1 Lead Scrape Sampling Results
1.1 Background
The approved Airport West VCP Phase I Remedial Action Plan (Phase I RAP) identified a soil scrape of impacted
areas as a means to address the lead (Pb) contamination from the site of the former Shotgun Shooting Range within
the Phase I area. The RAP identified areas within Phase I to be included in the scrape based upon the revised
Former Sporting Shotgun Shooting Range Remedial Investigation Report (Report) dated April 26, 2010, which was
submitted by CDM to the UDERR and the SLVHD. (Figure 1)
In preparation of the RAP, the XRF data (in-situ field samples and collected bulk samples) along with the bulk sample
laboratory confirmation data, that were collected and presented in the 2010 Report, (Table 3 – Lead Shot Content,
XRF and Analytical Summary) identify the approximate locations of the Pb shot scape areas. The RAP also
acknowledged that prior to initiating the remedial activities UDERR and Stantec representatives would conduct a site
visit and visual reconnaissance of the area to determine the actual extent of the necessary soil scrape. The site
reconnaissance was conducted on May 11, 2023 by UDERR, Stantec and NT Development.
Prior to the planned site reconnaissance, the Utah Division of Environmental Remediation and Response (UDERR)
requested Stantec review the Report data and evaluate the amount of Pb shot mass to the dry weight of the bulk soil
sample as an alternative means to identify the areas requiring Pb soil scrape. UDERR had previously identified an
action level of 800 mg/kg for the intended Pb soil scrape based on the EPA RSL value for non-carcinogenic
screening level for industrial soil as 800 mg/kg.
Stantec provided UDERR with an evaluation showing the relationship of the laboratory data for Pb shot pellets in the
soil, reported as a percentage of the mass weight of the Pb pellets to the dry weight of the bulk soil sample (ppm). A
linear regression analysis was shown and plotted on the graph. For a percent weight (Pb pellets to dry soil) of 800
ppm, the mass of Pb shot pellets equates to an approximate amount of 3000 mg. With the corresponding bulk
sample laboratory XRF data and confirmation analytical results below the 800 mg/kg, it was proposed to remove the
areas where Pb shot pellets were above the 3000 mg.
In preparation for the site reconnaissance Stantec produced figures which were shared with UDERR to show the
locations where test samples were measured in the laboratory as over 3000 mg. These figures and locations were
reviewed on site as part of the May 11, 2023 site reconnaissance and subsequently incorporated into the Stantec
Airport West VCP – Phase I Area – Shotgun Shooting Range Scrape Plan dated June 7, 2023 which was submitted
to UDERR outlining the planned approach for the Pb scrape portion of the site remediation efforts. UDERR issued
their June 28,2023 letter accepting the Scrape Plan under the VCP with the revised stipulation that areas exceeding
the Pb shot pellet percent weight of 800 ppm were to be expanded into the proposed scrape areas. DERR’s rationale
was that the entire mass weight of Pb shot could fully leach into the soil over time.
1.2 Shotgun Shooting Range Scrape Efforts and
Confirmation Sampling Results.
Approximately 36 acres within the Phase I area were scraped (Figure 2). The scraped areas north of the former
Brighton Canal were approximately 14 acres. The scraped areas south of the former Brighton Canal were
approximately 20 acres and the areas located in the southeast area total approximately 2 acres combined. The
surface soil (a minimum of 4 inches) within the defined areas was scraped and collected into small individual piles to

