The site has historically been used as a municipal landfill and as a green waste repository. Exhibit 1 (Appendix A) is a site diagram indicating the approximate locations of the site investigation areas and sample locations in relation to pertinent site features. 1.2 Project Information A review of regulatory documents pertaining to the Site did not delineate the exact location of landfill debris nor did it provide an assessment of potential impacts to soils at the site. The absence of site-specific data has made it difficult to evaluate the feasibility of developing this property as a tiny home village, as envisioned by TOSA. TOSA is interested in developing the eastern portion of the site with tiny homes, several larger community buildings, open air pavilions, roadways and a parking lot. The west side of the property may be used at a later date for outdoor uses, such as a park, playgrounds or gardening areas, if determined to be suitable for such uses. In addition, TOSA is interested in learning if the soil placed on top of the landfill debris on the west side of the site would be suitable for use as fill in other parts of the site, specifically the low area on the east side of the property. 1.3 Objectives The Limited Site Investigation (LSI) was designed to provide an estimate of the extent and nature of landfill debris within the project site, including the potential hazard posed from landfill gases by the decomposition of landfill materials, and to evaluate the thickness of the soil cover over the current landfill pile on the west side. In addition, soil samples were collected to assess whether underlying native soils on the east side of the site have been impacted by contaminants typically associated with landfilling activities and Limited Site Investigation Proposed TOSA Village on Indiana Avenue ■Salt Lake City, Utah July 1, 2021■Terracon Project No. 61217255 Responsive ■Resourceful ■Reliable 2 from the cover material on the west side of the site to assess the condition of the imported cover material. The results of the soil sampling will be provided under separate cover, when available. At the client’s request, Terracon is providing this LSI report prior to the receipt of the soil sampling results in order to convey our field observations. 1.4 Standard of Care Terracon’s services were performed in a manner consistent with generally accepted practices of the profession undertaken in similar studies in the same geographical area during the same time. Terracon makes no warranties, express or implied, regarding the findings, conclusions, or recommendations. Terracon does not warrant the work of laboratories, regulatory agencies, or other third parties supplying information used in the preparation of the report. These LSI services were performed in accordance with the scope of work agreed upon with you, our client, as reflected in our proposal and were not restricted by ASTM E1903-19. 1.5 Additional Scope Limitations Findings, conclusions, and recommendations resulting from these services are based upon information derived from the onsite activities and other services performed under this scope of work. Such information is subject to change over time. Certain indicators of the presence of hazardous substances, petroleum products, or other constituents may have been latent, inaccessible, unobservable, non-detectable, or not present during these services, and we cannot represent that the site contains no hazardous substances, toxic materials, petroleum products, or other latent conditions beyond those identified during our investigation. Subsurface conditions may vary from those encountered at specific borings or wells or during other surveys, tests, assessments, investigations or exploratory services; the data, interpretations, findings, and our recommendations are based solely upon data obtained at the time and within the scope of these services. 1.6 Reliance This report has been prepared for the exclusive use and reliance of The Other Side Academy (client). Use or reliance by any other party is prohibited without the written authorization of The Other Side Academy and Terracon. Reliance on the LSI report by the client and all authorized parties will be subject to the terms, conditions and limitations stated in the proposal, report, and the Terms and Conditions in the Contract between the client and Terracon. Limited Site Investigation Proposed TOSA Village on Indiana Avenue ■Salt Lake City, Utah July 1, 2021■Terracon Project No. 61217255 Responsive ■Resourceful ■Reliable 3 2.0 LIMITED SITE INVESTIGATION METHODOLOGIES 2.1 Utility Clearance Prior to conducting the subsurface investigation, the public utility locating service (Blue Stakes) was notified to arrange for underground utility locates at the above-referenced site. In addition, Terracon directed a private utility locating contractor, Apex Locating Services, to clear test pit locations and confirm marked public utilities using ground penetrating radar and electromagnetic survey equipment. 2.2 Test Pits Terracon’s field activities were conducted on June 26, 2021 by Ms. Nancy Saunders, Terracon Project Manager. The work consisted of excavating a total of seventeen test pits. Four test pits were located on the western portion of the site, on the presumed landfill mound, to investigate the thickness and nature of the soil cover. The remaining thirteen test pits were located east of the mound to identify the presence of landfill debris in the subsurface. Subcontracted excavation services were performed EK Bailey Construction. The test pit locations are shown on the Site Diagram (Exhibit 1, Appendix A). Please note that test pit identifiers include an “R” after the name to designate those test pits that were moved from their proposed location, based on accessibility or other field constraints. Soils from the test pits were logged to document general lithology, color, and the presence or absence of debris. In addition, the test pits were field screened using a photoionization detector (PID) to qualitatively evaluate the presence of volatile organic compounds (VOCs); a direct reading methane detector capable of reading methane in the parts per million (ppm) range, a hydrogen sulfide gas detector, and a combustible gas indicator to monitor the risk of explosion. Soil samples were collected from the excavated material using a hand trowel. Sampling equipment was cleaned using an Alconoxâ wash and potable water before beginning the project and before collecting each soil sample. 