Turn left onto Old Highway 91, go to Foothills Canyon Drive, turn left. Pit on left. PROCESS DESCRIPTION: Aggregate piles with one front end loader filling trucks that transport stockpiled material out of the source. Aggregate processing plant/crushers and screens moved off-site. Inoperative equipment at site: in ground crusher/feeder, small belts, and larger stacker. APPLICABLE REGULATIONS: Approval Order (AO) DAQE-AN0128990006-09, dated October 12, 2009 NSPS (Part 60) OOO: Standards of Performance for Nonmetallic Mineral Processing Plants, NSPS (Part 60) A: General Provisions SOURCE EVALUATION: Name of Permittee: Permitted Location: Sunroc Corporation SR 9 (Coral Canyon) Aggregate Pit 730 North 1500 West State Road 9 6200 West 75 North Orem, UT 84057 Hurricane, UT 84737 SIC Code: 1442: (Construction Sand & Gravel) 2 Section I: GENERAL PROVISIONS I.1 All definitions, terms, abbreviations, and references used in this AO conform to those used in the UAC R307 and 40 CFR. Unless noted otherwise, references cited in these AO conditions refer to those rules. [R307-101] I.2 The limits set forth in this AO shall not be exceeded without prior approval. [R307-401] I.3 Modifications to the equipment or processes approved by this AO that could affect the emissions covered by this AO must be reviewed and approved. [R307-401-1] I.4 All records referenced in this AO or in other applicable rules, which are required to be kept by the owner/operator, shall be made available to the Director or Director's representative upon request, and the records shall include the two-year period prior to the date of the request. Unless otherwise specified in this AO or in other applicable state and federal rules, records shall be kept for a minimum of two (2) years. [R307-401-8] I.5 At all times, including periods of startup, shutdown, and malfunction, owners and operators shall, to the extent practicable, maintain and operate any equipment approved under this AO, including associated air pollution control equipment, in a manner consistent with good air pollution control practice for minimizing emissions. Determination of whether acceptable operating and maintenance procedures are being used will be based on information available to the Director which may include, but is not limited to, monitoring results, opacity observations, review of operating and maintenance procedures, and inspection of the source. All maintenance performed on equipment authorized by this AO shall be recorded. [R307-401-4] I.6 The owner/operator shall comply with R307-150 Series. Inventories, Testing and Monitoring. [R307-150] I.7 The owner/operator shall comply with UAC R307-107. General Requirements: Breakdowns. [R307-107] Status: In Compliance. No limits have been exceeded and no breakdowns have occurred since the previous inspection. Records are maintained for a minimum of 2 years. Source submitted their 2023 Emission Inventory on time and a copy can be found in the attachments section. Section II: SPECIAL PROVISIONS II.A The approved installations shall consist of the following equipment: II.A.1 Coral Canyon Aggregate Pit II.A.2 One (1) Universal Jaw Crusher Capacity: 200 tph Model: 3240 II.A.3 One (1) El Jay Cone Crusher Capacity: 300 tph Size: 54" 3 II.A.4 Six (6) Horizontal Shaft Impactors Capacity: 400 tph, 400 tph, 300 tph, 150 tph, 150 tph, and 100 tph II.A.5 One (1) Cone Crusher Capacity: 150 tph II.A.6 Two (2) Closed-Circuit Impactor Plants Capacity: 150 tph and 200 tph II.A.7 One (1) Standard Double Deck Screen Capacity: 300 tph II.A.8 Three (3) Triple Deck Screens Size: 6' x 16', 8' x 20', and 6' x 20' II.A.9 One (1) Double Deck Screen Size: 4' x 8' II.A.10 One (1) Feeder VGR II.A.11 One (1) Dozen Trap Feeder II.A.12 Two (2) Stacker Conveyors II.A.13 One (1) 800 hp Diesel Generator II.A.14 Miscellaneous Equipment Includes: Loaders, Excavators, Conveyors, Stackers, and Haul Trucks Status: In Compliance. No unapproved equipment was observed at the time of inspection. As noted in the previous inspection from 2020, II.A.4, II.A.5, II.A.6, and II.A.13 have been removed from the site. II.B Requirements and Limitations II.B.1 The Coral Canyon Aggregate Pit shall be subject to the following: II.B.1.a The following production/operating limits shall not be exceeded: A. 700,000 tons of processed aggregate material produced per rolling 12-month period B. 2,200 hours of plant operation per rolling 12-month period C. 2,200 hours of diesel generator operation per rolling 12-month period. [R307-401-8] II.B.1.a.1 To determine compliance with a rolling 12-month total the owner/operator shall calculate a new 12-month total by the twentieth day of each month using data from the previous 12 months. Records of production shall be kept for all periods when the plant is in operation. Production shall be determined by scale house records or vendor receipts. The records of production shall be kept on a daily basis. Hours of operation shall be determined by supervisor monitoring and maintaining of an operations log. [R307-401-8] Status: In Compliance. The rolling 12-month total for aggregate production, plant operation hours, and diesel generator hours from August 2023 to July 2024 are as follows: 607.594 tons of aggregate produced 4 1,530.5 hours the plant has operated 0 hours of diesel generator operation The diesel generator has not operated onsite for years as the site operates on line power. The