RE:Approval for Temporary Variance Request for Augmented Decontamination Equipment Authorization for Rail Wash Facility on Track No. 4Ground Water Quality Discharge Permit UGW450005
Dear Mr. Anderson:
In a letter dated January 30, 2024, EnergySolutions submitted a request via CD-2024-015 for variance to modify the operational wash waster systems for the Rail Wash Facility on Track
No. 4 within the Restricted Area (RA) at the Clive, Utah site. This request entails using a new, 40,000 psi pressure washer to be installed outside of the RA with protected hoses running
into the Rail Wash Facility on Track No. 4. The Ground Water Quality Discharge Permit (GWQDP) requires that Best Available Technology design standards be applied to facilities at the
disposal site and construction conforms to the approved engineering plans.
After reviewing the variance request, the Director approves a temporary variance from the Approved Engineering Design Drawings 9906-02, Rev. H and 9906-02A, Rev. H located in Table 5
of the GWQDP. The request by EnergySolutions states that by using a higher pressure, less process water will be used which will not impact the capacity of the East Side Drainage System
which is connected to The following conditions apply to this temporary approval:
This temporary approval shall only be valid until May 1, 2024. No extension of this variance shall be accepted by the Director.
No later than May 1, 2024, the Licensee shall submit a report including:
The efficacy of the pressure washer change.
Any failures of the system including leakage.
A submittal on the decision of EnergySolutionsto incorporate a new pressure washer for the Rail Wash Facility on Track No. 4 (including updated drawings for Director approval, if applicable).
