RE:February 15, 2024 – Debris in CLSM Variance Request for lift AWA1720215FF disposal of CLSM lift approval from 6 feet to 8 feet. Conditional Approval
Dear Mr. Rogers:
In a letter proposal dated February 15, 2024, EnergySolutions (ES) requested a variance for lift AWA17202215FF placing debris in CLSM from six feet to eight feet, which is a deviation
to the CQA/QC manual for mainly proof rolling requirements at six feet. In summary, EnergySolutions proposes to do all require CQA/QC requirements, but proof rolling and lift approval
shall be proof rolling at eight feet due to shielding debris verse six feet.It’s the Division of Radiation Control (DRC) understanding that because of the high dose rates of resin liner
this variance allows for debris shielding. Therefore, the proposal for debris disposal in CLSM variance for lift AWA1720215FF from 6 feet to 8 feet is conditionally approved provided
that: 1)EnergySolutions, LLC used settlement monuments and settlement data for minimum of one year to prove to the division that differential settlement is not a issues to effect the
radon barrier and final cover system. No negative effects on radon barrier shall occur as a of differential settlement on the side slope where harder CLSM interface with placed waste
and or soils in the said lift area or adjacent lift areas. 2) All other CQA/QC requirements will be followed. 3) Finally, this variance is limited to the lift AWA1720215FF.
