Parcel# 23:027:0091 1.1 DEMOLITION On the 30th of May 2024, demolition of the existing SUVSWD Transfer station commenced at: (2450 West 400 South Springville, UT 84663). At this time, and over the next 120 days, the existing structure and adjacent site was successfully demolished according to city, county, and state regulations, and per the demolition permit (# SPV240530224) and other state quality controls. Demolition of the existing facility was successfully completed within the required time frame of 180 days given on the permit. After demolition was concluded and the site was clear of demolition debris, the site was thoroughly inspected for dangerous debris that may have been left behind. Following this visual inspection, the site was leveled and graded. Additionally, soil and groundwater testing were performed by licensed technicians, wherein no contaminants were found. Remaining waste was taken to the new facility for proper disposal. See attached documentation for further details. 2.0 CONCLUSIONS The old transfer station at the above location has been successfully demolished and removed entirely from parcel # 23:027:0091. All operations, materials, and any visible recognition of the site’s previous functions have been eliminated and relocated as of 09/03/2024. I , attest that the existing SUVSWD Transfer Station is officially closed, and demolition complete per the state requirements. It should be noted that even non-friable materials listed on this report can become friable depending on the demolition/removal practices. Consult your asbestos inspector or abatement contractor to discuss these processes. Summary State regulations and Federal OSHA requirements state that any and all asbestos containing materials (ACM) be removed by properly trained and certified professionals. Abatement is necessary for materials which are or may become friable during the demolition, renovation, or remodel. Even materials deemed non-friable can become friable under certain circumstances. Consulting with Asbestos professional prior to demolition and/ or disturbing of any and all asbestos containing materials is needed. Additional Considerations: Point Count Analysis: PLM analysis (polarized light microscopy) is a visual estimation of asbestos in the materials sampled. If samples taken are listed on this report as containing not greater than 1% asbestos they are still considered to contain regulated levels of asbestos unless additional Point Count Analysis is performed by the designated laboratory. Point Counting is a more specific, yet random counting of asbestos fibers and is required by the EPA prior to labeling any asbestos material as non-regulated. i. OSHA: a. Although the EPA and, in turn, the State’s Division of Air Quality do not considered materials that contain not greater than 1% asbestos to be RACM (Regulated Asbestos Containing Material), there are still OSHA regulations in place to protect workers as they come in contact with these asbestos materials. Reviewing these regulations prior to demolition / renovation is recommended to ensure compliance. ii. Aerolite Consulting LLC has performed this asbestos survey to identify the existence and condition of possible asbestos containing materials in response to a full demolition or remodel. This inspection is limited to only the specific structures mentioned in this report. If the structure is to be demolished through the act of burning it is the owner and contractor responsibility to notify Aerolite Consulting as they may change asbestos abatement requirements, if any. If additional structures or materials are to be disturbed Aerolite Consulting should be contacted to determine if additional sampling is required. Aerolite Consulting LLC has completed this survey in a reasonable and professional manner to identify any suspect materials that are friable or may become friable during the demolition process. A copy of this survey must be kept onsite and accessible for any individual to review when needed. There is always a possibility for potential ACM (asbestos containing materials) not identified or sampled during the survey. These suspect materials may be covered or hidden by floors, walls, ceilings, and possibly other areas not accessible during the survey. The contractor providing the demolition, renovation, or remodel should be aware of this possibility and to take appropriate actions if additional suspect materials are uncovered. If found, work should stop and Aerolite Consulting should be contacted to determine next course of action which may include additional sampling, containment, etc… Note: This survey is a limited asbestos inspection and only includes and applies to the areas and materials listed. September 3, 2024 Forsgren Associates Inc. 370 East 500 South, Ste. 200 Salt Lake City, Utah 84111 Re: South Utah Valley Solid Waste District – Former Transfer Station Groundwater & Soil Sampling Report Dear Mr. Patterson: Hansen, Allen & Luce (HAL) completed groundwater sampling at the South Utah Valley Solid Waste District Transfer Station located at 2450 West 400 South, Springville, Utah 84663 (Site). This groundwater sampling event included borehole drilling, piezometer installation, water level recording, purging and sampling a total of four temporary wells. HAL was also provided with analytical results for soil sampling conducted by Forsgren at the Site on July 29th, 2024. This letter report provides a summary of soil analytical results, temporary monitoring well drilling and sampling activities, and the associated groundwater analytical results. SCOPE OF WORK The following task items were completed during the sampling event: • Drilled and installed four temporary monitoring wells to 10’ below ground surface (bgs). • Collected measurements from the top of the ground surface to groundwater at each of the four locations. • Completed collection of water quality sampling sets for RCRA 8 metals, semi-volatile organic compounds (SVOCs), and volatile organic compounds (VOCs) at each of the four locations. Drilling and Installation of Temporary Piezometers Boreholes were drilled by Pacwest LLC (driller) personnel using a direct push drill rig, with 2-inch Macro Core rods. Boreholes were initially drilled to 7 feet below ground surface (bgs). If groundwater was not encountered within 7 feet bgs, boreholes were advanced in increments of 2-5 feet until 28 feet bgs was reached, in order to