Suite 200 is located on the north side of the FC Printing
Complex. This office is typically locked and may require a
pre-notification phone call to gain access.

OPERATING STATUS: Operating normally.
PROCESS DESCRIPTION: FC Printing, Inc., operates various printing presses. Printing
plates are prepared by coating them with a water solution
containing mild acids and wetting agents (mainly gum Arabic).
Ink is continuously applied to the plates. Sheet-fed cold-set
printing occurs on both sides simultaneously. The final product
dries chemically without heat.
There are VOC emissions from the printing inks and from the
solvent used to clean the presses. The solvent is applied and
soaked up with rags. The rags are then stored in an enclosed
container and sent to Aramark to be laundered for reuse. Some
waste solvent is recovered in liquid form and is also stored in an
enclosed container to be recycled as a cleaning solvent.
PM emissions, generated by the paper bailing system, are
controlled by a Donaldson Torit Downflo II baghouse dust
collection system.

Section I: GENERAL PROVISIONS
I.1 All definitions, terms, abbreviations, and references used in this AO conform to those used in the UAC R307 and 40 CFR. Unless noted otherwise, references cited in these AO conditions refer to those rules. [R307-101]
I.2 The limits set forth in this AO shall not be exceeded without prior approval. [R307-401]
I.3 Modifications to the equipment or processes approved by this AO that could affect the emissions covered by this AO must be reviewed and approved. [R307-401-1]
I.4 All records referenced in this AO or in other applicable rules, which are required to be kept by the owner/operator, shall be made available to the Director or Director's representative upon request, and the records shall include the two-year period prior to the date of the request. Unless otherwise specified in this AO or in other applicable state and federal rules, records shall be kept for a minimum of two (2) years. [R307-401-8]
I.5 At all times, including periods of startup, shutdown, and malfunction, owners and operators shall, to the extent practicable, maintain and operate any equipment approved under this AO, including associated air pollution control equipment, in a manner consistent with good air pollution control practice for minimizing emissions. Determination of whether acceptable operating and maintenance procedures are being used will be based on information available to the Director which may include, but is not limited to, monitoring results, opacity observations, review of operating and maintenance procedures, and inspection of the source. All maintenance performed on equipment authorized by this AO shall be recorded. [R307-401-4]
I.6 The owner/operator shall comply with UAC R307-107. General Requirements: Breakdowns. [R307-107]
I.7 The owner/operator shall comply with UAC R307-150 Series. Emission Inventories. [R307-150]
I.8 The owner/operator shall submit documentation of the status of construction or modification to the Director within 18 months from the date of this AO. This AO may become invalid if construction is not commenced within 18 months from the date of this AO or if construction is discontinued for 18 months or more. To ensure proper credit when notifying the Director, send the documentation to the Director, attn.: NSR Section. [R307-401-8] Status: Out of Compliance. Not in compliance with I.3 and II.A.2 for adding a Komori 40" 8 color press prior to submitting a NOI for the equipment change. The facility submitted the required NOI to change the equipment. An Administrative Amendment AO will be issued to identify the new equipment. No additional compliance action is recommended at this time. This source is otherwise in compliance with the AO limits. It was determined at the time of the 2023 inspection that a notification of the installation of the paper scrap dust collector was not required as this baghouse system had been installed during the 1990s. No applicable breakdowns have occurred. An Emissions Inventory for the 2023 Activity Year was submitted and is attached to this inspection memo.

Section II: SPECIAL PROVISIONS
II.A The approved installations shall consist of the following equipment:
II.A.1 FC Printing Facility:
II.A.2 Five (5) Coldset Sheet-fed Printing Presses Models: 1. Heidelberg HD 102ZP (40-2C) 2. Heidelberg HD 102F (5/Color) 3. Heidelberg SM102 (40-2B) 4. Heidelberg 72-SP (28-6) 5. Heidelberg 102ZP (40-4)
II.A.3 One (1) Paper Scrap and Dust Collection System Model: Torit DownFlo II
Status: Out of Compliance. This facility is permitted for 5 coldset sheet-fed printing presses. At the time of this inspection the presses had been changed to four coldset sheet-fed presses consisting of three Heidleberg 40" and one Komori 40" 8 color press. These changes have been submitted to the DAQ Minor Source NSR Section. The assigned engineer has stated that the changes will be permitted as an Administrative Amendment as no increases in emissions have occurred. See the attached NSR memo. The new equipment will be identified collectively as four (4) coldset sheet-fed presses on the next modified AO.
II.B Requirements and Limitations
II.B.1 VOC & HAP Requirements II.B.1.a The owner/operator shall not emit more than the following from evaporative sources (painting, printing, coating, and/or cleaning) on site: A. 7.25 tons per rolling 12-month period of VOCs B. 0.027 tons per rolling 12-month period of all HAPs combined. [R307-401-8] Status: In Compliance. The reported total VOC for the rolling 12-month period of September 2023 through August 2024, was 215 pounds from the graphic ink using process, 166.35 pounds from the Fuji product process, and 11,966.80 pounds from the Prisco product process. The resulting VOC total in tons was reported as 6.19 tons, but was calculated as 6.17 tons based on the submitted documents. The total HAPs for the same time period were reported as .008 tons. See the attached email correspondence.

