Dani,
Our pump supplier sent us a proposal for NSF 61 cer fied pumps. We are curious on if we need this cer fica on
because these pumps will be placed before the GAC filters and before chlorina on, so these pumps will not interact
with "finished" water. Would it be alright to use non-NSF 61 cer fied pumps for this applica on (using same materials
even if they are not cer fied) or would we need more extensive filtra on or treatment a er non-cer fied pumps?
Addi onally, we would like to add a standard floor drain to the building. Can this drain go directly to the
backwash/drainage pond that lies behind the building?

Hi Rachel,
I personally have not been involved in NEPA in the past so I don't really have any useful guidance for you on this
unfortunately. As your Drinking Water permitting engineer I will not be reviewing any NEPA items. I am not sure if the
State Revolving Fund people care but that depends on if the money you're receiving is state or federal.

basin, or a non-jurisdic onal wetland instead of jurisdic onal) since they deal with wetlands.
Do you have any guidance for this for us?

Hi Rachel,
That is correct, you should be using an NSF 61 certified pump. The ANSI/NSF 61 certification has nothing to do with
finished/unfinished water. This certifies that the material in contact with drinking water does not leach chemical
contaminants or impurities into the water.
As for the floor drain, yes that is acceptable. Best practice is to keep it as its own pipe going out to the backwash with an
air gap so that a water backup in the building is unlikely.

We will need the project notification form filled out, attached. The plan review number for this project is #15683. Please
also send the design plans and specifications. When you submit, include in the cc list the state revolving fund project
coordinator you're working with. Currently Michael Grange is assigned (mgrange@utah.gov).
I've also included our miscellaneous treatment checklist. This is not overly helpful for GAC since we don't have any design
standards at the state level yet.

Dani,
We are discussing some alterna ves to chemical leak detec on in the buried chemical feed line between the exis ng
facility and the new facility. Looks like having a handbox that can be opened to view the sloped conduit pipes around
the chemical tubing will be more expensive than foreseen.
We propose using a flow switch on the line instead. This would provide an immediate alarm for an immediate
response to the leak. Through this we would not require a handbox or need delicate sloping in this conduit pipe.
If you are happy with this chemical detec on method, both us and the prime consultant are curious to see if a
conduit pipe is s ll required. Our main goal with the flow switch is to omit the handbox.
Apologies if we already coordinated on this. I just returned from some me off work and couldn't find any previous
emails on this, though my email inbox is a mess and I may have missed it!

The flow switch sounds great. I still would like to see a conduit pipe included to provide secondary containment of the
chlorine pipe. This would also make it easier to replace the pipe in the event that it broke.

Our goal is to have 100% plans to you on 9/16 if all goes well! That being said we know that it may take you close to a
month to finish your review due to all of your survey travel.
I just wanted to highlight some dates that you will see in the bidding documents. Our hope with this is to help speed
up the bidding process to get a contractor lined up ASAP, knowing that there may be small comments from the state
that need to be addressed by addendum, though we would really like to avoid addendums with major design details.
The dates are as follows:
Adver se for bids: 10/2 (2 weeks into review period)
Prebid mee ng: 10/10 (3 weeks into review period)
Bids due: 10/23 (past 4 weeks for review period)
Please let me know if you have any concerns with this meline.

Sorry for the long wait time. Hopefully my comments are minor and can be accommodated.
Can you clarify where the backwash water for the GAC vessels come from? And where does it go after backwash?
With the GAC units only being used part of the year, are you also keeping the current chlorine injection point for
when GAC is not in use?
Detail 9/P701 Air vac discharge line should terminate 12-inches above the ground and be screened with a #14
screen.
Sheet P203, vent from the wet well should terminate 12-inches above the ground and be screened with a #14
screen. From the elevations it looks like it will meet this. But hopefully have in there the screen requirement.
It looks like the overflow from the wet well connects into the storage tank overflow and uses the same headwall.
Please confirm if this is correct.
Since the water in the wet well is considered "finished" water, meaning it has already gone through the filters, the
access opening needs to be at least 4-inches off the ground with a lockable shoebox style lid.

