This letter is to report soil vapor extraction (SVE) emissions at the Former Tooele Army
Depot (TEAD) Landfill Source Area (Figure 1) to the Utah Department of Environmental
Quality (UDEQ) Division of Air Quality (DAQ). DAQ has requested emission status
reports be submitted monthly for the first three months of operation, quarterly for the
remainder of the first year, and semi-annually for the remainder of SVE operations. This
is the eighteenth semi-annual report submitted for the Landfill Source Area.
A total of four SVE systems (SVE-006, SVE-009, SVE-012, and SVE-023) are installed
at the Landfill Source Area (Figure 2). Three of the SVE systems (SVE-006, SVE-009,
and SVE-012) began operation on 1 April 2013 and the fourth SVE system (SVE-023)
began operation on 14 April 2016. No contract was in place to operate the systems from
1 April 2020 through 11 May 2021. Two of the systems (SVE-006 and SVE-009) were
permanently shut down on 21 November 2022. SVE-012 and SVE-023 have operated
approximately eight months of each year since operations began with the exception
described above. Past operating periods were:

During this reporting period, soil gas was extracted at a total combined average rate of
approximately 900 standard cubic feet per minute (scfm) or an average rate of
approximately 460 scfm by each SVE system. Each SVE system extracts vapors from
three Vapor Extraction Wells. The DAQ was previously notified that carbon would no
longer be used to treat emissions from the systems once de minimis levels could
confidently be met without treatment. Therefore, for the 2024 operational period, the
extracted soil gas by each of the two Former TEAD Landfill Source Area SVE systems
were discharged directly to the atmosphere via an unrestricted vent stack.
Extracted vapor samples from each SVE system are collected in 1-liter Summa
canisters on a monthly basis. The samples are shipped under chain of custody to
Eurofins (formerly Air Toxics) of Folsom, California for analysis of Volatile Organic
Compounds (VOCs) via United States Environmental Protection Agency (USEPA)
method TO-15.
During this reporting period, effluent samples were collected on 31 May 2024, 25 June
2024, 30 July 2024, 26 August 2024 and 24 September 2024. Emission rates for the
current reporting period were calculated using the analytical results, the average flow
rates, and the actual operating time (Table 1 and Table 2). Table 3 shows the total
combined VOC emissions from the Landfill Source Area SVE systems for April through
September 2024 is 265.5 lbs. As illustrated in Table 3, the total emissions of VOCs did
not exceed 5 tons during the 2024 operating season, and the maximum mass emission
rate for any one HAP did not exceed the emission threshold value (ETV) applicable as
listed in Utah Administrative Code (U.A.C.) R307-410-5(1)(c)(i)(C). Laboratory reports
are available upon request.