II.B.1.a.1 The owner/operator shall calculate a new 12-month total by the first day of each month using data from the previous 12 months. The owner/operator shall use a mass-balance method to calculate emissions from evaporative sources. The owner/operator may use the following equations with applicable units to comply with the mass-balance method: VOCs = [% VOCs by Weight/100] x [Density] x [Volume Consumed] HAP = [% HAP by Weight/100] x [Density] x [Volume Consumed]. [R307-401-8] Status: In Compliance. The use of each product is recorded and calculated using a mass balance method. See the attached spreadsheets for each product used during the 12-month period. II.B.1.a.2 The owner/operator shall use a mass-balance method to quantify any amount of VOCs and HAPs reclaimed. The owner/operator shall subtract the amount of VOCs and HAPs reclaimed from the quantities calculated above to provide the monthly total emissions of VOCs and HAPs. [R307-401-8] Status: Not applicable at this time. This facility is not currently reclaiming VOC or HAPs from the used products. II.B.1.a.3 The owner/operator shall keep records each month of the following: A. The name (as per SDS) of the VOC- and HAP-emitting material B. The maximum percent by weight of VOCs and each HAP in each material used C. The density of each material used D. The volume of each VOC- and HAP-emitting material used E. The amount of VOCs and the amount of each HAP emitted from each material F. The amount of VOCs and the amount of each HAP reclaimed and/or controlled from each material G. The total amount of VOCs, the total amount of each HAP, and the total amount of all HAPs combined emitted from all materials (in tons) [R307-401-8] Status: In Compliance. The name of each product and VOC content are tracked each month. Calculations are made as required to provide the rolling 12-month totals. See the attached product spreadsheets. II.B.1.b The owner/operator shall store VOC-laden cleaning rags in closed, fireproof, containers at all times. [R307-304, R307-351-7] Status: In Compliance. FC Printing, Inc., places cleaning rags that have inks or other VOC containing products in closed containers after use. II.B.2 Printing Facility II.B.2.a The owner/operator shall not allow visible emissions from any stationary point or fugitive emission source associated with the source or its control facilities to exceed 10% opacity. [R307-401-8] Status: In Compliance. No visible emissions were observed from any point during the inspection.

II.B.2.a.1 Opacity observations of emissions from stationary sources shall be conducted in accordance with 40 CFR 60, Appendix A, Method 9. [R307-401-8] Status: In Compliance. This facility is a printing operation that does not result in visible emissions.
Section III: APPLICABLE FEDERAL REQUIREMENTS
In addition to the requirements of this AO, all applicable provisions of the following federal programs
have been found to apply to this installation. This AO in no way releases the owner or operator from any
liability for compliance with all other applicable federal, state, and local regulations including UAC
R307.
AREA SOURCE RULES EVALUATION:
The following Area Source Rules were evaluated during this inspection:
Ozone Nonattainment and Maintenance Areas: General Requirements [R307-325]
Status: In Compliance. All VOC containing products are stored in closed containers when not in use.
Rags used to clean are stored in, and disposed of in closed containers. Spills are reportedly cleaned
up promptly.
Graphic Arts [R307-351]
Status: In Compliance. As reported in the 2023 and 2022 inspections, a review of the records of
product lines used indicate compliance with the limits for the applicable ink limits on Table 1 of
R307-351-5. Cleaning product lines are primarily spray can applications and appear to comply with
R351-5(4). See the attached product line sheets.
EMISSION INVENTORY:
An Emissions Inventory was submitted for the 2023 activity year. A Summary Emissions Report for that
year is attached to this memo. Listed below are the Actual Emissions Inventory provided from FC
Printing, Inc. - Printing Facility. A comparison of the estimated total potential emissions (PTE) on AO:
DAQE-AN104830014-22, dated October 11, 2022, is provided. PTE are supplied for supplemental
purposes only.

