Box 112 Henefer, Utah 84033 Subject:Temporary Exception to R309-550-11(3), R309-540-5(4)(c), and R309-105-9(3), Individual Home Booster Pump for Home at 1920 South Henefer Road; Henefer Town Water System, System #22005, File #12753 This Temporary Exception Expires on December 31, 2027. Dear Brent Ovard: On November 27, 2024, the Division of Drinking Water (the Division) received your request for a renewal of the temporary exception issued on February 2, 2022, to Rules R309-550-11(3), R309-540-5(4)(c), and R309-105-9(3) regarding individual home booster pumps for one house located at 1920 South Henefer Road. According to these rules, individual home booster pumps shall not be allowed for individual service from the public water supply mains. It is our understanding that there is a home with an individual booster pump located at 1920 South Henefer Road. The owner of this property had a previous water connection at this address to water livestock for many years. In 2009, the owner built a home up on the hill above the existing connection. The pressure at the meter is approximately 50 psi, however, based on the higher elevation of the home, the booster pump was determined to be necessary for both the fire sprinkler system as well as in-home use. The final inspection was performed upon completion of the home and a Certificate of Occupancy was issued by Summit County. Exception Request The basis for your request for an exception to R309-550-11(3), R309-540-5(4)(c), and R309-105-9(3) is that an individual home booster pump is necessary to provide the required pressure based on the elevation of the house. To provide equivalent degree of protection of Henefer Town’s distribution system with this installation, you have outlined the following supporting information and conditions: Henefer Town takes the responsibility of the water quality to the water meter. Water quality will be the responsibility of the property owner downstream of the water meter. The individual booster pump will be included in Henefer Town’s cross connection control inventory. The individual booster pump was inspected and approved by the local plumbing code official demonstrating compliance with the requirements of the International Plumbing Code, Section 605.5 The property owner has signed an agreement with Henefer Town specifying that Henefer Town has the responsibility and legal access to inspect the individual home booster pump system installation to assess the cross-connection hazard annually. Henefer Town will have a standard operating procedure in place to conduct scheduled inspections of the individual booster pump and document the inspection data and results. The property owner has a contract with Henefer Town granting access for annual inspections of the pump which has been notarized and recorded on the property deed. On this basis, exceptions to R309-550-11(3), R309-540-5(4)(c), and R309-105-9(3), Individual Home Booster Pumps, are hereby granted for the individual booster pump located at 1920 South Henefer Road: This Temporary Exception expires onDecember 31, 2027. Continue to conduct annual hazard assessments as part of your cross connection control program. You will be required to re-submit an exception request along with confirmation that all conditions outlined in this temporary exception have been fulfilled and obtain an exception renewal prior to December 31, 2027. Exceptions granted by the Division include an expiration date to ensure that the basis and conditions for granting the exception are verified periodically and that the drinking water quality remains protected. After receiving your request, the Division will determine whether this exception can be re-issued. This Temporary Exception may be rescinded any time if new evidence indicates that the conditions of this exception are no longer being met or a public health risk exists due to this exception.The issuance of this exception temporarily resolves your water system’s deficiency related to a cross connection existing in your water system (M020).