allow for confirmation testing. Each soil pile was then tested in accordance with the procedures set forth in the June
7, 2023 Scrape Plan.
The XRF testing results of the scraped piles are presented in Table 2 (attached). Table 2 identifies the XRF testing
conducted on a total of 247 scrape piles. A total of 78 scrape piles south of the Brighton Canal were tested for Pb, by
XRF, with an average of 92 ppm. The XRF testing for Pb conducted on the 169 scrape piles, located east of the
Bonneville Pile and those in the southeast area, recorded an average of 134 ppm.
1.2.1 Laboratory Confirmation Testing
A total of 16 laboratory confirmation tests (EPA SW-846 Method 6020), were completed to confirm the XRF readings
with the laboratory analysis and are presented in Table 2. The average Pb concentration of the 6 lab samples for the
78 scrape piles south of the Brighton Canal is 73.3 mg/kg per dry weight basis. The moisture content of the 6 lab
samples averaged 8.8 %. The average Pb concentrations of the 10 lab samples for the 169 scraped piles east of the
Bonneville Pile and areas in the southeast area is 202.3 mg/kg per dry weight basis. The moisture content of the 10
lab samples averaged 1.2 %. The drier the XRF sample, the more accurate are the results when comparing field
XRF measurements to laboratory dry weight results. When the moisture content is between 5 and 20 percent the
overall error from moisture may be minimal (EPA SW-846 Method 6200). The soil dry weight values are considered
an actual representation of the concentration of the metal within the solid media and is the basis for the regulatory
action levels. However, there will exist a difference between the field concentration and the laboratory dry weight
basis due to the difference in moisture content. The laboratory dry weight result is considered a higher concentration
and therefore a more accurate value.
1.2.2 Method 6200 Comparability Analysis
For Method 6200 data precision, multiple readings were taken on various samples. The relative standard deviation
(RSD) average for the precision sample readings was 2.2%. For field portable XRF (FPXRF) data to be considered
adequately precise, the RSD should not be greater than 20 percent.
For Method 6200 comparability analysis was determined by submitting a total of sixteen FPXRF analyzed samples
for laboratory analysis (shown in Table 1 below). The FPXRF samples were submitted from the middle range of
concentrations. A log-transformed data set was used due to the range of data ranging greater than an order of
magnitude. A linear regression analysis was performed on the log-transformed data. The correlation coefficient (r)
for the results was 0.86. The correlation coefficient (r) for the results should be 0.7 or greater for the FPXRF data to
be considered screening level data. If the (r) is 0.9 or greater and inferential statistics indicate the FPXRF data and
the confirmatory data are statistically equivalent at a 99 percent confidence level, the data could potentially meet
definitive level data criteria.

1.3 Conclusions
Upon completion of the analytical testing the individual scrape piles were consolidated and staged into a windrow pile
located east of the existing Bonneville waste pile, to be placed into the future on-site repository as part of the
accepted Phase I Area RAP.
Over an area approximately 36 acres, soil was scraped into 247 soil separate piles. Each pile was sampled by
collecting 3 sub-samples into a single composite sample. The composite sample was measured by XRF for Pb. A
split sample from a portion of the composite samples were analyzed for Pb in a State of Utah certified laboratory. All
samples were below the Project Action level (PAL) of 800 mg/kg. The XRF sample average submitted for the

corresponding lab results was 82.7 ppm. The corresponding laboratory sample average was 154.7 mg/kg. The
laboratory sample results were compared to their corresponding XRF composite sample. The relative percent
difference average was 34. The laboratory quality control matrix spike and matrix spike duplicate limits were at +/-25
% recovery and </= 20% RPD for EPA method 6020. The RSD was computed to be 2.2%. For the FPXRF data to
be considered adequately precise, the RSD should not be greater than 20 percent. The linear regression analysis (r)
value determined the FPXRF data to meet the screening level data criteria. The samples are all below the PAL of
800 mg/kg. The Pb impacted soil was initially identified within the top several inches. The impacted topsoil material
has been removed and stockpiled. The levels of Pb in the soil are below the EPA’s Regional Screening Level of 800
mg/kg for industrial soil, as per the screening level in the Phase I Area RAP.

