COX Governor DEIDRE HENDERSON Lieutenant Governor DAQC-1163-24 Site ID 10655 (B1) Jeffery Cowlishaw Staker Parson Companies 2350 South 1900 West Ogden, UT 84401 Dear Mr. Cowlishaw: Re: Staker Parson Companies – Temporary Relocation/Operation, Notice of Intent – Sevier County Your Notice of Intent dated November 13, 2024, and modified on November 22, 2024, to relocate portable aggregate equipment to the temporary project for the former Cox/Hales Sand and Gravel Pit, located at 1400 South 180 West, Elsinore, Utah, was received by the Utah Division of Air Quality (DAQ) and has been reviewed. The following equipment has been approved for operation for this temporary project: Jaw crusher Two (2) cone crushers Five (5) screens 725 kW generator 820 kW generator This equipment has been permitted for operation in the State of Utah by the portable Staker Parson Companies Approval Order (AO) DAQE-AN115180014-15, dated July 6, 2015. The above location is a permanent aggregate processing site with established production limits. All equipment operating at this site must be in accordance with the current AO for this facility dated February 7, 1986 (no document number). As per Condition 3 of this AO, the aggregate equipment cannot process more than 450 tons per hour of gravel. The generator engines shall use low sulfur diesel fuel and operate within the 20% opacity limit of Condition II.B.10.b of the portable AO. " " * " / Ü Û Ù Û Ý DAQC-1163-24 Page 2 The owner/operator shall maintain records of the actual operation days, hours, and production rate, of the above referenced equipment at this relocation site and have the ability to submit the information to the DAQ upon the request of representatives of the director. Please make certain that the plant operator is aware of all the location specific requirements for this site and the conditions of the aforementioned AO. Federal New Source Performance Standards Subpart OOO requires that initial Method 9 observations be performed for all applicable portable crushers, screens, and attached conveyors. Subpart OOO also mandates that all crushers constructed, modified, or reconstructed on or after April 22, 2008, which are not enclosed, must install spray bars on the equipment and keep maintenance records to ensure proper spray bar operations. Utah Division of Water Quality Storm Water Permits and regulations may apply to this temporary project. Please refer to Utah DEQ Water Quality’s current Storm Water Construction requirements for additional information. This approval for relocation in no way releases the owner or operator from any liability for compliance with all other applicable federal, state, and local regulations including the UAC. As we discussed, a recent TRP request was submitted by J Cowlishaw to move crushing equipment to Hales Sand and Gravel in Centerfield. An administrative decision now has the same crushing equipment set to move to Hales’ Elsinore site instead. Instead of having to pay for two TRPs, can we just switch the location to Elsinore in place of Centerfield? For reference, I’ve attached our most recent TRP to Elsinore. After talking to the manager there, the existing crushing equipment will be moved out of the site shortly after the new crushing equipment moves in. The existing TRP (DAQC- 1063-24) has a rental track crusher processing RAP, while the new equipment will process virgin material.
