Chris,
Thanks for your review of the environmental assessment documents and the quick turn around on your comments. Here
are our responses to the comments.
1. We will prepare a Site Characterization Workplan as described in Comment 1. Attached to this email is a draft site
plan showing where we propose sampling. Also attached is our sampling program table that summarizes the
proposed number and types of samples and the planned analysis. Terracon requests a meeting with
Terracon and VCP to review the draft sampling locations and rational prior to
submittal of a SCW for review.
2. We will submit a QAPP as described in Comment 2. that addresses the required QC requirements and spells out
QC samples, and presents the analytical laboratory’s QC program.
3. The attached Site Plan with Proposed Sample Locations shows where we propose collecting samples of the fill
material and shallow soils along the North Ditch. As no contaminants have been detected in native soils in
previous investigations, we are not proposing to submit samples from beneath the fill unless suspect material is
encountered.
4. As shown on the site plan and the table, we are proposing installing one monitoring well in the Alvie Carter Trust
(ACT) area for groundwater sampling and three test pits for collecting fill and native soil samples. One of the three
fill samples will be analyzed for dioxins / furans since there is evidence of burning in the area.
5. During test pit excavations, Terracon will ensure there is a certified asbestos inspector on the field team to
evaluate any fill material encountered. If suspect ACM is encountered it will be collected and submitted to the
analytical laboratory.
6. As shown on the site plan, we are proposing installing two new monitoring wells: one to be located in the ACT area
and a second to be located at the northwest corner of the Pilot Phase property. When these wells have been
installed, all five monitoring wells at the site will be resurveyed to a relative elevation and depths to groundwater
will be measured. This information will be used to calculate the site-specific groundwater flow direction.
7. The green waste area is underlain by intact asphalt. As such, the likelihood of impacts from the short-term
placement of green waste and non-hazardous trash in this area is low. The material has been removed and
temporary placement of material in this area has been prohibited. Terracon does not propose sampling in this area.
8. Terracon acknowledges there is a 30-day public comment period for the RAP and that agency acceptance is
required prior to implementing the proposed remedial action.
9. Terracon acknowledges the DERR intends to collect split samples. We will make the arrangements as stated in
Comment 9.
Once you have had a chance to review these responses and our proposed scope of work, we request a meeting with you
and Bill Rees so that any discrepancies in the proposal and your data needs can be worked out. We are available for a
phone discussion the following days and times:
Tuesday 13th between 3pm and 4pm
Wednesday 14th between 3pm and 4pm
Thursday 15th between 9am and 1pm

Here is the Terracon response to our EA Comments. I have reached out to get a copy of the figure they referenced but
have not heard back yet. I will need to see the fill sample locations to see if I am OK with response #7.
