Subject:Temporary Exception to R309-550-5(1) and R309-105-9, Minimum Pressures for CTC Fabrication; Stansbury Park Improvement District, System #23003, File #13469
This Temporary Exception Expires on March 12, 2027.
Dear Brett Palmer:
On August 14, 2023, the Division of Drinking Water (the Division) received your request for an exception to Rule R309-550-5(1) and R309-105-9(3) regarding minimum system pressures within
the distribution system. According to these rules, unless otherwise specifically approved by the Director, no water supplier shall allow any connection to the water system where the
dynamic water pressure at the point of connection will fall below 20 psi during normal operation of the water system.
It is our understanding that a new fabrication building is being constructed in Erda, Utah within the service area of the Stansbury Park Improvement District. The building is located
at a similar elevation as the tank in the nearby pressure zone. The building is being constructed outside of the existing pressure zone resulting in an average pressure of approximately
11 psi. Therefore, an individual booster pump is planned for the new building to provide the minimum pressures at the service connection. The local fire department has approved the plans
to upsize the pipe to meet fire flow requirements. Then, in the next few years, the Stansbury Park Improvement District will install a booster pump station as part of the Master Plan.
Exception Request
The basis for your request for an exception to R309-550-5(1) and R309-105-9, Minimum Pressures is that the area with the proposed new facility is outside the system’s nearby pressure
zone resulting in pressures below the minimum requirements. Stansbury Park is currently planning for the design and construction of a new booster pump station as part of the Master Plan
to expand the pressure zone. In the meantime, an individual booster pump is required to meet minimum pressures at the building.
You have outlined the following supporting information and conditions:
An approved permit set for the booster pump addition to the development plans was received. Approval is provided by the Erda City Building Department.
A letter from the North Tooele Fire District accepting upsizing the pipe from the tank to a 14-inch diameter pipe (or greater) would deliver the needed fire flow. This acceptance is
based on no booster pump installation. However, a booster pump is now specified for this project adding more capacity. The approved permit set is for a 16-inch diameter pipe.
Stansbury Park Improvement District water system takes responsibility for the water quality to the water meter. Water quality will be the responsibility of the property owner downstream
of the water meter.
The individual booster pump will be included in the Stansbury Park Improvement District water system cross-connection control inventory.
The proposed design of the individual booster pump follows the requirements of the International Plumbing Code, Section 605.5. A backflow preventer/check valve will be installed at the
point of connection near the meter. The proposed individual booster pump is an Amtrol RP-25HP with a 34-gallon hydropneumatic tank.
The property owner has an agreement with the Stansbury Park Improvement District water system specifying that the individual booster pump be subject to routine inspections as part of
the cross-connection control program.
The Stansbury Park Improvement District water system will have a standard operating procedure in place to conduct scheduled inspections of the individual booster pump and document the
inspection data and results.
The property owner will be required to record a formal notice of the individual booster pump with the property deed at the Tooele County Recorder's Office. These requirements will be
transferred to subsequent property owners in the event the C&T Fabrication Building is sold.
On this basis, an exception to R309-550-5(1) and R309-105-9, Minimum Pressures, is hereby granted for the C&T Fabrication Building.
This Temporary Exception expires on March 12, 2027.
Submit the following information along with the exception renewal request:
Documentation that the individual booster pump is included in the Stansbury Park Improvement District water system's ongoing cross-connection control program, with records of annual
inspections.
Documentation that the individual booster pump was recorded with the property deeds with a note that the Stansbury Park Improvement District water system can inspect as needed.
You will be required to re-submit an exception request along with confirmation that all conditions outlined in this temporary exception have been fulfilled and obtain an exception renewal
before March 12, 2027.
Exceptions granted by the Division include an expiration date to ensure that the basis and conditions for granting the exception are verified periodically and that the drinking water
quality remains protected. After receiving your request, the Division will determine whether this exception can be re-issued.
This Temporary Exception may be rescinded at any time if new evidence indicates that the conditions of this exception are no longer being met or a public health risk exists due to this
exception.
Please maintain a copy of this letter with your permanent records for future reference.
