Adjoining properties and the surrounding area are residential and commercial. A release of petroleum hydrocarbons was reported to the DERR on September 20, 1995, following the removal of two gasoline underground storage tanks (USTs). DERR assigned the site Release ID JDI. Multiple subsurface investigations have been conducted at the site to define the extent and degree of impacts. Subsequently, a remediation system consisting of a liquid-ring vacuum pump was used to remove and abate petroleum vapors and petroleum-impacted groundwater. The remediation system operated from February 1999 to August 2002. Sampling conducted immediately following the shutdown of the remediation system indicated concentrations of petroleum hydrocarbons had generally decreased; however, some areas still had concentrations in excess of the cleanup standards for the site. A historical site map generated in 2018 with boring and well locations (based on historical data available in the DERR file) is presented in Exhibit 1 (Appendix A). Most of the historical monitoring points have been lost or destroyed and are assumed to no longer exist based on significant redevelopment of the site. Groundwater sampling of five monitoring wells (MW-1, MW-2, MW-3, MW-B, and MW-D) has most recently been conducted. Groundwater samples collected from the five monitoring wells are analyzed for methyl tert-butyl ether, benzene, toluene, ethylbenzene, total xylenes, and naphthalene (MBTEXN), total petroleum hydrocarbons in the gasoline range (TPH-GRO), and total petroleum hydrocarbons in the diesel range (TPH-DRO). 1.2 Scope of Work One groundwater sampling event was conducted following Work Assignment JDI-13, dated September 9, 2024. The objective of the Work Assignment was to perform groundwater sampling of the five remaining monitoring wells (MW-1, MW-2, MW-3, MW-B, and MW-D) associated with the site. UDEQ requested the groundwater samples be analyzed for MBTEXN, TPH-GRO, and TPH- DRO. Additionally, monitoring wells MW-B and MW-D were to be analyzed using TPH fractionation. 1.3 Standard of Care Terracon’s services were performed in a manner consistent with generally accepted practices of the profession undertaken in similar studies in the same geographical area JDI-13-TER: Groundwater Monitoring Report Beehive Credit Union | Salt Lake City, Utah December 11, 2024 | Terracon Project No. AL137352 Facilities | Environmental | Geotechnical | Materials 2 during the same time period. Please note that Terracon does not warrant the work of laboratories, regulatory agencies or other third parties supplying information used in the preparation of the report. These services were performed in accordance with the scope of work agreed with you, our client, as reflected in our proposal. 1.4 Additional Scope Limitations Findings, conclusions, and recommendations resulting from these services are based upon information derived from the on-site activities and other services performed under this scope of work. Such information is subject to change over time. Certain indicators of the presence of hazardous substances, petroleum products, or other constituents may have been latent, inaccessible, unobservable, non-detectable or not present during these services, and we cannot represent that the site contains no hazardous substances, toxic materials, petroleum products, or other latent conditions beyond those identified during this investigation. Subsurface conditions may vary from those encountered at specific borings or wells or during other surveys, tests, assessments, investigations or exploratory services; the data, interpretations, findings, and our recommendations are based solely upon data obtained at the time and within the scope of these services. 1.5 Reliance This report has been prepared for the exclusive use and reliance of the UDEQ. Use or reliance by any other party is prohibited without the written authorization of UDEQ and Terracon. Reliance on this report by the client and all authorized parties will be subject to the terms, conditions and limitations stated in the proposal, report, and Terracon’s Terms and Conditions. The limitation of liability defined in the Terms and Conditions is the aggregate limit of Terracon’s liability to the client and all relying parties. 2.0 Groundwater Sampling Event 2.1 Groundwater Sample Collection Terracon collected groundwater samples on October 25, 2024 from four monitoring wells located on the site (MW-1, MW-2, MW-3, and MW-B) and one monitoring well (MW-D) located on the down-gradient property to the west. Terracon measured depth to product and product thickness, if present, and depth to groundwater. Terracon sampled the wells following standard operating procedures (SOPs) for well sampling, which included purging up to three casing volumes from each of the JDI-13-TER: Groundwater Monitoring Report Beehive Credit Union | Salt Lake City, Utah December 11, 2024 | Terracon Project No. AL137352 Facilities | Environmental | Geotechnical | Materials 3 wells, then collecting groundwater samples from each well using a new disposable bailer for each well. Groundwater sampling was performed by Utah-certified UST Groundwater and Soil Sampler Stephen Maliszeski (GS 1832) with oversight from a Utah-certified UST Consultant Amy Austin (CC0238). 2.2 Site Observations Depth-to-water measurements ranged from 28.27 feet below top-of-casing (MW-D) to 29.89 feet below top-of-casing (MW-1). Relative groundwater elevations are presented in Table 1 (Appendix B). The direction of groundwater flow was generally consistent with a westerly flow direction observed during previous monitoring events.A groundwater elevation map is included as Exhibit 2 (Appendix A). During groundwater depth measurements, free product was not identified, however a petroleum sheen was observed at MW-1 in the bailer while purging the monitoring well. Measurable free product was not observed in any of the gauged monitoring wells during this sampling event; however, all had varying degrees of petroleum odor during the purge and sampling process. During the purge process, wells MW-3 and MW-D bailed dry and were sampled after sufficient time to allow the groundwater to recharge. 