2.3 Environmental Sampling Program Terracon’s sampling program consisted of the following: n Collection of one soil sample from the native material from test pits TP-1 through TP-13, advanced on the east side of the site, and one soil sample of the cover material from test pits TP-14 through TP-17, on the west side of the site. Each of the samples were submitted for laboratory analysis to evaluate levels of contamination; n Collection of one additional soil sample from two of the four test pits on the west side of the site for possible analysis of physical parameters. Limited Site Investigation Proposed TOSA Village on Indiana Avenue ■Salt Lake City, Utah July 1, 2021■Terracon Project No. 61217255 Responsive ■Resourceful ■Reliable 4 The soil samples were collected and placed in laboratory-prepared containers, labeled, and placed on ice in a cooler. The samples and completed chain-of-custody documentation were subsequently shipped via FedEx overnight to Pace National Analytical Laboratories for analysis on a standard turnaround. Following completion of sampling, the test pits were backfilled with the excavated material. 3.0 LABORATORY ANALYTICAL PROGRAM The native soil samples were analyzed for the following parameters: §Polycyclic aromatic hydrocarbons (PAHs) using EPA Method 8021 §Volatile Organic Compounds (VOCs) using EPA Method 8260; §Pesticides and PCBs, using EPA Methods 8081/8082; §RCRA 8 Metals (arsenic, barium, cadmium, chromium, lead, selenium, silver and mercury) using EPA Methods 6010 and 7000. 4.0 RESULTS 4.1 Test Pit Observations and Subsurface Conditions 4.1.1 East Side Fill material was encountered in 11 of the 13 test pits excavated on the eastern side of the site. Test pits TP-3 and TP-8R did not encounter any fill. Where present, the fill consisted primarily of silt with gravel and contained debris in varying amounts that included primarily concrete, bricks, tree stumps, and glass. In some locations, the fill also included rebar and other scrap metal, and occasionally tires, an upholstered seat, and cloth. One test pit (TP-13), encountered only mulched wood above the native base. The fill ranged in thickness from 2.5 feet thick at test pit locations TP-10 and TP-13, in the southwestern and southeastern portions of the site, respectively, to 7 feet thick in TP-1R in the northern portion of the site. More typically, the thickness of the fill was 4.5 to 5 feet thick. Native soils underlying the fill generally varied from a light brown sandy silt or silty sand, to a very hard, light brown silt. In two locations, TP-9 and TP-10, native soils were observed to be moist clay and silt. Direct-reading instruments measured methane levels in the majority of the test pits ranging from non-detected to 80 parts per million (ppm), although readings of 900 ppm were obtained during the excavation of TP-12, in the south-central portion of the site. Hydrogen sulfide was not detected during any of the excavations and PID readings were also non-detected. The maximum Limited Site Investigation Proposed TOSA Village on Indiana Avenue ■Salt Lake City, Utah July 1, 2021■Terracon Project No. 61217255 Responsive ■Resourceful ■Reliable 5 measurement of the Lower Explosive Limit (LEL), a measure of the explosion potential, was obtained from TP-12 of 2 percent LEL. Exhibit 1 (Appendix A) shows the locations of the test pits. Also shown on the exhibit are estimates of the areas with little or no fill, based on the observations made during the excavations. The approximate estimated acreage in each area is as follows: Presence of Landfill Debris Estimated Area (acres) No landfill debris 11 Minor amount of landfill debris 3.5 Green waste only 2.5 The test pit logs, showing fill and native soil descriptions, and the instrument readings, are presented in Appendix B. 4.1.2 West Side Cover material in the four test pits excavated on the large landfill pile on the west side of the site ranged in thickness from 4.5 to 5 feet thick. Two of the test pits (TP-17R and TP15R) encountered apparent landfill debris within the cover material, such as asphalt and bricks. The cover material observed in test pits TP-14R and TP16R consisted of silt with gravel and included some concrete rubble. 4.2 Other Pertinent Observations: The North Drain that runs roughly south to north through the center of the property appears stained, likely with petroleum hydrocarbons, at its northern end. In addition, an area of flat, light colored soils north of TP-8R also appears stained on the surface. 4.3 Soil Sample Results Results of the soil sample analyses will be provided under separate cover when available. 5.0 CONCLUSIONS AND RECOMMENDATIONS Observations made during the excavation of 17 test pits at the site indicate approximately one third of the site has received little or no landfill debris. The remaining areas are covered either by the large landfill pile or fill ranging from 2.5 to 7 feet thick. While measurements made at the site with direct-reading instruments do not suggest landfill gases are being generated in significant amounts, additional sampling would be required to confirm this. The results of the soil sample analysis will assist in further assessing the viability of the site for development. In addition, if it is necessary to remove materials from the site, they should be characterized as per the requirements of the disposal facility.
