HomeMy WebLinkAboutDDW-2024-014334 December 16, 2024 Austin Hinckley Richmond City Water System 90 South 100 West Richmond, Utah 84333 Subject:Disapproval, Updated Drinking Water Source Protection Plan for the WCDI City Well & Cherry Creek Well; Richmond City Water System; Water System #03018, Source No. WS004 & WS006 Dear Austin Hinckley: The Division of Drinking Water (the Division) received the updated Drinking Water Source Protection (DWSP) plan for the WCDI City Well & Cherry Creek Well from you on December 22, 2022, requested additional information via email on September 12, 2024, and have not received the documentation. We have completed our review of the updated DWSP plan; however, before we can concur with the updated plan, the requirements listed below must be addressed and the plan resubmitted for review. Requirements Management strategies for uncontrolled potential contamination sources (PCS) need to be implemented and records submitted showing that implementation. WS006-Cherry Creek Well (submitted 5/11/2016) Here are the identified hazards that need to be addressed in the letters to the PCS and educational fliers. An additional PCS that needs to be addressed is the Hwy US 91. You state that you request notification of the release of any hazardous materials. Please provide a copy of the letter with this request, or a record of however you make this request.As stated in R309-600 and 605: Implementing DWSP Plans - Each Public Water System (PWS) shall begin implementing each of its DWSP Plans in accordance with the implementation schedule within 180 days after submittal, if the plan is not disapproved, which should include documentation of how the land management strategies identified for existing and future potential contamination sources were implemented. You did not provide adequate documentation that you implemented your plan according to this requirement. Please implement the land management strategies outlined in prior plan submittals and provide documentation to source protection staff within 90 days of the date of this letter. A dormant deficiency (SP03 DWSP PLAN NOT IMPLEMENTED ACCORDING TO MANAGEMENT STRATEGIES IN DWSP) has been added to the Division’s database to serve as a tracking tool and reminder. Failure to correct this deficiency by the required due date (90 days from the date of this letter) will result in 25 Improvement Priority System (IPS) points being assigned as well as a treatment technique violation as stated in R309-215-16(4)(a). You must request the CAP before the deficiency has been assessed. Unfortunately, a Use Waiver renewal application was submitted with the updated DWSP plan. Please complete the attached Susceptibility Waiver application. Use and susceptibility waivers must be renewed every six years with your updated source protection plan, by submitting an updated waiver statement.
