Permit/AO#: DAQE-AN121030019-20, dated July 14, 2020 Action Code: TR Subject: Review of stack test report dated November 27, 2024 On November 27, 2024, Utah Division of Air Quality (DAQ) received a test report for Turbine T-3 at Oak Spring Turbine Compressor Station in Carbon County, Utah. Testing was performed on November 12, 2024, to demonstrate compliance with the emission limits found in condition II.B.2 of DAQE-AN121030019-20 and 40 CFR Part 60, Subpart GG. The Oak Spring Turbine Compressor Station consists of three turbine compressor engines and one backup generator. The facility is classified as a minor source. A total of twelve test runs were performed on November 12, 2024 to analyze exhaust NOx and CO emission levels in accordance with the procedures of 40 CFR 60(A) Methods 1, 3A, 7E, 10, 19 and 20 as well as 40 CFR 60, Subpart GG, as outlined in the submitted Source Test Protocol dated September 23, 2024. Three test runs were performed at three different load points, selected from the normal operating range of the turbine, for a total of nine test runs. Each test run consisted of 21 readings taken at one minute intervals, measuring NOx. An additional three test runs were performed at the highest achievable load point of the turbine. Each of these test runs consisted of 60 readings taken at one minute intervals, measuring both NOx and CO. Process parameters were recorded during each test run in order to determine the load. Parameters include turbine gas producer speed and temperatures. The sampling port for moisture, flow, NOx and CO measurements was approximately 180.0" (5.0 pipe diameters) downstream from the nearest flow disturbance (Distance B) and 36.0" (1.0 pipe diameters) upstream from the nearest disturbance (Distance A), as seen in Figure 1. The stack sampling location was placed at approximately 50% insertion depth based on an O2 stratification check which demonstrated a non-stratified flow regime. The stratification was conducted according to 40 CFR 60(A), Method 7E, §8.1.2 using 12 traverse points determined according to Table 1 below. NOx and CO concentrations were measured concurrently during the testing. Measured emissions were below permitted limits. Parameters include turbine gas producer speed and temperatures. This was conducted and provided by MountainWest personnel. 5.1 Quality Assurance Precautions are taken to keep the gas analyzer in a clean, thermally stable, vibration free environment to minimize analyzer drift and associated errors. Pre test calibrations and most post test operations are performed within the testing trailer environment. The data from the samples are converted directly into computer language and recorded in the Compliance Specialist’s laptop computer. This eliminates the need for sample labeling and secures the preservation of the data while reducing human error. In addition, parameters associated with the engine are recorded on test sheets at the time of the tests. Preventive diagnostic functions are built directly into the equipment utilized for the testing. This diagnostic function provides the Compliance Specialist with failure warnings allowing the determination of when repairs are necessary without performing painstaking preventative maintenance procedures. However, equipment is inspected regularly by the compliance specialists and the Field Operations Manager to guarantee maximum operational status. The process involved with equipment calibration ensures that there is no divergence from the manufacturer’s specifications. All pre and post calibration error checks, leak checks, and other quality assurance issues conformed with the requirements specified in 40 CFR 60(A), Methods 1, 3A, 7E, 10, 19 and 20 and Subpart GG. Linearity checks are performed using NOx, CO, O2 and Ultra High Purity Nitrogen certified calibration gases to ensure that the zero, mid, and upscale calibrations are within the required +/-2% of the certified calibration level and zero. Pre-Test calibrations are then conducted on the zero and selected mid or upscale calibration gas determined by observing the native concentration of the target analytes in the sampled exhaust. After each test run the same zero and selected mid or upscale calibration gas are analyzed to verify they are within required specifications. Calibration Error must remain within +/- 5% of the certified calibration gas or zero. Drift is required to stay within +/- 3% during post-test calibrations.
