(EFR)White Mesa Uranium Mill (Mill)on November5, 2024. Based on review of onsite storm water related documents and forms and a site walk-through inspection of storm water management at the Mill, it appears that all requirements of the Mill Groundwater Discharge Permit (including the currently approved EFR Spill Prevention, Control and Countermeasures Plan, and Storm Water Best Management Practices Plan) are being adequately addressed. No violations were identified during the inspection. The Division does maintain a concern about the condition of the secondary containmentfor the HCl tanks. These concerns were expressed in response to Energy Fuels’ second quarter 2024 DMT performance report, dated July 31, 2024 (DRC-2024-006458). The Division recommends continued monitoring and evaluationof the HCl secondary containment to ensure that it is providing an impervious barrier. Note that a close out conference with EFR representatives Garrin Palmer andTanner Holliday was conducted after the inspection. Based on the inspection, the 2024 Storm Water Inspection (Groundwater Inspection Module 65) is hereby closed out. If you have any questions, please call Chris Leahy at (385) 602-5505.