CASE NARRATIVE
All sample aliquots were received at the correct temperature, in the proper containers, with the
appropriate preservatives, and within method specified holding times, unless qualified or notated within
the report. Where applicable, all MDL (LOD) and RDL (LOQ) values reported for environmental samples
have been corrected for the dilution factor used in the analysis. All Method and Batch Quality Control
are within established criteria except where addressed in this case narrative, a non-conformance form
or properly qualified within the sample results. By my digital signature below, I affirm to the best of my
knowledge, all problems/anomalies observed by the laboratory as having the potential to affect the
quality of the data have been identified by the laboratory, and no information or data have been
knowingly withheld that would affect the quality of the data.

GLOSSARY OF TERMS
Guide to Reading and Understanding Your Laboratory Report
The information below is designed to better explain the various terms used in your report of analytical results from the Laboratory. This is not
intended as a comprehensive explanation, and if you have additional questions please contact your project representative.
Results Disclaimer - Information that may be provided by the customer, and contained within this report, include Permit Limits, Project Name,
Sample ID, Sample Matrix, Sample Preservation, Field Blanks, Field Spikes, Field Duplicates, On-Site Data, Sampling Collection Dates/Times, and
Sampling Location. Results relate to the accuracy of this information provided, and as the samples are received.
Abbreviations and Definitions
(dry)Results are reported based on the dry weight of the sample. [this will only be present on a dry report basis for soils].
MDL Method Detection Limit.

Rec.Recovery.
RPD Relative Percent Difference.
SDG Sample Delivery Group.
Analyte The name of the particular compound or analysis performed. Some Analyses and Methods will have multiple analytes
reported.
Dilution
If the sample matrix contains an interfering material, the sample preparation volume or weight values differ from the
standard, or if concentrations of analytes in the sample are higher than the highest limit of concentration that the
laboratory can accurately report, the sample may be diluted for analysis. If a value different than 1 is used in this field, the
result reported has already been corrected for this factor.
Limits
These are the target % recovery ranges or % difference value that the laboratory has historically determined as normal
for the method and analyte being reported. Successful QC Sample analysis will target all analytes recovered or
duplicated within these ranges.
Original Sample The non-spiked sample in the prep batch used to determine the Relative Percent Difference (RPD) from a quality control
sample. The Original Sample may not be included within the reported SDG.
Qualifier
This column provides a letter and/or number designation that corresponds to additional information concerning the result
reported. If a Qualifier is present, a definition per Qualifier is provided within the Glossary and Definitions page and
potentially a discussion of possible implications of the Qualifier in the Case Narrative if applicable.
Result
The actual analytical final result (corrected for any sample specific characteristics) reported for your sample. If there was
no measurable result returned for a specific analyte, the result in this column may state “ND” (Not Detected) or “BDL”
(Below Detectable Levels). The information in the results column should always be accompanied by either an MDL
(Method Detection Limit) or RDL (Reporting Detection Limit) that defines the lowest value that the laboratory could detect
or report for this analyte.
Uncertainty
(Radiochemistry)Confidence level of 2 sigma.
Case Narrative (Cn)
A brief discussion about the included sample results, including a discussion of any non-conformances to protocol
observed either at sample receipt by the laboratory from the field or during the analytical process. If present, there will
be a section in the Case Narrative to discuss the meaning of any data qualifiers used in the report.
Quality Control
Summary (Qc)
This section of the report includes the results of the laboratory quality control analyses required by procedure or
analytical methods to assist in evaluating the validity of the results reported for your samples. These analyses are not
being performed on your samples typically, but on laboratory generated material.
Sample Chain of
Custody (Sc)
This is the document created in the field when your samples were initially collected. This is used to verify the time and
date of collection, the person collecting the samples, and the analyses that the laboratory is requested to perform. This
chain of custody also documents all persons (excluding commercial shippers) that have had control or possession of the
samples from the time of collection until delivery to the laboratory for analysis.
Sample Results (Sr)
This section of your report will provide the results of all testing performed on your samples. These results are provided
by sample ID and are separated by the analyses performed on each sample. The header line of each analysis section for
each sample will provide the name and method number for the analysis reported.
Sample Summary (Ss)This section of the Analytical Report defines the specific analyses performed for each sample ID, including the dates and
times of preparation and/or analysis.
Qualifier Description
J The identification of the analyte is acceptable; the reported value is an estimate.

