Dear Mr. Brown:
The Division of Waste Management and Radiation Control has reviewed the Spring 2024 Post-Closure Permit Monitoring Well Condition Assessment (Assessment) for the Tooele Army Depot North
Area (TEADN), dated April 29, 2024. The Assessment includes a list of monitoring wells that have sediment buildup that impacts more than one-third of the length of the well screen. Many
of the wells impacted have sediment buildup that covers the entire well screen. The Assessment states that further evaluation of each of these wells, including functionality and repair
or replacement, will be included in the 2024 TEADN Annual Groundwater Monitoring Report.
Condition X.E.1 of the TEADN Part B Permit states that monitoring wells and piezometers within the TEADN Monitoring Well System shall be maintained in a fully operational condition.
Monitoring wells that have the majority or entirety of the screen blocked by sediment cannot be considered to be in a fully operational condition.
Condition X.E.1.e. states that the Permittee shall report the findings of the annual monitoring well inspections in the Annual Groundwater Monitoring Report, including resolutions to
all issues found during inspection. This same Condition states that the Director shall approve, in writing, the conditions for replacement or corrections of improperly operating well(s)
after receiving the written notice that the wells are no longer functioning. TEADN therefore should submit within 60 days of receiving this lettera workplan that details the repair
or replacement procedures to be taken so that the resolutions to these issues can be included in the 2024 Annual Groundwater Monitoring Report.
The Assessment is hereby approved with the understanding that the well evaluation, repair, or replacement needs to begin immediately so that the resolution to these issues can be included
in the next Annual Groundwater Report.
