1.0 INTRODUCTION
Underwood Environmental Consulting, Inc. (UEC) conducted a groundwater monitoring event
for Jacksons Companies at the Express Food and Fuel (formerly Fast Stop #1121) service station
in Vernal, Utah. The project site, located at 850 West Highway 40 (821 W. Main St. in DERR
correspondence), includes a convenience store, retail fueling facilities, and car wash (Figure 1).
Quarterly groundwater monitoring has been conducted following a reported release of unleaded
gasoline in May 2021 and a subsequent subsurface investigation in October 2021. The site is
eligible for Petroleum Storage Tank (PST) Fund reimbursement. The Utah Division of
Environmental Response and Remediation (DERR) identifies the project site as Facility ID
#9000165, Release Site OAQ.
2.0 BACKGROUND
The site has one previous release designation (JMP) related to underground storage tank (UST)
system removal in April 1996. One closure soil sample slightly exceeded the recommended
cleanup level (RCL) established at the time. A “no further action” (NFA) letter for Release JMP
was issued in May 1996 (DERR, 1996).
Release OAQ was opened based upon a release of unleaded gasoline reported in May 2021. The
release was reported based on observation of a leaking pipe gasket within the sump under a
dispenser (dispenser 5-6). The applicable UST was immediately taken out of service as a
precaution. Under dispenser repairs were promptly completed and the system was put back into
operation.
UEC performed a subsurface investigation at the site in October 2021. At that time, four
locations were drilled and sampled east of dispenser 5-6 and one location was drilled and
sampled west of the UST basin (Figure 1). No free product was observed during the subsurface
investigation. Hydrocarbons were detected, however, in soil and groundwater samples collected
east of the dispensers (UEC, 2021).
3.0 METHODOLOGY
3.1 Groundwater Monitoring
On November 2, 2024, water levels were measured in four monitoring wells using an electronic
water level indicator. The monitor wells were subsequently purged of three casing volumes of
water prior to sampling. A separate disposable bailer was utilized for each well. The
groundwater samples were labeled appropriately, placed on ice, and submitted to the laboratory
under chain-of-custody. The groundwater samples were analyzed for methyl tertiary butyl ether
(MTBE), benzene, toluene, ethylbenzene, total xylenes, naphthalene (BTEXN), total petroleum

hydrocarbons – gasoline range organics (TPH GRO), and TPH – diesel range organics (TPH
DRO) using EPA methods 8260D, 8260B/C, and 8015C.
4.0 RESULTS
4.1 Depth to Water and Flow Direction
On November 2, 2024, the depth to groundwater ranged from 7.8 to 8.63 feet below top-of-
casing (TOC) (Table 1). Figure 1 depicts a groundwater contour map for the project site on the
same date. Based on the measured groundwater elevations, the groundwater flow direction
continues to be east-southeast.
4.2 Groundwater Analytical Results
Four monitoring wells were purged and sampled on November 2, 2024. The groundwater
analytical results presented on Table 1 are compared with Initial Screening Levels (ISLs) and
Tier 1 Levels (DERR, 2005).
One of the four monitoring wells sampled exceeded the Tier 1 level for benzene. The highest
benzene concentration detected in groundwater was 1.17 milligrams-per-liter (mg/L) at MW-1.
Groundwater at MW-2 and MW-3 exceeded the ISL for benzene. One of the four monitoring
wells sampled exceeded the ISL for TPH GRO and TPH DRO. The highest TPH GRO
concentration detected in groundwater was 5.69 mg/L at MW-1. The highest TPH DRO
concentration detected in groundwater was 2.4 mg/L also at MW-1. No petroleum hydrocarbons
were detected in the groundwater sample collected from MW-4 (Table 1; Figure 1).

provided as an attachment.
5.0 CONCLUSIONS
Based on field observations and the November 2024 groundwater analytical results, the
following conclusions are presented:
• Depth to groundwater ranged from approximately 7.8 to 8.6 feet below top of well
casing.
• The groundwater flow direction continues to be east-southeast.
• The Tier 1 Level for benzene was exceeded at one well location. The highest benzene
concentration detected in groundwater was 1.17 mg/L at MW-1.

• The ISL for TPH GRO and TPH DRO was exceeded at one well location. The highest
TPH concentration detected in groundwater was 5.69 mg/L TPH GRO at MW-1.
• No petroleum hydrocarbons were detected in groundwater at MW-4.
The next groundwater monitoring event approved under Work Plan OAQ-04 is tentatively
scheduled for February 2025.
6.0 LIMITATIONS
Our services consist of professional opinions from a state-certified consultant, made in general
accordance with locally accepted environmental practices at the time of execution.
Environmental samples are obtained from specific locations, utilizing methodologies consistent
with Utah Department of Environmental Quality regulations. UEC makes no guarantee, either
expressed or implied, that the analytical results accurately represent subsurface conditions
throughout the entire project site.
