 Sharon Steel Site OU1 Page 4 Groundwater and surface water samples collected for dissolved arsenic analysis were filtered in the field with a new, disposable 0.45-micron filter at each sampling location and preserved with nitric acid. All samples were placed on ice in an insulated cooler and shipped to Eurofins TestAmerica Burlington in South Burlington, Vermont as specified by the EPA Contract Laboratory Program (CLP). Analytical reports (Appendix B) for the September 2023 annual groundwater monitoring and sampling event were received by the DERR on December 19, 2023. 5.3 Quality Assurance/Quality Control To ensure overall data quality, field activities at the Sharon Steel Site were performed according to requirements established in the Quality Assurance Program Plan for Environmental Data Operations for the CERCLA Branch (UDEQ, 2023). Field duplicate sample MW-16A was collected in conjunction with sample MW-14A. A summary of the Relative Percent Difference (RPD) between MW-16A and MW-14A can be found in Table 2. The RPD between samples MW-16A and MW-14A met the acceptance criterion for a precision of 20% as specified in the Operation, Maintenance, and Monitoring Manual (BOR, 2001). Samples SW-JR78S and MW-4A were selected as matrix spike samples on the inorganic traffic report. Sample documentation included the completion of all CLP forms, labels, and sample seals. Samples were handled under a strict chain-of-custody protocol. Inorganic chain-of-custody reports were prepared, signed, and placed in coolers containing samples and shipped to the designated contract laboratory. 6.0 SUMMARY OF RESULTS 6.1 Groundwater Level Monitoring Results Depth to groundwater for the US&G, Deep Principal, and Perched aquifers were recorded on a water level measurement form (Appendix C). A summary of the recorded water levels and the calculated groundwater elevations are provided in Table 3. Groundwater elevations in the US&G aquifer for September 2023 ranged from 4,279.83 feet above mean sea level (amsl) at MW-5A to 4,285.81 feet amsl at MW-402 (Table 3). Elevations for September 2023 decrease from the southeast to the northwest indicating groundwater flow direction is towards the northwest and Jordan River. Groundwater elevations in the US&G aquifer were on average 0.59 feet higher when compared to elevations recorded for the previous groundwater monitoring and sampling event conducted in October 2022. The hydraulic gradient for the US&G aquifer was calculated by using the three-point method for monitoring wells MW-5A, MW-10A, and MW-402 (Figure 1). The hydraulic gradient calculated for the US&G aquifer indicates groundwater flow is 297° clockwise from North with a magnitude of 0.00184 feet/foot. The calculated flow direction and gradient are consistent with the contours illustrated in Figure 1. Groundwater elevations calculated for the Deep Principal aquifer in September 2023 were 4,283.99 feet amsl at MW-401 and 4,288.82 feet amsl at MW-651 (Table 3). The groundwater elevation recorded for the Perched aquifer in September 2023 was 4,335.74 feet amsl at MW-404 (Table 3). Groundwater elevations for the Deep Principal aquifer were on average 2.82 feet higher than elevations recorded for the previous monitoring and sampling event conducted in October 2022. Groundwater Monitoring Report September 2023 Sharon Steel Site OU1 Page 5 The groundwater elevation for the Perched aquifer was 3.24 feet higher than the October 2022 elevation. Monitoring well locations and corresponding groundwater elevation for wells screened in the Deep Principal and Perched aquifers are provided in Figure 2. 6.2 Analytical Results Total and dissolved arsenic concentrations for groundwater and surface water samples are summarized in Tables 4 and 5, respectively. Monitoring well locations and the corresponding arsenic concentration in the US&G, Deep Principal, and Perched aquifers are illustrated in Figures 3 and 4, respectively. Total arsenic concentrations detected in the US&G aquifer ranged from 7.8 µg/L at MW-5A to 200 µg/L at MW-7A (Table 4). Total arsenic concentrations detected in the Deep Principal aquifer were 2 µg/L at MW-651 and 0.69 J µg/L at MW-401 (Table 4). The total arsenic concentration detected in the perched aquifer monitoring well MW-404 was 1.4 µg/L (Table 4). Dissolved arsenic concentrations detected in the Deep Principal and Perched aquifers were comparable to concentrations detected in previous monitoring and