HomeMy WebLinkAboutDERR-2024-004893SUPPLEMENTAL INFORMATION FOR NO FURTHER ACTION Crus Oil Inc.located at 2260 South West Temple,Salt Lake City,Utah Facility Identification 4000202,Release Site NMB &NMP Table of Contents: 1.Internal Memorandum (add Memo file to Closure Packet once finalized) 2.Supplemental Information 2.RBCA Tier 1 Worksheet 3.Site Map 4.Soil Analytical Results 5.Groundwater Analytical Results 6.Soil Gas Analytical Results 7.Site-Specific Cleanup Level Calculator 8.Water Rights Map 9.Groundwater Protection Zones Map 10.Topographic Map SUPPLEMENTAL INFORMATION FOR NO FURTHER ACTION Crus Oil Inc.located at 2260 South West Temple,Salt Lake City,Utah Facility Identification 4000202,Release Site NMB &NMP Facility History: Crus Oil Inc has been a bulk oil facility since 1928.The site is currently equipped with 30 aboveground storage tanks (ASTs)containing various grades of oil,waste oil,hydraulic fluid and transmission fluid.There is one oil/water separator located on the west side of the property; storm drains are connected to the separator.In 1995,Intermountain Environmental Consultants removed a 500-gallon oil UST from the northeast section of the property and the site was issued a No Further Action letter.Two additional tanks were removed in 1997.A release was reported in 2016 as part of a Phase II investigation.UST tanks and contaminated soil were removed in 2017.Additional Contamination was found and excavated in four different areas in 2020. Excavation occurred down to 10 feet deep.Area was repaved.Soil vapor samples were taken sub slab.Most contamination was found under MW-1,which is located in the center of the site under asphalt. There is a municipal well within 500 feet of the release however it was sampled and did not contain contamination.Drinking water in the area comes from other municipal sources.The site is not in a groundwater protection zone. An Environmental Covenant has been signed by Crus Oil and the Director and recorded with the Salt Lake County Recorder's Office. Current Land Use: The property is currently occupied by Crus Oil Inc,and is considered industrial.The surrounding land use is commercial and industrial.A UTA TRAX line borders the western boundary of the property.Groundwater depth is at 10 feet below ground surface and the soil type is organic silts and clays,and fill. Actions Taken to Eliminate or Control the Source of Contamination: In May 2016,a consultant conducted four Phase II investigations and a UST removal on the property.During demolition of the northern building in October 2017,approximately 682.61 tons of contaminated soil was excavated.In August 2020,Additional excavation occurred in four separate areas.Soil was excavated to a depth of 10 feet,and approximately 700 tons of contaminated soil was removed.Approximately 2,354 gallons of groundwater was extracted and treated.The area was backfilled and covered with asphalt. Nature and Extent of Contamination: Soil and groundwater contamination have been delineated to the site.Soil contamination was found to be below Tier 1 Utah risk based corrective action (RBCA)screening levels with the exception of TPH-DRO in CS-MW12 and TPH-ORO in CS-MW-1.Water contamination was found to be below Tier 1 Utah risk based corrective action (RBCA) screening levels. Contamination is found at depth around 5-10 feet. Remaining contamination is inaccessible, controlled, or mitigated by the fact that drinking water is supplied by a municipal source and the shallow groundwater is not used in the area. Exposure Pathways: Groundwater Ingestion Exposure Pathway This pathway is complete as there is a domestic well within 500 feet of the property. However, it was sampled and no contamination was found. This pathway will be controlled or mitigated by the fact that drinking water is supplied by a municipal source and the groundwater plume is present only beneath the on-site property. Soil Leaching to Groundwater Exposure Pathway Soil leaching to groundwater is assumed to occur at the property, due to the presence of residual petroleum-related compounds in subsurface soil and in groundwater. This pathway will be controlled or mitigated by the fact that drinking water is supplied by a municipal source and the shallow groundwater is not used in the area. Soil Leaching to Surface Water Exposure Pathway This pathway is incomplete as there is no surface water within 500 feet of the site. Vapor Intrusion to Indoor Air Exposure Pathway This pathway is incomplete as demonstrated by near-slab sampling completed at MW-12, the only sampling location with soil and groundwater contamination above Tier 1 SLs that is near a building. The target screening level calculated for the commercial building on the adjoining property with a 0.03 slab attenuation factor applied is 16.4 ug/m3 benzene, and the near-slab sample result was 22 ug/m3. Other contamination remaining above Tier 1 SLs at the site is at a depth of 10 feet and not situated under buildings. Additionally, the site is overlain with asphalt and not accessible to the general public. Vapor Intrusion to Outdoor Air Exposure Pathway This pathway is incomplete because the remaining contamination is at a depth of 10 feet. Additionally, the site is overlain with asphalt and not accessible to the public. Soil vapor sampling found that those nearest buildings are below Site-specific target levels, and those above (MW-1) are located under asphalt. Utilities are not within 50 feet besides the storm drains which lead to the oil/water separator. Construction workers and others who may come into direct contact with the contaminated soil will be notified by blue stakes before any redevelopment or utility work begins. Due to the nature and location of contamination that has been left in-place, the DERR is utilizing Blue Stakes of Utah to receive notification when excavators may be digging within the contaminated area. The DERR will provide the attached flyer to excavators when notification is received from Blue Stakes. Economic Considerations, Technology Available, and Cost Effectiveness of Cleanup Options: Additional cleanup of this site is not warranted because there are no not addressed complete exposure pathways. Contamination is currently at a depth of 10 feet and additional excavation would be difficult, involving excavating into the foundation of the building deeper than 10 feet below ground surface. Additional excavation would be cost prohibitive and undo previous work. Hot spots have been removed and remaining contamination is overlain by buildings with no vapor intrusion risk as evidenced by sub-slab vapor sampling. The site has overlain the contaminated soil with asphalt. The Department recommends that Crus Oil contamination be added to blue stakes and log its location. An Environmental Covenant for this site restricts the land use. Recommendation for No Further Action: This site meets the Corrective Action Cleanup Standards Policy for UST sites at Utah UST Rule R311-211. Further cleanup of this site is not warranted as the remaining contamination is not likely to adversely affect human health and the environment as discussed above. An Environmental Covenant for the site has been signed and filed with the Salt Lake County Recorder's Office as of September 18, 2023.
