OPERATING STATUS: Operating normally at the time of inspection.
PROCESS DESCRIPTION: Mastronardi, operating under the Sunset Grown brand, operates a
greenhouse using exhaust flue gas from the PacifiCorp Currant
Creek Power Plant for heat and additional CO2 for enhanced
photosynthesis by diverting flue gas from the power plant's Heat
Recovery Steam Generator (HRSG) into the greenhouse through
a duct system. The source also operates several boilers to
provide CO2 and heat for times when flue gas is not available as
well as two emergency generators.

Section I: GENERAL PROVISIONS
I.1 All definitions, terms, abbreviations, and references used in this AO conform to those used in the
UAC R307 and 40 CFR. Unless noted otherwise, references cited in these AO conditions refer to
those rules. [R307-101]
I.2 The limits set forth in this AO shall not be exceeded without prior approval. [R307-401]
I.3 Modifications to the equipment or processes approved by this AO that could affect the emissions
covered by this AO must be reviewed and approved. [R307-401-1]
I.4 All records referenced in this AO or in other applicable rules, which are required to be kept by
the owner/operator, shall be made available to the Director or Director's representative upon
request, and the records shall include the two-year period prior to the date of the request. Unless
otherwise specified in this AO or in other applicable state and federal rules, records shall be kept
for a minimum of two (2) years. [R307-401-8]
I.5 At all times, including periods of startup, shutdown, and malfunction, owners and operators shall,
to the extent practicable, maintain and operate any equipment approved under this AO, including
associated air pollution control equipment, in a manner consistent with good air pollution control
practice for minimizing emissions. Determination of whether acceptable operating and
maintenance procedures are being used will be based on information available to the Director
which may include, but is not limited to, monitoring results, opacity observations, review of
operating and maintenance procedures, and inspection of the source. All maintenance performed
on equipment authorized by this AO shall be recorded. [R307-401-4]
I.6 The owner/operator shall comply with UAC R307-107. General Requirements: Breakdowns.
[R307-107]
I.7 The owner/operator shall comply with UAC R307-150 Series. Emission Inventories. [R307-150]
Status: In Compliance. There have been no breakdowns since the previous inspection. No
unapproved equipment was observed and no limits have been exceeded. Source is not
required to submit an Emission Inventory.
Section II: SPECIAL PROVISIONS
II.A The approved installations shall consist of the following equipment:

II.A.1 Mona, Utah - Greenhouse Facility
Main facility
II.A.2 Four (4) Crone boilers
51.5 MMBtu/hr each (nameplate rating), equipped with low-NOx burners, fired on natural
gas
II.A.3 Greenhouse main stack
Exhaust stack for facility, includes ductwork connection post-Currant Creek HRSG main
stack bypass/breech primary damper.
II.A.4 Two (2) Emergency Generators
Northern Engine rating: 2922 hp
Southern Engine rating: 2157 hp
Fuel: Diesel
II.A.5 Propane Tanks

II.A.6 Miscellaneous
Non-emitting equipment: includes heat exchanger system, hot water storage tank, air mixing
system, monitoring and system controls.
Status: In Compliance. No unapproved equipment was observed at the time of
inspection. Additional information carried over from the 2021 inspection is as
follows:
II.A.5 – the propane tanks have been removed from the facility
Additionally, there is one 500-gallon gasoline tank, one 500-gallon diesel tank,
and one 1,000-gallon diesel tank onsite.
II.B Requirements and Limitations
II.B.1 Site-Wide Requirements
II.B.1.a The owner/operator shall monitor the total flow of diverted exhaust gases from the Currant Creek
Power Plant HRSG Stacks, such that the total flow does not exceed 779,803 acmh (actual cubic
meters per hour). [R307-401-8]
II.B.1.a.1 The monitoring methodology shall be submitted to the Director for approval prior to receiving
exhaust gases from the Currant Creek Plant. Records of total flow shall be kept for all periods
when the main dampers on the HRSG stack(s) are open and the greenhouse is receiving exhaust
gases. Records shall be kept in an operations log. [R307-401-8]
Status: In Compliance. The source has not exceeded the total flow rate of exhaust gases
that are diverted from the Currant Creek Power Plant within the last 12 months. The peak
flow rate reached was 113,000 acmh, which is below the limit set in this AO. This was
viewed at the time of inspection.

II.B.1.b Visible emissions from the following emission points shall not exceed the following values:
A. All natural gas combustion exhaust stacks - 10% opacity
B. All other points - 20% opacity
Opacity observations of emissions from stationary sources shall be conducted according to 40
CFR 60, Appendix A, Method 9.

Status: In Compliance. No visible emissions were observed at the time of inspection. See
the attached VEO form for additional information.
II.B.1.c The owner/operator shall use only pipeline quality natural gas or propane as fuel in the boilers.
[R307-401-8]
Status: In Compliance. Only natural gas is utilized at the facility. Propane tanks onsite
have been removed from the facility.
II.B.2 Generator Engine Requirements
II.B.2.a Emergency generator engines shall be used for electricity-producing operation only during the
periods when electric power from the public utilities is interrupted. Emergency generator engines
shall each be limited to 100 hours per rolling 12-month period for regular maintenance and
testing. [40 CFR 60 Subpart ZZZZ, R307-401-8]
II.B.2.a.1 Records documenting generator usage shall be kept in a log; and they shall show the date the
generator was used, the duration in hours of the generator usage, and the reason for each
generator usage.
To determine compliance with a rolling 12-month total the owner/operator shall calculate a new
12-month total by the twentieth day of each month using data from the previous 12 months.

Status: In Compliance. The generator hours from May 2023 to April 2024 are as follows:
13 hours for the North Generator
13 hours for the South Generator
The hours are stored in a log that is maintained digitally and updated weekly. The
generators were only operated for weekly testing and maintenance. See the attachments
section for a copy of the records of the generator log.
II.B.2.b The sulfur content of any diesel burned on site shall not exceed 15 ppm by weight. [R307-401-8]
II.B.2.b.1 The sulfur content shall be determined by ASTM Method D-4294-89, or approved equivalent. Certification of fuels shall be either by source's own testing, or test reports from the fuel marketer. [R307-401-8] Status: In Compliance. The diesel fuel utilized onsite is characterized as ULSD, according to the SDS from Tesoro. See the attachments section for additional information.

Section III: APPLICABLE FEDERAL REQUIREMENTS
In addition to the requirements of this AO, all applicable provisions of the following federal programs
have been found to apply to this installation. This AO in no way releases the owner or operator from any
liability for compliance with all other applicable federal, state, and local regulations including
UAC R307.
NSPS (Part 60) Dc: Standards of Performance for Small Industrial-Commercial-Institutional Steam Generating
Units
Status: In Compliance. The 2 larger Crone boilers apply to this subpart. Records of natural gas
consumption are maintained monthly and kept for the appropriate length of time. No diesel fuel is
operated in the boilers. See the attachments section for additional information.
NSPS (Part 60) IIII: Standards of Performance for Stationary Compression Ignition Internal Combustion
Engines
Status: In Compliance. The generators onsite apply to this subpart IIII based on their date of
installation. The total runtime for each generator is 15 minutes weekly for testing/maintenance, making
their rolling 12-month operation time 13 hours. Both generators are operated according to the
manufacturer's specifications, and logs of operation are maintained weekly. Each generator is equipped
with a non-resettable meter and maintenance is performed by Rocky Mountain Cummings when
required. See the attachments section for additional information.
NSPS (Part 60) A: General Provisions
Status: In Compliance. Compliance with Subpart A is determined by compliance with applicable
subparts. In compliance with Subparts Dc and IIII.
MACT (Part 63) -A: General Provisions
Status: In Compliance. Compliance with Subpart A is determined by compliance with applicable
federal subparts. In compliance with subparts CCCCCC and ZZZZ.
MACT (Part 63) -CCCCCC: National Emission Standards for Hazardous Air Pollutants for Source Category:
Gasoline Dispensing Facilities
Status: In Compliance. The throughput for the gasoline at this facility is less than 10,000 gallons based
on the records provided. Source maintains records of gasoline throughput and operates the gasoline
tanks in accordance with the manufacturer's guidelines and in accordance with good air pollution
prevention techniques. See the attachments section for additional information.
MACT (Part 63) -ZZZZ: National Emissions Standards for Hazardous Air Pollutants for Stationary
Reciprocating Internal Combustion Engines
Status: In Compliance. The generators at this facility apply to this federal subpart. Each generator is
run for weekly testing/maintenance for 15 minutes, adding to 13 hours over a rolling 12-month total.
Source maintains the generators according to the manufacturer's specifications, as well as maintaining
logs of operation. ULSD diesel fuel is utilized in the generators. Each generator is equipped with a
non-resettable meter. See the attachments section for additional information.

RECOMMENDATION FOR
NEXT INSPECTION: Inspect at usual frequency.
NSR RECOMMENDATIONS: The propane tanks from II.A.5 have been removed from the
facility. Additionally, there is one 500-gallon gasoline tank, one
500-gallon diesel tank, and one 1,000-gallon diesel tank onsite.
This facility is now owned by Mastronardi under the Sunset
Grown brand. Chris Brocklesby also no longer works at the
greenhouse as well. Please update with the information provided
on page 1 for Christopher Gill as he is the contact person for all
matters related to the Sunset Grown greenhouse facility in Mona.
Source has been notified to submit a name change form in order
to change the name on the permit.

My name is Jordan Garahana and I am an Environmental Scientist with the State of Utah's Division of Air Quality. I am requesting some records as part of an inspection of your facility. I
tried to reach out to Travis Jones, Brett Gurr and Chris Brocklesby but I have had issues with the email reaching their inboxes so I am reaching out here. Can you please tell me who I cancontact about receiving records for my inspection of the Utah facility. These are the records I am looking for:
II.B.1.a- The owner/operator shall monitor the total flow of diverted exhaust gases from the Currant Creek Power Plant HRSG Stacks, such that the total flow does not exceed 779,803
acmh (actual cubic meters per hour). I need a record that shows that the flow of exhaust gases have not exceeded 779,803 acmh within the last rolling 12-month period (April 2023-March 2024).
II.B.2.a- Emergency generator engines shall be used for electricity-producing operation only during the periods when electric power from the public utilities is interrupted. Emergency
generator engines shall each be limited to 100 hours per rolling 12-month period for regular maintenance and testing. I need a record of the generator hours from April 2023- March 2024.
II.B.2.b- The sulfur content of any diesel burned on site shall not exceed 15 ppm by weight. I need a certificate or a bill of sale from your provider of diesel fuel that states that the dieselfuel is ULSD and does not exceed 15 ppm by weight.
Subpart Dc: For the boilers onsite, please send records that show that you record the monthly usage of natural gas within the last rolling 12 month period. (April 23'- March 24')
Subpart CCCCCC: This subpart is about the gasoline storage tanks onsite. Can you send me the gasoline throughput for the 500 gallon gasoline tank onsite from the last rolling 12-
month period. (April 23'- March 24')
Please have these records for me by Friday, May 3. Please let me know if you have any questions about the records I am requesting.

Hi Jordan,
Please note that the Houweling’s Group sold its interest in the Mona, UT greenhouse in March 2020 and has had no connec on to that facility since that me. A er March 2020, a
group of companies was using the Houweling’s name and trademark under license for a period of me, and then that group rebranded as “Longvine Growing Co.” I believe that the
Longvine Companies went into Administra on in June 2022 and are no longer opera ng.
My understanding is that subsequent to Longvine ceasing opera ons in Utah, Mastronardi began opera ng in the Mona greenhouse (under the “Sunset Grown” brand). Looking
back at my records, I see that Travis Jones was the GM of the Utah facility during the end of the Houweling’s/Longvine days, and then became the GM of the facility for
Mastronardi. While I am not aware of whether Travis Jones s ll works there, I have copied him (plus Melinda Peterson, another former Houweling’s team member who started
working for Mastronardi in the Mona office) on this email so he can hopefully connect with you and help to get you the informa on you are looking for.
To sum up, the Houweling’s companies no longer have any connec on to the Mona facility, the employees you men oned do not work for our company, and Houweling’s has no
informa on to provide to you with respect to your planned inspec on. This email is simply being sent as a courtesy to you so that you can hopefully get into contact with the
relevant current people at that facility so you can obtain the informa on you need for your inspec on.

Here is the previous inspection that occurred at the facility in 2021 and the records that were provided by Houweling/Longvine to help complete that inspection. Those records can be
found in the attachments section starting on page 11 of the document. I am looking for that same information for the timeframe of April 2023- March 2024. Please let me know if you haveany other questions about the information I am requesting or if there is anything else I can help clarify.

I was notified that the name on the permit for the facility out in Mona is still under the Houweling Longvine name. You can
submit a name change form to get your company's name on that permit. You can contact Alan Humpherys here at the
DAQ to get that process started. His email is ahumpherys@utah.gov. Please let me know if you have any questions.
