INTRODUCTION A Phase II Environmental Site Assessment was conducted at the above-referenced site in July 2024. Based on hydrocarbon concentrations that exceeded Tier 1 levels, a release was reported to DERR on July 29, 2024. Contamination was discovered at the ASTS, especially around the fill port area, and at the dispenser area. A subsurface investigation was requested by DERR to define the extent of contamination. SITE DESCRIPTION The site is an operating gas station and convenience store (c-store) located at 325 West Main Street in Hyrum, Utah. The facility has two 12,000-gallon and one 8,000-gallon above ground storage tank (ASTs) in an earthen containment on the north end of the property. An additional AST is currently being installed. There are three dispensers under the canopy east of the convenience store. A site map is provided as Figure 1. Underground utilities were located by contacting Blue Stakes of Utah. Electric and communication lines are overhead. Buried natural gas and water laterals run north from Main Street to the c-store building. The sewer line runs from the northeast area of the building to the RV dump station and then south to main street. METHODOLOGY On October 16, 2024, seven borings were installed around the ASTs and the dispensers using direct push methodology. Monitoring wells were installed in each of the borings. Direct Push Services was employed as the drilling contractor under the supervision of a Rockwell Solutions representative. Bridger Lane, Elk Ridge, UT 84651 801-361-2930 rockwellutah@yahoo.com 2 Five-foot soil core samples were collected continuously from the direct push borings. A portion of the soil core was put in a zip-lock baggie to allow hydrocarbons to volatilize. The air in the zip lock baggie was then screened with a photoionization detector (PID). The sample with the highest PID reading or the soil interval above the apparent water table in each boring was submitted for laboratory analysis of MTBE, benzene, toluene, ethylbenzene, xylenes, naphthalene (MBTEXN) total petroleum hydrocarbons-gasoline range organics (TPH-GRO) using EPA Method 8260 and TPH-diesel range organics (TPH-DRO) using EPA Method 8015. Groundwater was detected at approximately four feet below grade (bg). Borings extended to approximately thirteen feet deep. Monitoring wells were installed to a depth of thirteen feet with ten feet of 0.010-inch screen. The wells contain a silica sand filter around the screen and a bentonite seal above the screen. A flush grade well protector was installed at the surface. The top- of-casing elevation at each well was measured to the nearest 0.01 foot using a transit level. Monitoring well construction diagrams are attached. A boring was installed using a hand auger north of the ASTs adjacent to a small ditch. Groundwater was shallow and the soil was very wet. A groundwater sample was collected from the boring using a disposable bailer. The monitoring wells were developed and groundwater samples were collected from each. Groundwater samples were submitted for laboratory analysis of MBTEXN and TPH-GRO using EPA Method 8260, and TPH-DRO using EPA Method 8015. RESULTS Soil Type Soil type was evaluated during the subsurface investigation by field analysis of soil samples. The native soil at the site generally consists of silt or silty sand. Boring logs are attached. Soil Analytical Results Table 1 lists the analytical results of the soil samples collected during the Phase II assessment and the October 2024 subsurface investigation. The only samples that exceeded Tier 1 levels were the Phase II samples collected adjacent to the ASTs. The sample from B-5, adjacent to the southeast dispenser exceeded Initial Screening Levels (ISLs). Figure 2 shows approximate soil contamination areas. The laboratory analytical reports and chain-of-custody records for soil samples collected during the subsurface investigation are attached. PID readings are shown on the boring logs. Groundwater Analytical Results Table 2 lists the analytical results of the groundwater samples collected during the Phase II and subsurface investigations. No hydrocarbons were detected in any of the groundwater samples collected during the subsurface investigation. The contamination discovered during the Phase II assessment has been defined. Figure 3 shows approximate groundwater contamination areas. The laboratory analytical reports and chain-of-custody records for groundwater samples collected during the subsurface investigation are attached. Bridger Lane, Elk Ridge, UT 84651 801-361-2930 rockwellutah@yahoo.com 3 Groundwater Flow Direction Groundwater elevation measurements at the seven monitoring wells indicate groundwater flow is to the northwest. Figure 4 is a groundwater contour map. TIER 1 CRITERIA Land Use The site is located in a mixed residential/commercial area. The nearest residence is located approximately 180 feet east of the ASTS and canopy. Utilities Locations of buried utility lines in the investigation area were discussed previously. The exact depths to the utility lines are not known, but are estimated to be approximately two to three feet. Receptors A well search of the Water Rights database indicates there are no water rights located within 500 feet of the site. See Figure 5. CONCLUSIONS AND RECOMMENDATIONS Soil and groundwater contamination has been defined and is limited to small, onsite areas around the ASTs and the dispensers. Rockwell Solutions recommends excavating a small excavation area around the fill port area of the ASTs and if possible, adjacent to the eastern AST. A containment should be constructed around the fill ports to capture future leaks from loading the tanks. After the excavation, one additional round of groundwater samples should be collected to evaluate the release for closure.
