This guide is for users who already have a permittee (signature)role and have been granted
access to an UPDES permit ID.Signatories must comply with CFR 122.22.For more information on
the process to be granted access to a permit ID in NetDMR,email wqinfodata@utah.gov for
assistance.
NetDMR will automatically send a courtesy reminder email 5 days before a quarterly or annual
DMR is due.If any DMR is not submitted by the due date,another set of automatic courtesy
emails are sent 7,14,and 21 days after the due date.DMRs are due on the 28th day of the
following month after the end of the monitoring period.
Step 1.On the CDX homepage,click on the hyperlinked Permittee (signature)to the
right of the NDMR-UT:NetDMR:Utah DWQ program.
Step 2.Click Continue to NetDMR.
Step 3.You are now on the NetDMR homepage.This blue box is the main search tool for
nding DMRs.Select your permit ID from the drop down.
Step 4.Filter the DMRs in your search by Monitoring Period End Date Range if you
want to search by a large time frame (e.g 06/01/2024 in the rst box,12/31/2024 in the
second box).Or if you are searching for DMRs due during a particular month,select the
second radio button and search by DMR Due Date (e.g.Enter November 2024 for DMRs
due for the October 2024 monitoring period).
Step 5.Click Search.
Step 6.A DMR search results table will be generated.Notice a few things on the table:
a.Under the Status column “Ready for DMR Entry”is a blank DMR that needs to be
lled and submitted.“NetDMR Validated”means the DMR is saved,but not
submitted.“Signed &Submitted”and “Completed”are completed DMRs.If you are
entering data for the rst time on a DMR,the status should be “Ready for Data
Entry.”
b.Review the Monitoring Period End Date and Discharge #columns to ensure you are
entering data for the correct DMR.If you have multiple discharge points (001,002,
etc)you will need to submit a DMR for each discharge point.Email
wqinfodata@utah.gov if you have questions about DMRs in the Discharge #
column.
Once you have located the correct DMR,select Go under the “Edit DMR”drop down in
the Next Steps column.This will open the DMR.
Step 7.The DMR form will open.Review the information header above the DMR table to
verify that the open form matches the data you are entering for.If you have questions
about the data requirements in the permit form,email wqinfodata@utah.gov or the
permit writer.
a.Review the Status in bold text.This Status in the header will change as you save
and submit the DMR.An empty DMR will have “Ready for Data Entry.”
b.Enter the Principal Executive Officer information.Often this is the signatory.
Step 8.If you have numerical data to enter,skip to Step 9.If you are submitting an
entire DMR where you did not discharge and thus did not sample,continue with Step 8.
No Data Indicator (NODI)codes are required to be entered in the form when there is a
reason why the DMR submitter cannot provide a numerical data value.If you are
submitting a No Discharge DMR for the entire DMR,select the Form NODI drop down,
and select the appropriate code in the list.The NODI code for No Discharge is NODI -C.
This will update the entire form with a NODI code.Continue to Step 10.
Step 9.
A.Below the blue header is the DMR table where you will enter your data.Parameter
names are on the left of the table.Pay attention to the sampling location to enter the
data in the eld for the correct location.Effluent or In uent are the most common.
B.The requirements outlined in the permit for sample units,frequency of samples,and
types of samples are on the right of the table.This is preloaded information to match the
permit and you do not need to change it,unless you sampled in a different unit than what
is in the permit.If your data is in a different unit from the permit,change the unit
code in the DMR to match your sample data.
C.Enter the numerical data in the generated top boxes for each parameter line.If
you do not have numerical data,skip to Step 9 -D for NODI Codes and leave the top data
box blank.The limits outlined in the permit are listed below this data entry box (e.g.>=5.5
Daily Minimum for Dissolved Oxygen).
D.If you do not have a numerical data value to enter,you must select a No Data
Indicator (NODI)Code.Click the drop down below the limit information.Select the
NODI code that ts the situation best.Do not enter a NODI code and a numerical value
for the same data entry space.This will generate a Hard Error and the DMR form will not
allow you to submit (see Step 12).
F.Your DMR may be multiple pages long,depending on the number of parameters
requiring data.You can view the number of pages in your DMR just above the DMR data
table.
Once you have the rst page lled out,scroll down below the DMR and click Save &
Continue to save your progress.
The page will reload.You should see the status change to NetDMR Validation Errors.This
tells you the DMR is saved,but incomplete.Continue entering your DMR data by clicking
the green right facing arrow to go to the next page of data.Repeat this process until the
entire DMR form is lled out.
Step 10.If you have comments to add to the DMR,you can add them below the DMR
form in the Comments box.If you are submitting a DMR that requires lab results,a
report,an excel sheet of data,or other documents to be submitted,use the Add
Attachment(s)button to include those in your submission.
Step 11.Once the entire DMR form page is lled with data,click Save &Continue on the
bottom of the page.
Step 12.After saving,the page may reload with some parameters highlighted red.This
indicates either Hard or Soft Errors.Scroll to the bottom of the DMR to review the
information in the Edit Check Errors table.It will tell you what parameters have errors,
the type of errors (hard or soft),and a description of the errors.If no errors appear on
your form,skip to Step 13.
A.Hard Errors must be corrected.If you leave a data parameter blank,you must go
back and add either data or a NODI code.In this example,a NODI code and a
numerical data value were added.One must be removed as you can only submit one
or the other.
B.Soft Errors are generated when a numerical data value entered is an exceedance of
the permit limit,or you have selected a NODI code that requires an
Acknowledgement.Review the highlighted red parameter to ensure the correct
data is entered.Some common mistakes are a decimal point out of place,an extra
zero added,or a minimum and maximum value in the wrong box.
After reviewing the data,scroll to the bottom of the page and click the
Acknowledge box in the error information table to verify that the entered
information is correct.Click Save &Continue.
Step 13.After saving the DMR,the DMR status will change to NetDMR Validated.The
DMR must have the NetDMR Validated status before it can be submitted.If the DMR is
stuck with “NetDMR Validation Errors,”go back to Step 12 and review the DMR form for
errors.
Click the Sign &Submit button on either the top or the bottom of the DMR form.
Step 14.Click the Left Check Box to include the DMR in your submission.Click the
Right Check Box to have a copy of the DMR submission sent to your email.Click the
Submit button at the bottom.
Step 15.The electronic signature certi cation statement will be generated.Click Accept.
Step 16.Following a successful submission,you will land on the Signing Process
Con rmation page.A con rmation will also be sent to your email address.
