1.0 INTRODUCTION
Underwood Environmental Consulting, Inc. (UEC) has been retained by Jacksons Food Stores to
perform groundwater monitoring at the Jacksons #151 service station in Salt Lake City, Utah.
The project site, located at 278 West 2100 South, includes a convenience store, fueling facilities,
and a car wash (Figure 1). The groundwater monitoring event was conducted to assess
groundwater conditions following a release of gasoline from a fuel dispenser reported in
September 2020. The site is eligible for Petroleum Storage Tank (PST) Fund reimbursement.
The Utah Division of Environmental Response and Remediation (DERR) identifies the project
site as Facility ID #4001294, Release Site NYL.
2.0 BACKGROUND
The project site has been a gas station since the 1940’s. The site has three previous release
designations (GMH, HDY, and LOV). Release GMH received a “no further action” (NFA)
letter in 2000 (DERR, 2000). Releases HDY and LOV were closed under an environmental
covenant and received NFA letter(s) in 2019 (DERR, 2019).
Release NYL was opened based upon inventory shortages noted from late August to early
September 2020. The leak was also observed within the containment sump under a dispenser
(dispenser #9-10). The leak was repaired, and the lines then tested and passed, on or about
September 4, 2020. An existing monitoring well network was checked at that time for
indications of a recent release.
A subsurface investigation was conducted in November 2020 to assess Release NYL. Three soil
borings and three new monitoring wells were installed around the perimeter of the retail
dispenser islands. Petroleum hydrocarbons were detected in soil samples above Tier 1 levels.
Hydrocarbons were detected above Initial Screening levels in groundwater samples. No free
phase product was observed during the subsurface investigation or during checks of the existing
well network (UEC, 2021).
3.0 METHODOLOGY
3.1 Groundwater Monitoring
On October 21, 2024, water levels were measured in nine monitoring wells using an electronic
water level indicator. The monitor wells were subsequently purged of three casing volumes of
water, or until dry, prior to sampling. A separate disposable bailer was utilized for each well.
The groundwater samples were labeled appropriately, placed on ice, and submitted to the
laboratory under chain-of-custody. The groundwater samples were analyzed for methyl tertiary
butyl ether (MTBE), benzene, toluene, ethylbenzene, total xylenes, naphthalene (BTEXN), total
petroleum hydrocarbons – gasoline range organics (TPH-GRO), and TPH – diesel range
organics (TPH-DRO) using EPA methods 8260D, 8260B/C, and 8015C.

4.0 RESULTS
4.1 Depth to Water and Flow Direction
On October 21, 2024, the depth to groundwater ranged from 4.48 to 5.63 feet below top-of-
casing (TOC) (Table 1). Figure 1 depicts a groundwater contour map for the project site on the
same date. Based on the measured groundwater elevations, the groundwater flow direction is to
the northwest.
4.2 Groundwater Analytical Results
Nine monitoring wells were purged and sampled on October 21-22, 2024. The groundwater
analytical results presented on Table 1 are compared with Initial Screening Levels (ISLs) and
Tier 1 Levels (DERR, 2005). Table 1 includes groundwater monitoring data dating back to 2002
for some pre-existing wells.
Of the nine groundwater monitoring wells sampled, seven wells exceeded the ISL for benzene
(0.005 mg/L). The highest benzene concentration detected in groundwater was 2.18 mg/L at
MW-37 (also exceeds Tier 1). Groundwater at two well locations sampled exceeded the ISL for
TPH-GRO. The highest TPH-GRO concentration detected in groundwater was 3.13 mg/L at
MW-37. Seven of nine monitoring wells sampled exceeded the ISL for TPH-DRO (1 mg/L).
The highest TPH-DRO concentration detected in groundwater was 3.6 mg/L at MW-9. Based
on project site history, TPH-DRO concentrations in soil and groundwater are generally
considered residual in nature (Figure 1; Table1).
A hydrocarbon sheen was observed on groundwater removed from monitoring wells MW-10 and
MW-37. No measurable free product, aside from the noted sheen, has been observed in
monitoring wells accessed since the report of the release.
The laboratory analytical reports for the October 2024 groundwater monitoring event are
provided as an attachment.
5.0 CONCLUSIONS
Based on field observations and the October 2024 groundwater analytical results, the following
conclusions are presented:
• Depth to groundwater ranged from approximately 4.4 to 5.6 feet below top of well
casing.
• The groundwater flow direction is to the northwest.

• The ISL for benzene was exceeded at seven of nine well locations sampled. The highest
benzene concentration detected in groundwater was 2.18 mg/L at MW-37.
• The ISL was exceeded for TPH-GRO at two well locations. The highest TPH-GRO
concentration detected in groundwater was 3.13 mg/L at MW-37.
• The ISL for TPH-DRO was exceeded at the seven of nine well locations sampled. TPH-
DRO concentrations in groundwater at the project site are generally considered residual
in nature.
• No measurable free product, aside from a sheen, has been observed in monitoring wells
accessed since the report of the release.
Submittal of this groundwater monitoring report concludes tasks approved under work plan
NYL-04.
6.0 LIMITATIONS
Our services consist of professional opinions from a state-certified consultant, made in general
accordance with locally accepted environmental practices at the time of execution.
Environmental samples are obtained from specific locations, utilizing methodologies consistent
with Utah Department of Environmental Quality regulations. UEC makes no guarantee, either
expressed or implied, that the analytical results accurately represent subsurface conditions
throughout the entire project site.