CASE NARRATIVE
All sample aliquots were received at the correct temperature, in the proper containers, with the
appropriate preservatives, and within method specified holding times, unless qualified or notated within
the report. Where applicable, all MDL (LOD) and RDL (LOQ) values reported for environmental samples
have been corrected for the dilution factor used in the analysis. All Method and Batch Quality Control
are within established criteria except where addressed in this case narrative, a non-conformance form
or properly qualified within the sample results. By my digital signature below, I affirm to the best of my
knowledge, all problems/anomalies observed by the laboratory as having the potential to affect the
quality of the data have been identified by the laboratory, and no information or data have been
knowingly withheld that would affect the quality of the data.

Analyte The name of the particular compound or analysis performed. Some Analyses and Methods will have multiple analytes
reported.
Dilution
If the sample matrix contains an interfering material, the sample preparation volume or weight values differ from the
standard, or if concentrations of analytes in the sample are higher than the highest limit of concentration that the
laboratory can accurately report, the sample may be diluted for analysis. If a value different than 1 is used in this field, the
result reported has already been corrected for this factor.
Limits
These are the target % recovery ranges or % difference value that the laboratory has historically determined as normal
for the method and analyte being reported. Successful QC Sample analysis will target all analytes recovered or
duplicated within these ranges.
Original Sample The non-spiked sample in the prep batch used to determine the Relative Percent Difference (RPD) from a quality control
sample. The Original Sample may not be included within the reported SDG.
Qualifier
This column provides a letter and/or number designation that corresponds to additional information concerning the result
reported. If a Qualifier is present, a definition per Qualifier is provided within the Glossary and Definitions page and
potentially a discussion of possible implications of the Qualifier in the Case Narrative if applicable.
Result
The actual analytical final result (corrected for any sample specific characteristics) reported for your sample. If there was
no measurable result returned for a specific analyte, the result in this column may state “ND” (Not Detected) or “BDL”
(Below Detectable Levels). The information in the results column should always be accompanied by either an MDL
(Method Detection Limit) or RDL (Reporting Detection Limit) that defines the lowest value that the laboratory could detect
or report for this analyte.
Uncertainty
(Radiochemistry)Confidence level of 2 sigma.
Case Narrative (Cn)
A brief discussion about the included sample results, including a discussion of any non-conformances to protocol
observed either at sample receipt by the laboratory from the field or during the analytical process. If present, there will
be a section in the Case Narrative to discuss the meaning of any data qualifiers used in the report.
Quality Control
Summary (Qc)
This section of the report includes the results of the laboratory quality control analyses required by procedure or
analytical methods to assist in evaluating the validity of the results reported for your samples. These analyses are not
being performed on your samples typically, but on laboratory generated material.
Sample Chain of
Custody (Sc)
This is the document created in the field when your samples were initially collected. This is used to verify the time and
date of collection, the person collecting the samples, and the analyses that the laboratory is requested to perform. This
chain of custody also documents all persons (excluding commercial shippers) that have had control or possession of the
samples from the time of collection until delivery to the laboratory for analysis.
Sample Results (Sr)
This section of your report will provide the results of all testing performed on your samples. These results are provided
by sample ID and are separated by the analyses performed on each sample. The header line of each analysis section for
each sample will provide the name and method number for the analysis reported.
Sample Summary (Ss)This section of the Analytical Report defines the specific analyses performed for each sample ID, including the dates and
times of preparation and/or analysis.
Qualifier Description
J3 The associated batch QC was outside the established quality control range for precision.
V The sample concentration is too high to evaluate accurate spike recoveries.
