Subject: Ground Water Quality Discharge Permit No. UGW450005 (GWQDP): Confirmation to
Place the East Side Drainage System Back Into Service
Dear Mr. Hansen:
EnergySolutions shut down the East Side Drainage System on Friday, September 20, 2024, at
approximately 8:30 AM to conduct the Annual Pipe Pressure Testing required by Appendix J of
the GWQDP. An email notification was sent to the Utah Division of Waste Management and
Radiation Control (DWMRC) on Monday, September 16, 2024, in compliance with the 48-hour
requirement.
On September 20, 2024, DWMRC staff and EnergySolutions jointly observed the pressure
testing. All carrier pipes within the East Side Drainage System were tested. Lines #1, #3,
#4/4A/4B, and #5/5A successfully met testing criteria. However, line #2 was found to have a leak
and did not pass the < 1 psi pressure drop test. This line will require inspection, repair, and an
additional 4-hour pressure test, which is scheduled for Monday, September 23, 2024.
EnergySolutions resumed operation of lines #1, #3, #4/4A/4B, and #5/5A on Friday September
20, 2024, at approximately 3:00 PM. On September 23, 2024, after conducting the necessary
inspection and re-testing, line #2 was successfully pressure tested and met the criteria. Operations
for line #2 resumed at approximately 3:30 PM on the same day.
With the addition of the East Side Rotary Facility line #4B was added to lines #4/4A, therefore
line #4B was included on the East Side Drainage System testing and was concluded that the
system is functioning as required and is to be compliant and reliable for service.
