1.0 Introduction
1.1 Project Background
The Utah Department of Environmental Quality (UDEQ) Division of Environmental Response
and Remediation (DERR) initiated a Limited Site Investigation at the former Hardy Service
Conoco, located at 98 West Main Street, Delta, Utah (Exhibit 1) in August of 2014 related to
a former underground storage tank (UST) basin. The investigation consisted of eight borings
advanced to approximately 20 feet below ground surface (bgs) to assess soil impacts. Six of
the borings were converted to permanent monitoring wells to assess the groundwater
impacts. Boring and monitoring well locations are depicted on Exhibit 2.
The August 2014 investigation identified that all soil samples were either below method
detection limits (MDLs) or reported concentrations below Utah’s Initial Screening Levels
(ISLs), the most conservative UDEQ screening levels considered protective of human health
and the environment for any land use scenario. Analysis of the groundwater samples
identified exceedances of benzene, ethylbenzene, and total petroleum hydrocarbon gasoline
range organics (TPH-GRO) above the Utah ISLs. Naphthalene was reported above its ISL
and risk-based Tier 1 screening level, which are the same. The greatest concentrations were
reported in MW-1 and MW-2. The DERR requested three additional rounds of groundwater
sampling conducted in November 2014, February 2015, and May 2015. Through the
sampling events, concentrations of benzene, and TPH-GRO remained above their ISLs in
both MW-1 and MW-2, ethylbenzene remained above its ISL in MW-1, and naphthalene
remained above its ISL/Tier 1 screening level in MW-1.
The most recent document, a Site Condition Report for LUST Trust Site Reviews, dated
September 3, 2021, stated the following relating to the Hardy Service Conoco site:
“The site has been re-developed as a City of Delta Fire Station. A release was reported from
a previous gas station that operated on the site. Terracon was able to locate 5 of the 6
monitoring wells installed at the site in 2014. The only well not found was MW-2, which has
been covered by concrete in the front of the building during re-development.
The last sampling event conducted at the site was in May 2015. Groundwater sampling of
the six monitoring wells associated with the site reported concentrations of dissolved
petroleum hydrocarbons above the ISL in two on-site monitoring wells: MW-1 and MW-2.
Naphthalene exceeded the Tier 1 Screening Level in MW-1. Off-site monitoring wells did not
report an exceedance of an ISL.”
Based on the 2021 report, five groundwater monitoring wells (MW-1, MW-3, MW-4, MW-5,
and MW-6) remain on-site and were accessible for this monitoring and sampling event.

1.2 Scope of Work
These environmental activities were conducted under UDEQ Work Assignment GHS-4-TER,
dated September 10, 2024, following UDEQ-approved Work Plan GHS-3-TER, dated May 29,
2024. The objectives of the Work Plan were to perform groundwater sampling of six
available monitoring wells (MW-1, MW-3, MW-4, MW-5, and MW-6) associated with the site.
1.3 Standard of Care
Terracon’s services were performed in a manner consistent with generally accepted
practices of the profession undertaken in similar studies in the same geographical area
during the same time period. Please note that Terracon does not warrant the work of
laboratories, regulatory agencies or other third parties supplying information used in the
preparation of the report. These services were performed in accordance with the scope of
work agreed with you, our client, as reflected in our proposal.
1.4 Additional Scope Limitations
Findings, conclusions, and recommendations resulting from these services are based upon
information derived from the on-site activities and other services performed under this
scope of work. Such information is subject to change over time. Certain indicators of the
presence of hazardous substances, petroleum products, or other constituents may have
been latent, inaccessible, unobservable, non-detectable or not present during these
services, and we cannot represent that the site contains no hazardous substances, toxic
materials, petroleum products, or other latent conditions beyond those identified during this
investigation. Subsurface conditions may vary from those encountered at specific borings or
wells or during other surveys, tests, assessments, investigations or exploratory services;
the data, interpretations, findings, and our recommendations are based solely upon data
obtained at the time and within the scope of these services.
1.5 Reliance
This report has been prepared for the exclusive use and reliance of the UDEQ DERR. Use or
reliance by any other party is prohibited without the written authorization of the UDEQ
DERR and Terracon.
Reliance on this report by the client and all authorized parties will be subject to the terms,
conditions and limitations stated in the Work Assignment, approved Work Plan, report, and
Terracon’s Terms and Conditions. The limitation of liability defined in the Terms and Conditions
is the aggregate limit of Terracon’s liability to the client and all relying parties.