stay within 30 below ground surface per Utah Admin Code R655-4-1 for non-production wells. The driller installed 2-inch slotted PVC to 10 feet bgs in boreholes for temporary monitoring wells GW-1 and GW-4. Due to cave in issues, 1-inch slotted PVC was installed to 10 feet bgs in boreholes for temporary monitoring wells GW-2 and GW-4. Slotted PVC from each location was removed following sample collection and filled with bentonite prior to departing from the Site. Mr. Nick Patterson September 3, 2024 Page 2 Depth-to-Groundwater Measurements The general depth-to-groundwater was measured in each of the four temporary piezometers using a Solinst oil/water interface meter. However, time restrictions only allowed for the installation of temporary piezometers and not groundwater monitoring wells. Therefore, the clay layers encountered during drilling may not have allowed the water level recharge to have fully equilibrated in each well prior to collecting the depth-to-groundwater level and these values should be considered approximate levels. The water level data for this sampling event is summarized in Table 1 below. Temporary well locations are depicted in Figure 1. During purging, water quality parameters (pH, temperature, specific conductivity and turbidity) were measured using a YSI ProDSS water quality meter and recorded. Each temporary monitoring well was purged dry and allowed to recharge to 80% of the original volume of water prior to sample collection. Groundwater sampling field water quality readings for each sample set are included in the data sheets provided in Attachment B. Laboratory supplied sample containers were filled with discharge from the peristaltic pump. New tubing was used for each well and the used tubing was disposed of between locations. Each sample container was labeled with the appropriate information including the well ID, sampling time/date and sampler identification. Samples were placed in an insulated cooler on-ice. The samples were delivered to Chemtech-Ford Laboratories in Sandy, UT, along with the Chain-of-Custody (COC) forms on the day the samples were collected. COC form information included the project name, constituents to be analyzed along with any necessary comments, if any. The form also documented the date, time and signature of the person relinquishing and receiving custody of the samples. A complete copy of the laboratory analytical report and the COC forms is provided in Attachment A. GROUNDWATER ANALYTICAL RESULTS Samples GW-1 through GW-4 were analyzed for volatile organic compounds, semi-volatile organic compounds, and heavy metals. No regulatory requirements are currently associated with this facility. Analytical results as reported by the laboratory are provided in Attachment A. Mr. Nick Patterson September 3, 2024 Page 3 Volatile Organic Compound Analysis Methyl ethyl ketone was detected at 1.2 μg/L in sample GW-1. However, this analyte was flagged as having been detected below the laboratory reporting limit; therefore, the result is an estimated concentration. Three VOC’s were detected in sample GW-4 including; 2-hexanone, acetone, and methyl ethyl ketone at concentrations of 12.5 micrograms per liter (μg/L), 25.8 μg/L, and 176 μg/L, respectively. However, methyl ethyl ketone for GW-4 was flagged as an estimated value above the calibration range of the instrument. No other VOC’s were detected in any of the four samples GW-1 through GW-4. Laboratory analytical results for VOC’s are included in the laboratory analytical report provided in Attachment A. Semi-Volatile Organic Compound Analysis SVOC’s were not detected in any of the four samples collected (GW-1 through GW-4). Laboratory analytical results for SVOC’s are included in the laboratory analytical report provided in Attachment A. RCRA 8 Metals Analysis Arsenic was detected in sample GW-1 at 0.0455 milligrams per liter (mg/L). Beryllium was detected in all samples at concentrations ranging from 0.152 mg/L in GW-4 to 0.936 mg/L in GW- 2. Cadmium concentrations ranged from 0.001 mg/L in GW-3 to 0.004 mg/L in GW-2. Chromium was detected in all samples at concentrations ranging from 0.0077 mg/L in GW-4 to 0.135 mg/L in GW-2. Lead was detected in samples GW-1 and GW-2 at concentration of 0.0178 mg/L and 0.0562 mg/L respectively. Lastly, Mercury, Selenium and Silver were not detected in any of the four groundwater samples collected. A summary of the sample results for RCRA 8 metals for this groundwater sampling event are included in Table 1 below. Soil collection sample locations are depicted in Figure 2. SOIL ANALYTICAL RESULTS Analytical results for soil sampling as reported by the laboratory are located in Attachment C. Soil samples were analyzed for volatile organic compounds, semi-volatile organic compounds, and heavy metals. No regulatory requirements are currently associated with this facility. Volatile Organic Compound Analysis Ethylbenzene was detected in the #1 Ex Transfer Station sample at a concentration of 0.003 milligrams per kilogram (mg/kg). However, this analyte was flagged as having been detected below the laboratory reporting limit; therefore, this result is an estimated concentration. Toluene and xylene were also detected in the #1 Ex Transfer Station sample at concentrations of 0.007 mg/kg and 0.02 mg/kg, respectively. 1,2,4-Trimethylbenzene, benzene, ethylbenzene, methyl ethyl ketone, toluene, and xylenes were detected in the #2 Ex Transfer Station sample at concentration of 0.002 mg/kg, 0.004 mg/kg, 0.006 mg/kg, 0.006 mg/kg, 0.02 mg/kg, and 0.04 mg/kg respectively. The results for 1,2,4-trimethylbenzene and methyl ethyl ketone were flagged as having been detected below the laboratory reporting limit; therefore, these results for these analytes are an estimated concentration. Semi-Volatile Organic Compound Analysis Dimethyl phthalate was detected in the #1 Ex Transfer Station sample at a concentration of 0.29 mg/kg. However, this analyte was flagged as having been detected below the laboratory reporting limit; therefore, this result is an estimated concentration. No SVOC’s were detected in the #2 Ex Transfer Station sample. RCRA 8 Metals Analysis Arsenic, Barium Cadmium, Chromium, Lead, and Mercury were detected in each of the two soil samples collected. Selenium and Silver were not detected in either sample. A summary of the sample results for RCRA 8 metals for this soil sampling event are included in Table 1 below.
