1 PURPOSE AND SCOPE
1.1 Purpose
The purpose of this work instruction is to establish guidelines for safely parking
and/or leaving unattended mobile vehicles/equipment in a safe condition.
1.2 Scope
The requirements of this work instruction apply to all mobile vehicles/equipment
at the EnergySolutions Clive facility with the exception of private vehicles parked
on Clive facility property. Rail operations are not considered to be within the
purview of this work instruction.

3 GENERAL
3.1 Definitions
3.1.1 Berm – Narrow line of dirt mounded up to provide a barrier to moving
vehicles/equipment.
3.1.2 Chock – Wedge or block placed against a wheel or rounded object to
prevent it from moving.
3.1.3 Ditch (Trough) – Narrow channel cut into the ground.
3.1.4 Jersey Barrier – Modular concrete or plastic barrier used to separate lanes
of traffic.
3.1.5 Unattended – Circumstance in which the operator is more than 25 feet
away from their mobile vehicle/equipment or the vehicle/equipment is out
of sight.
3.2 Responsibilities
3.2.1 The Clive Health & Safety Manager is responsible for:
• Reviewing all updates to this work instruction as necessary to
comply with current regulations
• Assigning Clive Health & Safety representatives to conduct
periodic inspections of ditches, Jersey Barriers, and berms to
ensure that they are being maintained in accordance with this work
instruction
3.2.2 Supervisory Personnel are responsible for:
• Conducting inspections to ensure that ditches, Jersey Barriers, and
berms are maintained

• Ensuring that adequate quantities and sizes of chocks are available
to employees
3.2.3 All employees are responsible for:
• Complying with this work instruction
4 GENERAL REQUIREMENTS AND GUIDANCE
4.1 Mobile equipment shall not be left unattended unless the criteria are satisfied:
4.1.1 Controls are placed in the “Park” position.
4.1.2 Wheels are chocked.
4.1.3 If equipment will be out of sight or the individual operating the equipment
will not be returning back to the vehicle for a long period of time, the
engine is to be turned off.
4.1.4 The equipment is either parked in a ditch, against a berm, turned into a
bank,or the wheels are chocked. Ditches, berms, and Jersey Barriers may
be temporarily or permanently installed as needed throughout the facility
and may be utilized instead of chocks.
4.2 Wheeled and tracked equipment shall be parked with their implements lowered to
ground level.
4.3 All mobile vehicle/equipment undergoing repairs whether in the field or a shop
must be chocked at all times.
4.4 Mobile vehicle/equipment shall not be parked on a grade unless there is no other
place to park, the equipment is required to be placed there, or it has malfunctioned
and cannot move. If such a situation arises, wheel chocks must be utilized.
4.5 Care should be taken prior to exiting the vehicle in order to evaluate and ensure
that the area is suitable for parking and is a safe place to exit the vehicle.
4.6 Protective gloves should be worn in addition to standard PPE when placing or
removing chocks.

5 CHOCK SELECTION AND USE
5.1 Wheel chocks are effective safety tools when used correctly. The following
factors must be taken into account when selecting the appropriate chock for the
equipment:
5.1.1 Tire Size
5.1.2 Gross Vehicle Weight
5.1.3 Ground Surface Incline
• On a level grade, the chocks shall be placed in the front and rear of

the wheels.
• When parked on a slope, wheel chocks should be positioned in
front and rear of the wheels to prevent the vehicle from moving
unexpectedly.
5.1.4 Tire Material
• Radial tires are more flexible than bias ply tires and that flexibility
reduces chock effectiveness by allowing radial tires to wrap around
wheel chocks
5.1.5 Tire Pressure Variability
• Improperly inflated tires can lead to chocking failures
5.1.6 The wheel chock manufacturer’s recommendations shall always be
consulted and followed before using chocks.
5.1.7 Chocks should be at least ¼ of the diameter of the wheel on which they
are to be utilized.
5.2 When using wheel chocks, always position the chock against the wheel in a way
that it makes contact at the center point of the wheel.
5.3 A minimum of two (2) wheel chocks must be used when immobilizing a vehicle.

5.4 Damaged wheel chocks should never be used to chock mobile equipment. All
damaged wheel chocks shall be discarded and replaced.
6 AREAS NOT REQUIRING WHEEL CHOCKS
6.1 Mobile vehicles parked in specified areas do not need to utilize wheel chocks if
the following criteria is met:
6.1.1 Controls are placed in the “Park” position.
6.1.2 Parking brake is set.
6.1.3 If the vehicle will be out of sight or the individual operating the vehicle
will not be returning back to the vehicle for a long period of time, the
engine needs to be turned off.
6.1.4 Vehicle is parked in one of the following areas:
• Administration building parking lot.
• Operations building employee parking area, East side parking
area, and North parking area in front of the building.

• Access Control South parking area.
• QC building parking area.
• Outside restricted area Maintenance building, West and East
side parking areas.
• Outside restricted area MHF building parking area.

7 TRAINING
7.1 Proper use of chocks and chocking procedures will be added to the site orientation
class and reviewed with employees as required.
