Director November 8, 2024 Andrew Beecher Camp Woodland 50 E North Temple St, RM 1205 Natural Resource Services Salt Lake City, UT 84150-6320 Dear Mr. Beecher, Subject: RTCR Level 2 Assessments Camp Woodland UTAH15022 I would like to thank you and Jesse Rowe, for meeting with Tammy Allen (DDW) and myself for a Level 2 assessment of your water system on Monday September 9th, 2024. Your willingness to accommodate this request is greatly appreciated. This letter will cover Three (3) L2 assessments system triggered. Observations: This Level 2 Assessment and additional L2 assessments were triggered by Multiple TC+ EC- positive routine & repeat samples and TC+ EC- Routines without repeats in the distribution system. September 2023 No Repeats (L1), July 2024 No Repeats (1st L2), August 2024 (2nd L2) . and September 2024 No repeats (3rd L2). Triggered Source Ground Water Rule sample was only taken 1 time out of these 4 Routine TC+ samples. Camp Woodland is a transient non-community water system serving Culinary Indoor only water to a seasonal camp located in Morgan County, Utah. The system consists of a source well which pumps up gradient to a 10 K tank which gravity supplies the campground consisting of buildings, Shower house, RV Hookups, drinking fountains and restroom facility. Conclusions: 1. TC + samples were likely caused by stagnant water/old water age in both your storage tank, hydropnematic tank and your distribution system. Gravity tank is upgradient and is a far distance for well to pump to and then flow back down to the points of use. Andrew Beecher Page 2 November 8, 2024 2. System indicated there is a short portion of piping by the well head that is not disinfected at seasonal system start up. 3. Seasonal start Up procedures disinfecting, and flushing is not removing bacteria growth, which occurs during the winter. Recommendations: 1. Follow RTCR and Ground Water Rule with regards to Repeat sampling and Triggered source sampling following a routine TC+ sample. Contact DDW if not sure on follow up sampling. 2. Conduct a mid-season (and possibly at season end) O & M disinfection and flushing of system, following AWWA C-651 standards. 3. DDW seasonal Start up procedure for disinfection and flushing of system. 4. Follow sanitary sampling protocol of sufficient flushing and disinfection, using a strong chlorine-based solution (applying, allowing contact time, flushing, sample collection).
