It's nice to e-meet you. I am wring to you today to let you know that Dana is no longer with GWSSA as she has accepted a posion with Grand County, and our new Agency Manager is Ben Musselman. I am preparing our CCR, which made me look for our Source Protecon Plan, and I happened upon an email to Dana, which was sent in January. It was in regards to: WS006 Residential chemical use was listed as an uncontrolled potential contamination source (PCS) in the original drinking water source protection plan for the Chapman Well. The water system agreed to manage this PCS by distributing fact sheets that targeted residences in the protection zones. Fact sheets should inform readers of the hazards associated with the PCS of concern and what best management practices they should follow. This updated plan does not indicate that the system implemented this management strategy. Please provide a copy of the public education material that was distributed to residences in the protection zones and indicate the date of distribution. We are not asking the system to make this information up. If public education material has not been distributed, please do so as soon as possible and provide the Division with a dated copy. We will need to see that the system has implemented this management strategy before we can concur with this plan. To fulfil this requirement the system can include fact sheets in a bill stuffer or CCR; I've attached relevant fact sheets below. Language derived from the fact sheets can also be added to the CCR to meet the public education requirement. The system can also simply include a link on their mailers directing readers to a webpage with source protection information and PCS fact sheets. Salt Lake City has a good example of this method that you can reference here. Whichever method is chosen, the Division requires that this be implemented at least once every update cycle (six years). Most systems have not been implementing their plans so plan implementation is now enforced since the re-enactment of the IPS rule in January of 2020. Lack of plan implementation is considered a significant deficiency and could result in 25 Improvement Priority Points being assigned for failure to comply. As a courtesy, I can provide 90 days from the date of this email to address this issue, before I draft a formal disapproval letter. I apologize for the delayed response as Dana's email isn't checked very oen as it usually forwards to us. I checked to see if Dana had sent out a fact sheet before she had le early last year and did not find one, so I created one this morning and have aached it to this email. Would this meet your requirements? If so, I will get this sent out to the protecon zones immediately tomorrow morning via our online delivery service, which can send to select users via text and email and provide confirmaon of delivery. This delivery service is called Yoppify and will cover all protecon zones. Also, as I am new to this posion, I was hoping you could point me in the right direcon of our current Source Protecon Plan that is on file with you.