2.0 Groundwater Sampling Event
2.1 Groundwater Sample Collection
On October 17, 2024, Terracon was onsite to collect up to five groundwater samples from
the monitoring wells located at the site (MW-1, MW-3, MW-5, and MW-6) and to the south
of the site in the roadway shoulder (MW-4). All wells were gauged for depth to groundwater
and total depth of the well. MW-1 was observed to be dry, MW-3 had an upper casing lid
that was unable to be opened, MW-4 contained 1.64 feet of water that bailed dry during the
purge process and never recovered enough volume to collect a sample, MW-5 was purged a
full three well volumes prior to collection of a groundwater sample, and MW-6 was bailed
dry during the purge process but recovered enough to collect a sample. Groundwater
purging and sample collection were completed using a new disposable bailer for each well.
A Trip Blank was included with the sample batch that consisted of a laboratory provided,
sealed, 40-milliliter sample vial containing water and five percent hydrochloric acid solution.
This sample was analyzed by the laboratory for select chemicals of concern as part of the
quality control program to ensure that any compounds detected in the sample were not the
result of contamination during the sampling, shipping, and handling process.
The wells were sampled by Utah-certified UST Groundwater and Soil Sampler Mark Lilly (GS
0049) with oversight from Utah-certified UST Consultant Amy Austin (CC0238).
2.2 Site Observations
Depth-to-water measurements and groundwater elevations are presented in Table 1
(Appendix B).
The groundwater gradient at the site was calculated using measured depth to groundwater
in relationship to the relative top of well casing elevations from wells MW-4, MW-5, and MW-
6. The direction of groundwater flow is generally flat with a slight gradient toward the
south-southwest (Exhibit 2, Appendix A). The calculated groundwater gradient and
associated flow direction is generally consistent with the flow directions observed during
previous monitoring events. Free product was not observed in the bailers in any monitoring
wells during this sampling event.
2.3 Investigation-derived Waste
Monitoring well purge water was surface applied on an impermeable surface in the vicinity
of the well that generated the water and was allowed to infiltrate and/or evaporate. Care
was taken to not allow purge water to affect nearby receptors (e.g., storm water catch
basins, utilities, or property boundaries).

3.0 Laboratory Analytical Methods
All groundwater samples were collected and placed in laboratory-prepared containers,
labeled, and placed on ice in a cooler and submitted to Chemtech-Ford Laboratories, a Utah-
certified analytical laboratory, in Sandy, Utah.
The groundwater samples were submitted for analysis of methyl-tert-butyl ether (MTBE),
benzene, toluene, ethylbenzene, xylenes, and naphthalene (BTEXN), using EPA Method
8260D; total petroleum hydrocarbons – diesel range organics (TPH-DRO), using EPA Method
8015C; and total petroleum hydrocarbons - gasoline range organics (TPH-GRO), using EPA
Method 8260B/C.
The Trip Blank was analyzed for BTEXN, using EPA Method 8206D.
The executed chain-of-custody forms and laboratory data sheets are provided in Appendix
C.
4.0 Data Evaluation
4.1 Groundwater Sample Results
Please refer to Table 1 (Appendix B) for a summary of the groundwater samples collected
during this event.
The only petroleum hydrocarbon reported in the two groundwater samples collected was
TPH-GRO from MW-6 at a concentration of 0.442 milligrams per liter (mg/L), which is less
than half the ISL for TPH-GRO of 1.0 mg/L.
Analytical results from the trip blank analysis reported that all analytes were below
laboratory detection limits indicating that evidence of cross-contamination during the
sampling process was not identified.
5.0 Findings and Conclusions
None of the petroleum constituents analyzed were detected in MW-5, and MW-6 reported
concentrations below Utah’s ISLs, both consistent with previous sampling events. MW-1 was
dry and could not be sampled, so current concentrations of petroleum hydrocarbons in the
source area could not be determined. However, as MW-5 and MW-6 are located generally
cross to down-gradient of the source area, it does not appear any significant migration of
contaminants has occurred.
Assuming groundwater elevations would be higher in the spring, a sampling event
conducted during the spring may allow for a more complete round of groundwater sampling.

Alternatively, installation of new deeper monitoring wells in the locations of MW-1, MW-2,
MW-3, and MW-4 would provide a more complete representation of current groundwater
conditions and would allow for future sampling events in any season, if needed.
