Dear Mr. Wangerud:
The Utah Department of Environmental Quality, Division of Environmental Response and
Remediation (DERR), conducted an annual site inspection of Operable Unit 2 of the Davenport and
Flagstaff Smelters Superfund Site on July 10, 2024. Attached is the Site Inspection Report and
associated photo log. The vegetation appears to be thriving and no erosion was observed during the
inspection.

Operable Unit 2
Davenport and Flagstaff Smelters Superfund Site
Inspectors: Maureen Petit and Ken Wangerud
On July 10, 2024, Maureen Petit (DERR) and Ken Wangerud (EPA) conducted a site inspection
of Operable Unit 2 (OU2) of the Davenport and Flagstaff Smelters Superfund Site as part of the
annual Operations and Maintenance. OU2 was inspected for vegetation viability and erosion in
areas excavated during the 2011 Remedial Action.
Rabbitbrush and native grasses planted on the undeveloped Salt Lake City watershed property are
successfully established. The gamble oak that was planted throughout the Site is also established.
No signs of erosion were observed during the inspection of the Salt Lake City watershed property.
The La Caille management regularly notifies DERR about construction and maintenance projects
on the property to determine if contaminated material will be encountered. To date, the
maintenance building near the restaurant parking lot has been removed, a brick driveway and
walkway were laid near the maintenance barn, and a new brick road was constructed along the
main parking lot. Currently, a retaining wall is being constructed to support the construction of a
new roadway to the restaurant. The Soil Management Plan (SMP) for the construction project was
provided to DERR in June of 2021 for review and approval. The SMP was amended in March of
2023 to redefine the planned location of the new roadway. Thus far, none of the construction or
maintenance projects have resulted in activities that would impact the cleanup areas or the
remedy.
The area that was hand excavated on the La Caille property is covered with a thick undergrowth
of native vegetation and wild roses. The sodded area behind the barn is well established.
Vegetation on the undeveloped portion of La Caille also continues to thrive. The native grasses
and rabbitbrush and a number of the pine trees in the undeveloped area are well established.
Storage containers and construction equipment are currently being kept on the undeveloped
portion of the property.
Land uses on Operable Unit 2 remain unchanged.
