Contaminated groundwater site near the intersection of E. Holladay Boulevard and Murray-
Holladay Road in Holladay, Utah. The site consists of commercial/retail businesses surrounded
by residential neighborhoods. Several historic dry cleaners have operated in the area dating
back to the 1930s. PCE was first discovered in the soil in 2008 during a city improvement
project.
Following a Preliminary Assessment in 2018, the Utah Department of Environmental Quality
(UDEQ) determined that subsurface vapor intrusion was the primary pathway of concern for
human health. In 2022 and 2023, the UDEQ investigated properties near the site. Based on the
sampling result, most of the investigation area appears to have low levels of contamination
relative to screening levels. Two commercial properties nearest to the dry cleaners did have
elevated levels of PCE in soil gas samples; however, the indoor air at both properties were
below screening levels. Efforts to obtain approval from those property owners for any additional
characterization work were unsuccessful.
Based on the review of the UDEQ results, The U.S. Environmental Protection Agency (EPA) has
determined that no further remedial action by the Federal Superfund program is warranted at the
referenced site, at this time. The basis for the no further remedial action planned (NFRAP)
determination is provided above. A NFRAP designation means that no additional remedial steps
under the Federal Superfund program will be taken at the site unless new information warranting
further Superfund consideration or conditions not previously known to EPA regarding the site are
disclosed. In accordance with EPA's decision regarding the tracking of NFRAP sites, the
referenced site may be removed from EPA’s Active site inventory and placed in a separate
Archive site inventory as an historical record if no further Superfund interest is warranted.
Archived sites may be returned to the Active site inventory if new information necessitating
further Superfund consideration is discovered.