Sorry for the long wait me. Hopefully my comments are minor and can be accommodated.
Can you clarify where the backwash water for the GAC vessels come from? And where does it go after backwash?
Backwash water comes from the wet well that is post-treatment from the existing filters. Backwash
water waste is directed to their existing backwash pond.
With the GAC units only being used part of the year, are you also keeping the current chlorine injection point for
when GAC is not in use? Yes, The existing chemical feed location is maintained for when this facility is
not in use. See Sheet P003. This sheet shows a bubble for construction note 1 where we add valving
to divert chlorine flow to either the GAC facility or the existing location. Sheet IC102 shows a little note
for "Route to Existing Injection Location" as well to help the Contractor see the original location is
maintained.
Detail 9/P701 Air vac discharge line should terminate 12-inches above the ground and be screened with a #14
screen. This discharge is routed to the nearest drain which is spec'ced to provide at minimum an 18-inch air gap.
We will amend to make sure this is screened.
Sheet P203, vent from the wet well should terminate 12-inches above the ground and be screened with a #14 screen. From
the eleva ons it looks like it will meet this. But hopefully have in there the screen requirement. We currently have a
smaller, 24-mesh screen. Would you like us to amend to 14-mesh? The downward screened face is about 18-
inches above the ground.
It looks like the overflow from the wet well connects into the storage tank overflow and uses the same headwall.
Please confirm if this is correct. Yes, the overflow from the wet well does connect to the clearwell overflow and
exis ng headwall. The max possible flow overflow would be 1,000 gpm from the wet well, or the clearwell, or
that flow split between the two. Through any of these scenarios, 1,000 gpm can be sufficiently carried through
the 12" overflow line.
Since the water in the wet well is considered "finished" water, meaning it has already gone through the filters, the
access opening needs to be at least 4-inches off the ground with a lockable shoebox style lid. Sheet S101 has a

construc on note for a 4" curb around the access hatch. Detail on Sheet S502 shows the 4" curb that we have
defined. Is a curb sufficient to meet the 4" raised requirement? Spec 08 31 23 paragraph 2.01G states that the
lid must lock posi vely.

Thank you for your responses. The #24 screen is perfectly fine if that is what you have called out. In regards to the access
hatch, I've attached a photo that shows what I would be looking for.
This one is more than 4-inches, but shows the idea. The hatch is elevated off the ground and has a shoebox lid. The flat
lids should not be used for finished water.

One of our survey questions on sanitary surveys is that finished water storage has shoe-box style lids. However, I
understand your point as it functionally being the same. I can write an exception to include with the plan approval.
However, these are temporary and Green River will be responsible for renewing that every three years. Here are the
requirements for an exception: https://deq.utah.gov/drinking-water/exceptions-to-rule-requirements. The rule to reference
is R309-545-14(2) Shoebox Lid.
You can send that letter directly to me with the updated drawings once you get those.

an excep on. Let me know if this will require a change to the specifica ons to specifically state "shoebox" in addi on

Ideally yes the specification and the hatch called out to be installed being a shoebox type type that meets the rule R309-
545-14(2):
The frame of any access opening shall be provided with a close-fitting, solid shoebox type cover that extends down around
the frame at least 2 inches and is furnished with a gasket(s) between the lid and frame. The horizontal surface of the tank lid
shall not have any openings, cracks, or penetrations, such as a lock, key hole, or bolted handle that would allow contaminants
to enter the tank.
If that is what gets installed then there is no need for an exception. However, if that is not what ends up being installed they will
need an exception after in order to not be assigned a deficiency during a sanitary survey.

I was a part of the loan closing process earlier today and sounds like Alyson will need the plans to be approved. Can
we get review approval before we enact that change order we discussed for the access hatch? Or would a be er
workflow be to get an exemp on now, get that change order, and not have to re-apply for that exemp on in the
future? If we go the second route, would that incur any addi onal costs for Green River?

There would either need to be the change order with updated plans and specs sent to me or get an exception included in
the plan approval. If granted an exception you would not need to renew it if what is installed meets the design rule. If you
want to proceed with an exception, please submit an exception request as detailed in our November 21st
correspondence.
As of right now there are no costs associated with having, obtaining, or renewing exceptions. Further, an exception for a
shoebox lid would also not come with any additional sampling that would incur additional costs to Green River.