2.3 Investigation-derived Waste Monitoring well purge water was surface applied in the vicinity of the well that generated the water and was allowed to infiltrate and/or evaporate. Care was taken to not allow purged water to affect nearby receptors (e.g., storm water catch basins, utilities, or property boundaries). 2.4 Quality Assurance/Quality Control Quality Assurance/Quality Control (QA/QC) was provided by using standardized sample collection and handling methods, documenting pertinent field information, and keeping chain-of-custody records, as well as using a Utah-certified laboratory. All sampling procedures followed Terracon’s SOPs. The analytical laboratory report indicated that samples were extracted and analyzed within appropriate sample holding times, and no data qualifiers were applied to this data set. JDI-13-TER: Groundwater Monitoring Report Beehive Credit Union | Salt Lake City, Utah December 11, 2024 | Terracon Project No. AL137352 Facilities | Environmental | Geotechnical | Materials 4 3.0 Laboratory Analytical Methods All groundwater samples were collected and placed in laboratory-prepared containers, labeled, and placed on ice in a cooler and submitted to Chemtech-Ford Laboratories in Sandy, Utah. All five groundwater samples and were submitted for analysis of BTEXN and MTBE and total TPH-GRO by United States Environmental Protection Agency (USEPA) Method 8260, and TPH-DRO by USEPA Method 8015. Sample locations MW-B and MW-D were submitted for TPH Fractionation by USEPA Method 8270. The executed chain-of-custody forms and laboratory data sheets are provided in Appendix C. 4.0 Data Evaluation 4.1 Groundwater Sample Results The results are compared to the UDEQ DERR Leaking Underground Storage Tank (LUST) Program’s Initial Screening Levels (ISL) and risk-based Tier 1 Screening Levels (Tier 1) for petroleum hydrocarbons. Petroleum hydrocarbon constituents were reported in four of the five groundwater samples collected during this event (MW-1, MW-3, MW-B, and MW-D). The groundwater sample collected from monitoring well MW-2 did not report petroleum hydrocarbons above laboratory detection limits. Concentrations of TPH-DRO were reported above the ISL (1.0 mg/L), but less than the Tier 1 Screening Level (10 mg/L), in these four wells (MW-1, MW-3, MW-B, and MW-D) with a maximum concentration of 4.6 mg/L (MW-B). Concentrations of TPH-GRO were reported above the ISL (1.0 mg/L) in these four wells (MW-1, MW-3, MW-B, and MW-D). The concentrations reported in MW-1 and MW-B exceeded the Tier 1 Screening Level (10 mg/L) with a maximum concentration of 12.0 mg/L (MW-B). The remaining analytes reported were below their respective ISLs. Table 1 (Appendix B)summarizes historical and current groundwater sample results. Laboratory results are included in the laboratory report (Appendix C). Exhibits 4 and 5 (Appendix A) display the concentrations of TPH-GRO and TPH-DRO respectively that exceeded the ISL and Tier 1 Screening Level from this sampling event. JDI-13-TER: Groundwater Monitoring Report Beehive Credit Union | Salt Lake City, Utah December 11, 2024 | Terracon Project No. AL137352 Facilities | Environmental | Geotechnical | Materials 5 4.1.1 TPH Fractionation Laboratory results for TPH Fractionation analysis from two locations (MW-B and MW-D) are included in the laboratory report (Appendix C). As requested by Ms. Eileen Brennan, UDEQ Project Manager, Terracon used the UDEQ’s Site-Specific Cleanup Level (SSCL) Calculator v1.2 (2015.10.22) to calculate SSCLs based on site-specific parameters. The soil type representative of the site, depth to contaminated soil, presence of contamination in the saturated zone, and width of the contaminated source area parallel to groundwater flow were derived from the Expansion of Phase 2 Subsurface Investigation, Former Unocal Facility, 2205 East 2100 South, Salt Lake City, Utah, Former Beehive Credit Union, UDEQ Facility ID# 4002050, UDEQ LUST #EJDI, dated October 27, 1997. The depth to groundwater was derived from the depth to groundwater from MW-B, located near the former tank basin, in this October 2024 Groundwater Monitoring Report (see Table 1 in Appendix B). The hydraulic gradient was calculated by dividing the difference between the relative groundwater elevations calculated for MW-1 and MW-3 by the distance between the wells (see Exhibit 3 in Appendix A). The highest concentrations of each analyte or petroleum fraction were entered into the calculator for evaluation compared to the calculated SSCLs. Table 2 (Appendix B)summarizes the results of the SSCL calculator. As shown in Table 2, the concentrations of petroleum hydrocarbons reported during this groundwater monitoring event are all less than the SSCLs. 5.0 Findings and Conclusions Comparing the October 2024 groundwater sampling event analytical results to the 2017 and 2019 sampling events shows the concentrations of TPH-GRO and TPH-DRO in MW-1 and MW-3 have increased. Concentrations of TPH-GRO and TPH-DRO in MW-B and MW-D are generally consistent with prior monitoring events and MW-2 remains non-detect for petroleum constituents. Concentrations of TPH-GRO and TPH-DRO remain elevated above DERR’s ISLs both on-site in the source area and down-gradient off-site to the west (MW-D). TPH-GRO concentrations exceeding the Tier 1 Screening Level appear to remain in the immediate vicinity of the source area (MW-B and MW-1). Based on the results of the SSCL Calculator, these TPH-GRO and TPH-DRO concentrations, while exceeding ISLs and Tier 1, do not exceed the SSCLs calculated for the site.