generator has been removed from the site as noted in the 2020 inspection. Records are recorded daily, and a new rolling monthly total is calculated by the 20th of each month. See the attachments section for additional information. II.B.1.b Visible emissions from the following emission points shall not exceed the following values: A. All crushers - 15% opacity B. All screens - 10% opacity C. All conveyor transfer points - 10% opacity D. The diesel engine - 20% opacity E. Conveyor drop points - 20% opacity F. All other points - 20% opacity. [R307-401-8] II.B.1.b.1 Opacity observations of emissions from stationary sources shall be conducted according to 40 CFR 60, Appendix A, Method 9. [R307-201] Status: In Compliance. No visible emissions from stationary sources exceeded opacity limits established within the AO during the inspection. See the attached VEO form for additional information. II.B.1.c In addition to the requirements of this AO, the owner/operator shall comply with all applicable provisions of 40 CFR 60, NSPS Subpart A, 40 CFR 60.1 to 60.18 and Subpart OOO, 40 CFR 60.670 to 60.676 (Standards of Performance for Nonmetallic Mineral Processing Plants) for this installation. [40 CFR 60 Subpart OOO] Status: In Compliance. The source maintains the initial VEOs for all applicable equipment subject to NSPS Part 60 Subpart OOO. The initial VEOs were submitted to the DAQ on May 30, 2012. The source also conducts monthly checks on the spray bars for the equipment subject to Subpart OOO. See the attachments section for additional information regarding the monthly spray bar checks. II.B.2 All Haul Roads and Fugitive Dust Sources on site shall be subject to the following: II.B.2.a Visible fugitive dust emissions from haul-road traffic and mobile equipment in operational areas shall not exceed 20% opacity. [R307-205] II.B.2.a.1 Visible emissions determinations for traffic sources shall use procedures similar to Method 9. The normal requirement for observations to be made at 15-second intervals over a six-minute period, however, shall not apply. Six points, distributed along the length of the haul road or in the operational area, shall be chosen by the Executive Secretary or the Executive Secretary's representative. An opacity reading shall be made at each point when a vehicle passes the selected points. Opacity readings shall be made one-half the vehicle length or greater behind the vehicle and at approximately one-half the height of the vehicle or greater. The accumulated six readings shall be averaged for the compliance value. [R307-205] Status: In Compliance. No visible emissions from fugitive dust sources, including operations and the haul road, exceeded the opacity limits established within this AO. See the attached VEO form for additional information. 5 II.B.2.b The source shall abide by all applicable requirements of R307-205 for Fugitive Emission and Fugitive Dust sources. [R307-205] Status: In Compliance. The source maintains a current FDCP with the State of Utah and is following rules established for fugitive dust. No visible emissions from fugitive dust were observed to exceed the opacity limits established within the AO or R307-205. See the attached VEO form for additional information. II.B.3 All Fuel Combusting Equipment on site shall be subject to the following: II.B.3.a The owner/operator shall use #1 or #2 fuel oil as fuel. [R307-401-8] Status: In Compliance. The diesel fuel utilized onsite is classified as #2 diesel fuel, according to an invoice from Offen Petroleum. II.B.3.b The sulfur content of any fuel oil or diesel burned shall not exceed 0.05 percent by weight. [R307-401-8] II.B.3.b.1 The sulfur content shall be determined by ASTM Method D-4294-89 or approved equivalent. Certification of fuels shall be either by the owner/operator's own testing or test reports from the fuel marketer. [R307-203] Status: In Compliance. A recent fuel invoice from Offen Petroleum classifies the diesel fuel utilized onsite as ULSD. See the attachments section for additional information. Section III: APPLICABLE FEDERAL REQUIREMENTS In addition to the requirements of this AO, all applicable provisions of the following federal programs have been found to apply to this installation. This AO in no way releases the owner or operator from any liability for compliance with all other applicable federal, state, and local regulations including UAC R307. NSPS (Part 60) OOO: Standards of Performance for Nonmetallic Mineral Processing Plants Status: In Compliance. Initial VEO's are maintained for the equipment onsite and monthly spray checks are conducted on the equipment. Compliance with Subpart OOO is satisfied by compliance with condition II.B.1.c. See II.B.1.c for additional compliance information. NSPS (Part 60) A: General Provisions Status: Compliance with Subpart A is determined by compliance with applicable subparts. In Compliance with Subpart OOO. MACT (Part 63) ZZZZ : National Emissions Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines Status: Not Applicable. The generator has been removed from the site. The source now operates on line power. 6 AREA SOURCE RULES EVALUATION: The following Area Source Rules were evaluated during this inspection: Emission Standards: Sulfur Content of Fuels [R307-203] Status: In Compliance. According to a fuel invoice from Offen Petroleum, the diesel fuel used onsite is #2 and characterized as ULSD. