Dear Ryan Johnson:

The Division of Drinking Water (the Division) received the plans and specifications for the
proposed 12 to 18-inch diameter ductile iron (DI) transmission line installation on 10000 S
roadway from your consultant Angela Xia of Sunrise Engineer on March 08, 2023. The Division
staff received the updates on the details of the installation on March 15, 2023.

Our understanding of the project is that the White City ID has proposed the Harston 2MG Tank
(ST005) for better assurance of water supply to its customers. The tank is located near 2650 E
9900 S, Sandy, Utah. In order to supply water to the White City distribution system, 6,251 feet of
18-inch diameter DI (Class 350) and 1,793 feet of 12-inch diameter DI (Class 350) pipe will be
installed mostly along the 10000 South roadway in Sandy. This transmission line will have two
connections to the distribution pipeline, one at the intersection of 9800 S and Highland Drive
where it connects to a 16-inch diameter DI pipeline, and the other at the intersection of Roseboro
Road and Gyrfalcon Drive where it connects to the White City 8-inch diameter DI distribution
pipeline immediately serving the service connections. The 2MG tank gets water from the two
wells of White City and supplies it through 18-inch diameter transmission mains.

We have completed our review of the plans and specifications, stamped, and signed by Hui Xia,
P.E., and dated March 08, 2023, and find they basically comply with the applicable portions of
Utah’s Administrative Rules for Public Drinking Water Systems in R309. On this basis, the plans
for the Installation of the 10000 S Water Transmission Line are hereby approved.

This approval pertains to construction only. An Operating Permit must be obtained from the
Director before the 10000 S Water Transmission Line may be put in service. A checklist
outlining the items required for operating permit issuance is enclosed for your information.

Approvals or permits from the local authority or the county may be necessary before beginning
construction of this project. As the project proceeds, a notice of any changes in the approved
design, as well as any change affecting the quantity or quality of the delivered water, must be
submitted to the Division. We may also conduct interim and final inspections of this project.
Please notify us when actual construction begins so that these inspections can be scheduled.

This approval must be renewed if construction has not begun or if substantial equipment has not
been ordered within one year of the date of this letter.

Items 1 through 8 below must be submitted to the Division and found to be acceptable prior to
operating permit issuance (unless a water line project meets the requirements of R309-500-7 and
is not required to obtain an Operating Permit).
Distribution lines (not including in-line booster pump stations) requiring Plan Approval may be
placed into service prior to submitting all of the following items and receipt of Operating Permit
if the water system has received items 1 and 4 below.

Plan Approval were accomplished, and if applicable, changes made during construction
were in conformance with rules R309-500 through 550
