Dear Mr. Wetzel:
The Division of Waste Management and Radiation Control (Division) has completed it’s review of the 2024 Jordan Substation Site Managementand Groundwater Monitoring Report (Report)dated
November 22, 2024, prepared by SAGE Environmental, LLC (SAGE) on behalf of PacifiCorp Environmental Remediation Company (PacifiCorp)for the sitelocated at 1407 West North Temple Salt
Lake City, Utah (Site).
The Report summarizes the Site management activities performed throughout 2024 and the groundwater monitoring event that took place on September 24, and October 1, 2024.The Site Management
Plan (SMP) outlines management of subsurface soils, sediment, and long-term monitoring (LTM) of groundwater historically impacted fromcoal-tar like substances likely related to operation
of the former Jordan Power Plant at the Site. The following is a summary of activities in the Report:
Site Management and Environmental Covenant Compliance
The Report indicates the Site is being managed in accordance with the SMP and environmental covenant (EC) with land use limitations to reduce or eliminate exposure from impacted soil
and groundwater. No construction has occurred on-Site in 2024. Exposure to receptors is limited with the exception to canoers from the Jordan River.However, transients have persistently
trespassed on-Site through vandalization of fencingmeant to restrict access. The Report indicates that PacifiCorp is actively repairing fencing and monitoring the Site via remote surveillance
and inspections to reduce potential exposure to transients. TheReport also indicates that PacifiCorp will continue to evaluate options to limit access and dissuade transients from accessing
the Site.
Activities planned for 2025 include quarterly inspections and an annual inspection report. Please continue to inform the Division of future strategies and actions employed to mitigate
access to transients at the Site.
Groundwater Monitoring Compliance
On September 24, 2024, four of the five Site, groundwater monitoring wells were sampled as outlined in the SMP with PZ-5D being purged and sampled on October 1, 2024, due to its slow
recharge rate. Monitoring wells were initially installed at the Site to evaluate groundwater impacts from the tar like substance originally identified during site investigations conducted
in the early 1990’s. In accordance with the SMP, select volatile organic compounds (VOCs) and polycyclic aromatic hydrocarbons (PAHs) are evaluated in groundwater. The Report indicates
that nine VOCs were detected in two of the monitoring wells (PZ-8SR and PS-12DR) with three (benzene, ethylbenzene, and naphthalene) exceeding their respective Environmental Protection
Agency (EPA) Tap Water Regional Screening Level (RSL). Benzene in monitoring well PZ-12DR was the only exceedance of the EPA Maximum Contaminant Level (MCL). Additionally, 11 PAHs were
detected in four of the five wells on Site with two EPA Tap Water RSL exceedances (naphthalene and 1-methylnapthalene) detected in monitoring well PZ-8SR.
While concentrations continue to decrease at the Site, groundwater remains impacted with Constituents of Potential Concern (COPCs) exceeding EPA Tap Water RSLs and MCLs. As such, LTM
of groundwater and Site controls should persist at the Site as recommended in the Report and outlined in Utah Administrative Code R315 101-8(d). In accordance with the SMP the next groundwater
monitoring event will occur within 45 days of August 26, 2029.
The Division would like to thank PacifiCorp for their effort in protecting both human health and the environment in the State of Utah. The Division has no comments or questions concerning
thisReport. The Report is hereby approved.
