The facility is divided into multiple different rooms/labs. Waste is primarily generated as effluent from analysis machines, collected in satellite accumulation areas, and then moved to the central accumulation area by Shane. Clean Harbors Environmental Services is the primary (only) transporter for the facility. The facility was last inspected in November 2019. This inspection resulted in a close out letter (DSHW-2019-017262). Narrative: Erika and I arrived at the facility at 0900. We signed in at the front desk, and the receptionist summoned Shane. We had a brief opening meeting in a near-by conference room, and then inspected the facility (see below). After the facility inspection, we returned to the conference room and reviewed documentation (see below). Hazardous Waste Management and Storage As mentioned above, ALS is organized by analysis, and calls each room by the analysis conducted in it. During the inspection, we reviewed satellite accumulation areas in the ICP lab, metals prep lab, XRD lab, HPLC lab, ICP-MS lab, semi-volatiles lab, pesticides lab, dietary supplement lab, wet chem lab, and organic prep lab. ALS Laboratories [2] 2023-05-10 Each piece of equipment in these labs had an associated container that served as a satellite container. Each lab also had an empty container ready to replace the satellite when it was full. Operators replaced the full satellite with the empty replacement, and would notify Shane, who would transport the full containers to the central accumulation area. Each lab also had satellite containers for contaminated debris and clean up materials. Each lab also had numerous, well marked spill kits and emergency equipment. After inspecting the labs, we visited the Glass Wash Room. Acid baths used to clean glassware are put through a neutralization system and discharged to the POTW. ALS had notification and documentation from the POTW permitting this action. Lastly, we visited the central accumulation area. Shane indicated that he and one other employee are the only people who put waste into the central accumulation area. There were several 55-gallon drums containing various waste streams. All of them were well segregated, properly labelled, and properly managed. There was also a pallet of lab packs prepared by Clean Harbors as part of Emergency Permit UT-008-2023. These were also properly managed. ALS also had a container of universal waste lamps and universal waste batteries. Both were closed, properly labelled, and within the 1 year accumulation start date. Ultimately, ALS showed exceptional waste management practices, and no issues were noted. Contingency Plans and Quick Reference Guide Erika reviewed the contingency plan and quick reference guide. The quick reference guide was missing a map with routes to access waste, a statement that the facility did not have wastes that required special medical treatment, and flow rates for fire hydrants. In an email received Monday, May 1, Shane provided an updated Quick Reference Guide that contained the missing information (see Attachment 1). Personnel Training Shane was able to provide a list of all personnel who required training, records of those personnel receiving training, and the training material. All individuals noted to have signed manifests had received DOT training. No issues were noted. Recordkeeping and Manifests Shane was able to provide all required documents. Manifests and LDRs from the last three years were available. There were two manifests from previous years that would have required an exception report. However, at the time of the inspection, ALS had received a signed copy from the disposal facility. We informed Shane about the Exception Reporting requirements, and told him to please submit these reports if needed in the future. Compliance Status: R315-262-11: Hazardous Waste Determination ALS analyses all waste streams in-house and provides this information to Clean Harbors. No issues noted. R315-262-250 through 265: Contingency Plan and Emergency Procedures Quick reference guide was missing a few elements. These have already been corrected, and the facility is in compliance. R315-262-40: Recordkeeping No issues noted. R315-262-41: Biennial Reporting No issues noted. R315-262-42: Exception Reporting Inspectors noticed two manifests that would have required an exception report. The facility has already received the return manifest copies, and Shane indicated he will submit manifest exception reports in the future. R315-268: Land Disposal Restrictions No issues noted. R315-273: Standards for Universal Waste No issues noted. R315-262-265 and R315-261-420: Spill Response No issues noted. Findings / Concerns: 1. Quick reference guide was missing a few elements.
