Subject:Disapproval, Updated Drinking Water Source Protection Plan for the Bryce Woodland Well; Bryce Woodland Estates Unit 6f; Water System #13024, Source No. WS001
Dear Erich Walter Bretthauer:
The Division of Drinking Water (the Division) received the updated Drinking Water Source Protection (DWSP) plan for the Bryce Woodland Well from you on December 28, 2022. The Division
requested additional information via email on August 29, 2024. No response was received from the system.
We have completed our review of the updated DWSP plan; however, before we can concur with the updated plan, the requirements listed below must be addressed and the plan resubmitted for
review.
Requirements
There are two issues with the updated plan that need to be addressed:
The meeting minutes dated September 4, 2021, state that the main well pump was replaced. Please confirm if the maximum equipped pump rate on the replacement pump differs from that of
the original pump.
The meeting minutes provided to fulfill the recordkeeping requirements do not mention household hazardous waste (HHW) and septic systems. Since HHW and septic were listed as uncontrolled
potential contamination sources (PCSs), Bryce Woodland Estates agreed to manage these PCSs with public education. If these topics were discussed or if material was distributed or posted,
please confirm. If this has not been completed, please do so and provide recordkeeping of how the system implemented these management strategies for HHW and septic. Systems must implement
management strategies at least once every update cycle (six years) and provide recordkeeping of implementation.
According to R309-600-7(2), each public water system shall correct any deficiencies in a disapproved DWSP plan and resubmit it to the Division within 90 days of the disapproval date.
A dormant deficiency (SP04 ACTIVE SOURCE LACKS APPROVED UPDATES TO DWSP PLAN) has been added to the Division’s database to serve as a tracking tool and reminder. If you have any questions
about these points please contact Jennifer Yee at (385) 515-1501 or ddwips@utah.gov.If you cannot address the deficiency within 90 days, please request a Corrective Action Plan (CAP)
at requestcap.utah.gov. You must request the CAP before the deficiency has been assessed. If you have any questions about requesting a CAP, please contact Brandi Smith at brandismith@utah.gov.Please
contact Noah Zorsky at (385) 707-7317 or via email at nzorsky@utah.gov if you have questions or concerns about the review of your DWSP plan. To help us serve you more efficiently, please
use the water system number (13024) in your correspondence.
Sincerely,
Russell Seeley, P.E.
