Subject: Approval of 2018 Water Line Installation Standards per R309-500-7; Santa Clara
City, System #27016, File #11366
This Approval expires on December 31, 2023.
Dear Mr. Taylor:
The Division of Drinking Water (the Division) received the following documents on November 5,
2018:
1. The 2018 water line installation drawings and specifications for Santa Clara City, stamped
and signed by Marvin J. Wilson, P.E., and dated October 12, 2016.
2. The completed application form signed by Jack Taylor and dated October 25, 2018, which
formally designates:
• Marvin J. Wilson, P.E., as the Professional Engineer (PE) having direct
responsibility for the design of the entire water, and
• Marvin J. Wilson, P.E., as the PE responsible for oversight of the hydraulic
analysis of the entire water system.
We completed our review of the 2018 water line installation drawings and specifications, and find
they basically comply with the applicable portions of Utah's Rules for Public Drinking Water
Systems in R309-550. On this basis, Santa Clara City 2018 water line installation drawings and
specifications are hereby approved.
Santa Clara City has met the criteria in R309-500-7 to install water lines up to 16 inches in
diameter and is not required to obtain Plan Approval or an Operating Permit for the
qualified water line projects.
Please note the following restrictions to this approval:
1. This approval does not apply to booster pump stations.

2. If minimum separation between water and sewer lines cannot meet the requirements in
R309-550-8, an exception must be obtained prior to water line construction.
3. Revisions to Utah Code 19-4 made by the 2018 legislature (H.B. 303) include the following
requirements:
• All Community Water Systems serving more than 3,300 people must submit at
least three most-recent years of water use data to the state by March 1, 2019.
Nothing in this approval exempts a water system from meeting this requirement.
• The Division must establish system-specific source and storage minimum sizing
requirements for Community Water Systems serving more than 3,300 people when
plans are submitted to the Division for substantial addition to or alteration of the
water system. Since your water system may install water lines up to 16 inches in
diameter for a period of five years without submitting plans to the Division, such
projects do not trigger the submittal of the water use data to the Division before the
required deadline of March 1, 2019.
This Approval expires on December 31, 2023. You must notify the Division if there is a change to
standard installation drawings and specifications or to the designated PE for design or hydraulic
analysis during the term of this Approval. To continue using standard installation drawings and
specifications for water transmission and distribution lines after the expiration date, you must
submit a complete renewal application to the Division.
Please maintain a copy of this letter with your permanent records for future reference.
