System #22011, File #10433Dear Clint McAffee:The Division of Drinking Water (the Division) received the Demonstration of Performance (DOP) Plan for Microbial Removal Credits Granted
to the 3Kings Water Treatment Plant on August 22, 2024, prepared by Water Quality & Treatment Solutions, Inc. Review comments were provided on November 14, 2024. A revised DOP Plan was
submitted on November 25, 2024. The DOP will be conducted to determine the log removal value (LRV) credits assigned to the pretreatment and manganese dioxide pressure filtration processes
of the 3Kings Water Treatment Plant (identified as TP015 in the Division’s database). The Division issued plan concurrence on June 21, 2023, to the Revised Framework for DOP Testing
at the 3Kings Water Treatment Plant, which outlined conditions to be addressed in the final DOP plan. These conditions were adequately addressed in the final DOP plan.
We have completed our review of the DOP Plan for Microbial Removal Credits Granted to the 3Kings Water Treatment Plant (TP015) prepared by Water Quality & Treatment Solutions, Inc. and
find they basically comply with the applicable portions of the Utah’s Administrative Rules for Public Drinking Water Systems in R309 as well as applicable Environmental Protection Agency
(EPA) guidance. On this basis, we hereby concur with the DOP Plan for Microbial Removal Credits Granted to the 3Kings Water Treatment Plant (TP015).
