Govemor GARV HERBERT Lieutenant Governor April 30, 2007 Tim Sweeney Bureau of Land Management 170 South 500 East Vemal, Utah 84078 Dear Mr. Sweeney: Subject: Public Drinking Water Requirements for Indian Crossing Campground, System #05040 Indian Crossing Campground has been considered a non public system however, after review of our files it has been detennined that it is a public water system. Because it would serve more than 15 connections, further it would be classified as a transient non-community public water system, as defined in the Utah Public Drinking Water Rules, Section 101.0,1. You may obtain a copy ofthe rules from our website at http://drinkingwater.utah.gov/rules.htm. or by calling (801) 536-4200. The Public Drinking Water Rules require compliance in five specific areas as follows: 1. Plan Approval An engineering evaluation describing the current physical facilities would need to be subnutted to ensure compliance with the construction standards. The evaluation must be approved in writing by the Executive Secretary. 2. Source Protection A source protection plan would have to be developed for your well. Cross Connection A cross connection control program would need to be developed for your system to prevent any cross contamination. The enclosed cross connection guidance document details how the program should be implemented. 4. Operator Certification Operators of non-transient non-community systems serving a population below 500 must become certified at the Small Systems level. The enclosed Water Operator News describes the requirement and also how to become certified. 5. Monitoring and Reporting Requirements A. Bacteriologic Monitoring At least one routine coliform bacteria sample would be required from the distribution system and submitted to a certified laboratory each calendar quarter. It is the responsibility of the system to send a copy of the results to our office by the 10^ of the month. In the event of a coliform positive result, a system is required to take four repeat samples, followed by a total of five routine samples the following month. C. Chemical Monitoring Your source must sample for new source inorganics and metals. After this initial sample, Nitrate samples will be due annually and Sulfate samples every three years. To help you with possible future required sampling, we have enclosed a list of certified laboratories that perform the testing. Containers for samples are available from all certified laboratories. It appears that your water system is lacking in storage capacity. According to our files, the campground has 20 sites, including a full time caretaker site and outdoor irrigation. As a semi- developed camp with pit toilets the following requirements for your system: Storage: 2.5 gal/person X 4 persons/ site X 20 campsites = 200 gallons 1 RV Pad = 50 gallons Zone 2 irrigation 1,873 gallons/irtigated acre X 4 irrigated acres = 7.492 gallons Total storage requirements 7,742 gallons Tim Sweeney Page 3 April 30, 2007 Source Demand: 5 gal/day/person X 4persons/site X 20 sites = 0.28 gpm Zone 2 irrigation peak day demand 2.8 gpm/irri&ated acre X 20 acres x 0.2 irrigated acres = 11.2 gpm Total source demand requirements 11.48 gpm If you have any questions about these requirements please contact Rachael Cassady, of my staff, at (801) 536^67.
