(UEC) has been retained by West Winds Development to perform groundwater monitoring and a free product recovery test at the West Winds Truck Stop (owned and operated by Yardley Green River, LLC). The project site, located at 1085 East Main Street, Green River, Utah, includes a convenience store, retail and commercial fueling facilities, repair shop, restaurant and motel (Figure 1). The groundwater monitoring event was conducted to assess groundwater conditions at the truck stop. The product recovery test was conducted to observe rebound following extraction of free product from monitor wells where observed. The site is eligible for Petroleum Storage Tank (PST) Fund reimbursement. The Utah Division of Environmental Response and Remediation (DERR) identifies the project site as Facility ID #5000275, Release Site OBD. 2.0 BACKGROUND Release OBD was opened based upon the reported findings of a Phase II Environmental Site Assessment (ESA) performed by Broadbent and Associates, Inc. for Pilot Travel Centers. The Phase II ESA reported several soil and groundwater samples with hydrocarbon concentrations in excess of Utah Initial Screening Levels (ISLs) (Broadbent, 2021). UEC performed a subsurface investigation at the site in October – November 2021. At that time, four existing monitoring wells were encountered around the commercial dispenser canopy perimeter. The existing monitoring wells were apparently installed in 1994 and have been designated as MW-NW, MW-NE, MW-SW, and MW-SE. During the groundwater sampling event associated with the investigation, free product was observed at monitoring well MW-SE (Table 1; Figure 1). The source of free product observed appeared to be the result of surface spills and maintenance practices at the commercial dispenser area (UEC, 2021). During groundwater sampling in November 2021, free product was also observed at newly installed monitoring well MW-7 (Table 1; Figure 1). The source of free product observed at this location remains unclear. The extent of hydrocarbon impacts in the subsurface remains undefined to the north, east, and south-southeast of MW-7 (UEC, 2021; UEC, 2023). 3.0 METHODOLOGY 3.1 Product Recovery Test Sump and Trap Cleaning, LLC was contracted to remove fluids (groundwater and free product) from select monitoring wells at the site. Based on gauging of water levels and free product thicknesses, four monitoring wells (MW-2, MW-6, MW-7, and MW-SE) were utilized. The vacuum truck removed 337 gallons of fluid (fuel and water) from four wells. High-Vacuum was applied to each well for approximately 10 to 40 minutes, dependent upon well yield. Following Groundwater Monitoring Report – November 2024 West Winds Truck Stop 1085 East Main St., Green River, UT Facility ID #5000275, Release Site OBD Underwood Environmental Consulting, Inc. 2 vacuum extraction, water level and product thickness measurements were collected over time to ascertain the degree of product recovery in each well. The results are presented below. 3.2 Groundwater Monitoring On November 6, 2024, water levels were measured in eleven monitoring wells using an electronic water level indicator or interface probe. The monitor wells, lacking substantial free product, were subsequently purged of three casing volumes of water on November 7th prior to sampling. A separate disposable bailer was utilized to sample each well. The groundwater samples were labeled appropriately, placed on ice, and submitted to the laboratory under chain-of-custody. The groundwater samples were analyzed for methyl tertiary butyl ether (MTBE), benzene, toluene, ethylbenzene, total xylenes, naphthalene (BTEXN), total petroleum hydrocarbons – gasoline range organics (TPH-GRO), and TPH – diesel range organics (TPH-DRO) using EPA methods 8260B/C, 8260D, and 8015C. 4.0 RESULTS 4.1 Product Recovery Observation Prior to high-vacuum extraction, measurable free product was measured at 4.37 feet, 1.86 feet, 0.46 feet, and 0.01 feet in thickness at MW-SE, MW-7, MW-2, and MW-6, respectively. Following fluids extraction, product recovery occurred readily at MW-SE and MW-7. Product recovery at MW-2 and MW-6 was minimal. The recovery rates observed exceed typical, suggesting that ample free product is available in the subsurface environment to be recovered. The lack of observed product recovery at MW-2, suggests that there is not much product in that vicinity. MW-6 serves as a boundary between differing product plumes. Based on the product recovery test (Figure 2) and the depictions below, continuance of product recovery via vacuum truck appears justified. ***** MW-2 before extraction. MW-7 22 hr after ext. MW-SE 21 hr after ext. 11-6-2024 11-8-2024 11-8-2024 4.2 Depth to Water and Flow Direction On November 6, 2024, the depth to groundwater ranged from 7.38 to 11.72 feet below top-of- casing (TOC) (Table 1). Figure 1 depicts a groundwater contour map for the project site on the same date. The groundwater elevations at the three or four wells containing free product were corrected by applying Archimedes principle and an assumed specific gravity of 0.85 for diesel fuel. Based on the measured and calculated groundwater elevations, the groundwater flow direction was determined to be south-southeast. 4.3 Groundwater Analytical Results Seven monitoring wells were purged and sampled on November 7, 2024. The groundwater analytical results presented on Table 1 are compared with Initial Screening Levels (ISLs) and Tier 1 Levels (DERR, 2005). Of the seven groundwater monitoring wells sampled, two wells exceeded the ISL for benzene. The highest benzene concentration detected in groundwater was 0.015 mg/L at MW-SW. No TPH-DRO or TPH-GRO concentrations were detected in the seven wells sampled (Table 1). No hydrocarbon concentrations were detected in groundwater at MW-1, MW-4, MW-5, MW-NW, and MW-NE (Table 1). Groundwater Monitoring Report – November 2024 West Winds Truck Stop 1085 East Main St., Green River, UT Facility ID #5000275, Release Site OBD Underwood Environmental Consulting, Inc. 4 The laboratory analytical reports for the November 2024 groundwater monitoring event are provided as an attachment. 5.0 CONCLUSIONS Based on field observations, free product recovery checks, and the November 2024 groundwater analytical results, the following conclusions are presented: • Depth to groundwater ranged from approximately 7.3 to 11.7 feet below top of well casing. • The groundwater flow direction was determined to be south-southeast. • The ISL for benzene was exceeded at two well locations. The highest benzene concentration detected in groundwater was 0.015 mg/L at MW-SW. • No TPH-GRO or TPH-DRO was detected in the seven wells sampled. • Free product was observed at four monitoring well locations. The greatest free product thickness observed was 4.37 feet at MW-SE. • The free product recovery test indicated rapid product recovery at MW-SE and MW-7. Product recovery at MW-2 was observed to be marginal. • The extent of hydrocarbon impacts north, east, and southeast of MW-7 remains unknown. Additional monitoring wells are necessary to define the extent. Based on the conclusions above: 1) UEC will continue groundwater monitoring in May 2025, and 2) UEC recommends continued free product recovery utilizing vacuum truck extraction at MW-SE, MW-7, and MW-2. Upon your approval, UEC will attempt to schedule an additional vacuum truck run coincident with the next groundwater monitoring event. 6.0 LIMITATIONS Our services consist of professional opinions from a state-certified consultant, made in general accordance with locally accepted environmental practices at the time of execution. Environmental samples are obtained from specific locations, utilizing methodologies consistent with Utah Department of Environmental Quality regulations.