sampling events (Table 5). Dissolved arsenic concentrations detected in the Deep Principal aquifer were 0.69 J µg/L at MW-401 and 1.9 µg/L at MW-651 (Table 5). The dissolved arsenic concentration detected in the perched aquifer monitoring well MW-404 was 1.3 µg/L (Table 5). Dissolved arsenic concentrations in monitoring wells located along the northern boundary of the site and parallel to 7800 South (Figure 3) were less than the established action level of 50 µg/L. With the exception of monitoring well MW-7A, dissolved arsenic concentrations in monitoring wells located along the western boundary of the site and parallel to the Jordan River (Figure 3) were less than the established action level of 190 µg/L. Dissolved arsenic concentrations detected in monitoring wells located along the northern boundary of the site ranged from 11 µg/L at MW-3A to 18 µg/L at MW-4A (Table 5). Dissolved arsenic concentrations detected in monitoring wells located along the western boundary of the site ranged from 2 µg/L at MW-12A to 200 µg/L at MW-7A (Table 5). The total and dissolved arsenic concentrations detected in the surface water sample SW-JR78S remained relatively unchanged compared to concentrations detected in previous sampling and monitoring events (Tables 4 & 5). The total arsenic concentration (Table 4) detected in the downgradient (SW-JR78S) surface water sample (Figure 5) was 11 µg/L. The dissolved arsenic concentration (Table 5) detected in the downgradient (SW-JR78S) surface water sample (Figure 5) was 9.7 µg/L and did not exceed the established action limit of 190 µg/L. 7.0 CONCLUSION Arsenic concentrations in monitoring wells located along the northern boundary of the Site were less than the established action level of 50 µg/L. With the exception of MW-7A, arsenic concentrations in monitoring wells located along the western boundary of the Site were less than the established action level of 190 µg/L. Dissolved arsenic levels in MW-7A are believed to be the result of contamination associated with the historic Bingham Creek channel. The EPA and UDEQ/DERR evaluated the arsenic exceedance at MW-7A (Spring 2001) and determined that monitoring well MW-7A was completed in the historic Groundwater Monitoring Report September 2023 Sharon Steel Site OU1 Page 6 Bingham Creek channel, which contains tailings washed down from the Kennecott Bingham Canyon Copper Mine. It is likely that tailings washed down from the copper mine and deposited in the historic Bingham Creek channel are the source for elevated arsenic concentrations at MW-7A rather than groundwater contamination emanating from beneath the capped tailings at the Site. The OU1 ROD allows the EPA and the UDEQ/DERR to evaluate exceedances at compliance points and determine if implementing a pump and treat system would be necessary. The EPA and UDEQ/DERR determined that implementing a pump and treat system was not warranted since elevated arsenic concentrations at MW-7A are believed to be derived from the historic Bingham Creek channel. Arsenic concentrations detected in samples collected from the Jordan River were less than the established action level of 190 µg/L and the river continues to function as a flow boundary for the US&G aquifer, which discharges to the Jordan River. Based on the monitoring and sampling data for September 2023, the following observations can be made: • Dissolved arsenic concentrations at the Sharon Steel OU1 Site have remained relatively steady since 2000. • Groundwater contamination appears to be confined to the US&G aquifer and does not appear to be migrating into the Deep Principal aquifer. • Contaminants in the US&G aquifer have not migrated to the north or beyond the boundaries of the Site above established action levels. • Dissolved Arsenic concentrations in the Jordan River have remained relatively steady since 2000. • The Jordan River has not been impacted by contaminated groundwater discharging from the Site. • The remedy continues to be effective and remains protective of human health and the environment. Hazardous substances remain onsite above health-based levels and annual groundwater and surface water monitoring and sampling will continue. The next annual groundwater and surface water monitoring and sampling event will occur in October 2024. The DERR will continue to monitor the Site on an annual basis to identify contaminant trends and gain a better understanding of the hydrology at the Sharon Steel Site.
