The objective of the Work Plan was to sample one section of the landfarmed soil stockpile located on the site. 1.0 Project Background Information A fuel release associated with the former diesel fueling system located on the west side of the facility was initially discovered in 2017 during closure of dispensers and lines for the former UST system operated by the previous owner. The soil samples reported concentrations of diesel-range petroleum hydrocarbons above the DERR Initial Screening Levels (ISLs) and Tier 1 Screening Levels (Tier 1) for soils. From November 2017 through January 2018, soils were excavated from under the canopy to a depth of 4 feet below the ground surface, and surrounding soils were excavated to various depths (ECI; Gas-N-Go #13; Report of Corrective Action; October 15, 2018). Approximately 2,900 cubic yards of petroleum-impacted excavated soils were stockpiled on visqueen on the northern portion of the site. The intent was to landfarm the impacted soils until concentrations of petroleum hydrocarbons were below DERR screening levels. In August 2021, under Work Plan NQA-04, Terracon collected four composite soil samples from the stockpiled material to evaluate the current condition. The results indicated that concentrations of diesel-range hydrocarbons exceeded the ISLs (Table 1). Work Plan NQA-07 | Love’s Travel Stop Facility ID 5000016, Release Site NQA December 3, 2024 | Terracon Project 61197459 2 Based on the report that elevated concentrations of petroleum hydrocarbon persisted in the stockpiled soils, Terracon developed Work Plan NQA-05. The intent of Work Plan NQA-05 was to aerate the stockpiled soils in an effort to enhance degradation of the remaining low level petroleum hydrocarbons by conducting two soil turning events. The first “Stockpiled Soil Aeration Event” was conducted on March 25, 2022. Terracon mobilized to the site to direct and observe the turning and aeration of the stockpile by licensed remediation contractor Spackman Enterprises. Terracon directed the excavation contractor to excavate down to the base of the soils above the visqueen liner, without damaging the liner. The Terracon field technician used a PID to evaluate soils as they were exposed and identify any “hotspots”. No soil sample collection was planned for this event as the intent was only to turn and aerate the soils. Terracon returned to the site on November 5, 2022 to conduct a second turning event. Terracon directed and observed the turning and aeration of the stockpile by licensed remediation contractor Spackman Enterprises. The Terracon field technician used a PID to evaluate soils as they were exposed and identify any “hotspots”. The stockpiled soils were allowed to sit overnight, and Terracon returned to the site to collect soil samples for laboratory analyses to evaluate the current conditions. Terracon collected six 5-point composite soil samples from the stockpiled soils to document the concentrations of remaining petroleum hydrocarbons. The results of the 2022 (NQA-05) event reported a TPH-DRO concentration of 504 milligrams per kilogram (mg/kg), exceeding the unrestricted land use Initial Screening Level (ISL) of 500 mg/kg in the northwest corner of the stockpile (Sample Zone 1). The stockpiled soil was sampled again on September 14, 2023 under Work Plan NQA-06. Terracon collected six composite samples from the stockpile for laboratory analysis. The sampling event reported a TPH-DRO concentration of 588 mg/kg in the northwest corner (Sample Zone 6; previous Sample Zone 1). The remaining five composite sampling areas have remained consistently below the applicable ISLs for all petroleum hydrocarbons. 2.0 Current Sampling Event – NQA-07 As only one section of the stockpiled soils exceeded an ISL for the 2022 and 2023 sampling events, Work Plan NQA-07 detailed that only the one section that has consistently exceeded the ISL for TPH-DRO would be sampled to confirm the current concentrations of TPH-DRO in the soil in that section. On November 6, 2024, Terracon returned to the site to sample the impacted section, SP-6. A total of four grab samples were collected from section SP-6. Table 1 displays the historical and current stockpile sampling results. 2.1 Results Historic and current analytical results of soil samples collected from the stockpile are shown in Table 1. For the current event, one grab sample, SS-3, report a concentration of TPH- DRO at 897 mg/kg, exceeding the ISL of 500 mg/kg. The three other grab samples did not report an exceedance of the ISL for TPH-DRO. As part of Work Plan NQA-07, if any of the soil samples collected from the impacted area exceeded the ISL for TPH-DRO, the sample would be further analyzed using the TPH- Fractionation methodology. Table 2 displays the TPH-Fractionation data input into the DERR Risk-based Corrective Action (RBCA) Site-specific Clean-up Level (SSCL) calculator. Based on the input of the data into the SSCL calculator, three aliphatic hydrocarbon ranges exceed the Outdoor Air Vapor Inhalation screening level for subsurface soil. The concentrations did not exceed the Leaching to Groundwater screening level for subsurface soil or the Ingestion of soil, inhalation of vapors and particles, and dermal contact screening level for surface soil. The area where the stockpiled soils are stored is not in an occupied or frequently used area of the site. The one portion of the stockpile soil that continues to exceed the ISL for TPH- DRO does not appear to pose an immediate threat to human health or environment based on the TPH-Fractionation data.
