The Division of Environmental Response and Remediation (DERR) has received and reviewed the following document as required by the provisions of the Voluntary Cleanup Program (VCP):
● Site Characterization Summary Report #3, dated October 2, 2024. Based on a review of the document, the DERR accepts the report under the VCP. The DERR has attached one general comment to clarify the future activities listed on Page 6. Please keep the DERR informed of the City’s plans moving forward. 4-C Site Characterization Report :
Comment #1: Page 6 of the report lists an array of activities that “may” occur. To avoid confusion
regarding future activities, the following should occur, at a minimum, to address this site under the
VCP moving forward:
- Further soil gas sampling on adjacent properties to define potential impacts;
- Additional indoor air sampling in the adjacent property and the furthest downgradient apartment
complex to ensure there is no unacceptable risk;
- Mitigation of the vapor intrusion pathway as needed to protect public health;
- A Remedial Action Plan for groundwater remediation; and
- On-going monitoring and management to gauge the effectiveness of the remedy.
