HomeMy WebLinkAboutDSHW-2024-006233[Date] Eric Dodson Westinghouse Western Zirconium 10,000 West 900 South Ogden, UT 84404-9760RE:Western Zirconium 2023 Site Management Plan Inspection and Compliance Letter Report ResponseUTD092024934 Dear Mr. Dodson: The Division of Waste Management and Radiation Control (Division) has completed its review of the 2023 Site Management Plan Inspection and Compliance Letter Report Response (Response) dated May 8, 2024, for the Westinghouse Western Zirconium facility (Western Zirconium) located in Weber County, Utah. The Western Zirconium Site Management Plan inspection resulted in several findings associated with lack of signage at the Mud Flats area, soil containment requirements at Solid Waste Management Unit (SWMU) 27, and heavy vegetation at a number of SWMUs and Areas of Concern (AOC). In addition, a photograph of the 2023 Pond Area Groundwater overview was omitted from the inspection report as the location was not readily accessible. Based on the findings, the Division provided comments requiring follow-up actions. In their Response, Western Zirconiumstated they will: Install up to eight signs between the Pond Area access road and the Mud Flat area and along the southeast corner of the site by May 8, 2024. Reevaluate SWMU 27 for soil containment requirements once corrective action cleanup levels are established. Based on the acceptable risk levels and existing soil concentrations, prepare a plan for remediation or site management as appropriate. Conduct vegetation management activities to deter wildlife and prevent habitat at SWMUs 3, 4, 5, 6, 7, 8, 18, 26, 27, 34, 35, 35A, 36, 44, AOC 13, and AOC 15. Vegetation will be sprayed in the middle of summer and into the Fall. Vegetation remaining after spraying will be mowed on a semi-annual basis (i.e., one month after spraying). Western Zirconium will provide a formal schedule to the Division in an annual letter. Provide a photograph of the “2024 Pond Area Groundwater” in the next SMP Inspection and Compliance Letter Report. The response to Division comments is acceptable and is hereby approved for implementation. Please provide documentation of the completion of signage installation at the Mud Flats area and vegetation managementat the affected SWMUs and AOCs.
