Portable analyzer testing was performed on September 26, 2024, to determine compliance with AO Condition II.B.2.a, for NOX and CO emission limits. RECOMMENDATION: The source should be considered to have been in compliance with the applicable limits at the time of testing. The source referenced their previous AO, DAQE-634-01 dated August 15, 2001, originally written for Anadarko Petroleum Corporation, in their pretest protocol. That AO was superseded by a new AO, DAQE-AN124280010-22 dated September 28, 2022, written for Urban Oil and Gas Group, LLC. The purpose of the testing was to comply with the construction permit issued by the Utah Department of Environmental Quality, Air Quality Division and/or under the guidelines for the company operations and maintenance plan for this facility. Emissions Science, Inc. followed the procedures and specifications of the portable analyzer test protocol published by the CDPHE in Colorado for this project. The following table summarizes the unit indentifiers, date tested, tested concentrations, tested mass emission rates and permitted limits for each, individual unit tested. Other detailed information can be found within the report. The sources were not able to acheive a load 90% of site rated horsepower during the testing program due to lower field pressure, but all sources were reportedly operating at least 90% of the averaged production capabilities over the last three years as allowed in the facility permit.