PREVIOUS ENFORCEMENT
ACTIONS: No previous compliance actions within the last five years.
COMPLIANCE STATUS &
RECOMMENDATIONS: In regards to Approval Order (AO) DAQE-AN104830014-22,
dated October 11, 2022, the overall status is: Out of Compliance.
FC Printing, Inc., is not in compliance with Conditions I.3 and
II.A.2 for installing a different printer prior to submitting a
Notice of Intent to modify their current AO. A NOI has been
submitted to identify the change in printers. The assigned Minor
Source NSR engineer has stated that the changes will be
permitted as an Administrative Amendment as the change in
equipment did not result in an increase in emissions. See the
attached NSR document. No further action is required at this
time.
HPV STATUS: Not Applicable.
RECOMMENDATION FOR
NEXT INSPECTION: Check for an AO modification listing all the coldest presses. It is
recommended that this inspection be scheduled as the printing
operation area is typically locked and the press manager is not
always on site.
NSR RECOMMENDATIONS: The permitted list of printers will be changed in an
Administrative Amendment as stated in RN104830015.

Hello Susan,
Sorry for the confusion. Our 3 suppliers broke out the VOC and HAP as follows:
Graphic Ink: VOC=215 lbs. & HAP=0 lbs.
Fuji: VOC=166.35 lbs. & HAP=16.63 lbs.
Prisco: VOC=11,966.80 lbs. & HAP=0 lbs.
The "Ship-to totals" at the bo om of the Prisco form is the total VOC sent to us during the rolling 12-month
period. The numbers listed above that are the breakdown based on each product we ordered from them.
We are currently wai ng on the Replacement-in-kind update to our AO that Chris ne Bodell is working on
for us from the engineering side of things.

Hello - I apologize for the delay in the response for this, but I have a question regarding how the VOC total was
calculated. The HAPs portion makes sense as it is 16.51 pounds from the press room and 0.12 pounds from the pre
press, which matches the reported .008 tons.
With the VOC totals you have 140.39 lbs from the press room and 25.96 pounds from the pre press room (= 166.35
pounds). The sheet labeled Graphic Inc. Advantage Utah VOC reports 215 pounds and your email states 6.19 tons. I take
it that I should be adding some items listed on the "Prisco" inventory sheet, but I'm not sure what to add. Can you help
clarify the VOC 12-month rolling total for me? Thanks

Approval Order which is reflected as a checklist on this memo.
I understand that your company has undergone some staffing changes, however, is it possible that this spreadsheet is
still available in your company's electronic system? It appears to already have the calculations built in. If you find it, you
should be able to plug in the new VOC numbers provided by your suppliers. Let me know if you have any questions.
We may be able to schedule a conference call with your current DAQ engineer if this spreadsheet calculation needs to
be rebuilt from scratch. Also, were you able to set up a meeting with one of our engineering staff to address the change
in printing equipment? Thanks

Hello, my name is Susan Weisenberg and I work for the Division of Air Quality for the State of Utah. I have been
assigned your facility located on 2580 South Decker Lake Boulevard, Suite 200, Salt Lake City as a routine
inspection.
In order to complete the inspection, I will need the following:
- As per Condition II.A.2, please confirm that the printers listed on your current Approval Order (AO) have not
changed, Heidelberg HD (40-2C), Heidelberg HD 102F (5 Color), Heidelberg SM102 (40-2B), Heidelberg 72-SP (28-
6), Heidelberg 102ZP (40-4), and the Paper Scrap and Dust Collection System.
- As per Condition II.B.1.a, please provide the 12-month rolling totals for the period of September 2023 through
August 2024 for VOCs and HAPs.
- As per State Rules R307-351-5, provide a statement that the inks used in your facility's process have not changed
since your previous inspection dated July 18, 2023.
A copy of your current AO, a copy of the previous inspection with the submitted records, and the referenced State
Rule regulating Graphic Arts facilities have been attached for reference. Let me know if you have any questions.

FC Printing, Inc. (FC) is a printing facility located in Salt Lake City. FC operates five printing presses at this location. On-site operations include prepping, cleaning, and coating printing plates with a water solution containing mild acids and wetting agents and then continuous application of
inks. Sheet-fed cold-set printing occurs on both sides simultaneously. The final product dries chemically, without heat. There are VOC emissions from the printing inks and from the solvent used to clean the presses. Printing Presses under R307-401-12 Project Description FC Printing, Incorporated (FC) is currently permitted to operate five (5) coldset sheet-fed printing presses (see Approval Order DAQE-AN104830014-22, Equipment ID II.A.2). FC is replacing the existing printing presses with four (4) new coldset sheet-fed printing presses. VOC and HAPs
emissions on site result from printing ink and solvent usage. FC is not proposing to increase printing ink or solvent usage, nor is FC requesting to increase any production and/or operational limits. No emissions are increasing. This project meets the requirements of UAC R307-401-12 Reduction in Air Pollutants and does not require a public comment period. EMISSION IMPACT ANALYSIS

SECTION I: GENERAL PROVISIONS
The intent is to issue an air quality AO authorizing the project with the following recommended conditions and that failure to comply with any of the conditions may constitute a violation of the AO. (New or Modified conditions are indicated as “New” in the Outline Label):
I.1 ~IND~All definitions, terms, abbreviations, and references used in this AO conform to those used in the UAC R307 and 40 CFR. Unless noted otherwise, references cited in these AO conditions refer to those rules. [R307-101]
I.2 ~IND~The limits set forth in this AO shall not be exceeded without prior approval. [R307-401]
I.3 ~IND~Modifications to the equipment or processes approved by this AO that could affect the emissions covered by this AO must be reviewed and approved. [R307-401-1]
I.4 ~IND~All records referenced in this AO or in other applicable rules, which are required to be kept by the owner/operator, shall be made available to the Director or Director's representative upon request, and the records shall include the two-year period prior to the date of the request. Unless otherwise specified in this AO or in other applicable state and federal rules, records shall be kept for a minimum of two (2) years. [R307-401-8]
I.5 ~IND~At all times, including periods of startup, shutdown, and malfunction, owners and
operators shall, to the extent practicable, maintain and operate any equipment approved under this AO, including associated air pollution control equipment, in a manner consistent with good air pollution control practice for minimizing emissions. Determination of whether
acceptable operating and maintenance procedures are being used will be based on information available to the Director which may include, but is not limited to, monitoring results, opacity observations, review of operating and maintenance procedures, and inspection of the source.
All maintenance performed on equipment authorized by this AO shall be recorded. [R307-401-4]

conditions and that failure to comply with any of the conditions may constitute a violation of the AO. (New or Modified conditions are indicated as “New” in the Outline Label): II.B REQUIREMENTS AND LIMITATIONS II.B.1 ~BUTOC~VOC & HAP Requirements~BUTOC~
II.B.1.a The owner/operator shall not emit more than the following from evaporative sources (painting, printing, coating, and/or cleaning) on site:
A. 7.25 tons per rolling 12-month period of VOCs
B. 0.027 tons per rolling 12-month period of all HAPs combined. [R307-401-8]

II.B.1.a.1 The owner/operator shall calculate a new 12-month total by the first day of each month using data from the previous 12 months. The owner/operator shall use a mass-balance method to calculate emissions from evaporative sources. The owner/operator may use the following
equations with applicable units to comply with the mass-balance method:
VOCs = [% VOCs by Weight/100] x [Density] x [Volume Consumed]
HAP = [% HAP by Weight/100] x [Density] x [Volume Consumed]. [R307-401-8]
II.B.1.a.2 The owner/operator shall use a mass-balance method to quantify any amount of VOCs and HAPs reclaimed. The owner/operator shall subtract the amount of VOCs and HAPs reclaimed from the quantities calculated above to provide the monthly total emissions of VOCs and HAPs. [R307-401-8] II.B.1.a.3 The owner/operator shall keep records each month of the following: A. The name (as per SDS) of the VOC- and HAP-emitting material
B. The maximum percent by weight of VOCs and each HAP in each material used
C. The density of each material used
D. The volume of each VOC- and HAP-emitting material used E. The amount of VOCs and the amount of each HAP emitted from each material F. The amount of VOCs and the amount of each HAP reclaimed and/or controlled from each material G. The total amount of VOCs, the total amount of each HAP, and the total amount of all HAPs combined emitted from all materials (in tons)

REVIEWER COMMENTS
1. Comment regarding Reduction in Air Pollutant Applicability: VOC and HAPs emissions are based on the percent VOC and HAP content of each material density, and the material used per year. Materials include various inks and solvents. FC is not requesting to alter ink or solvent usage. FC is requesting to remove five (5) coldset printing presses and install four (4) new coldset printing presses. The new equipment will operate under existing emissions limitations. Therefore, this project meets the requirements of Utah Administrative Code R307-401-12, Reduction in Air Pollutants. Because no emissions are changing, no adjustments the current Potential to Emit (PTE) have been made. Therefore, the Summary of Emissions table will not reflect any changes. 2. Comment regarding Federal Standard and Title V Applicability: This facility is not subject to any 40 CFR 60 (NSPS), 40 CFR 61 (NESHAP), or 40 CFR 63 (MACT) regulations. Title V of the 1990 Clean Air Act (Title V) applies to the following: 1. Any major source 2. Any source subject to a standard, limitation, or other requirement under Section 111 of the Act, Standards of Performance for New Stationary Sources;
3. Any source subject to a standard or other requirement under Section 112 of the Act, Hazardous Air Pollutants. 4. Any Title IV affected source.
This source is not a major source or a Title IV affected source. This source is not subject to any requirement under Section 111 or 112 of the Clean Air Act that would require it to acquire a Title V permit.
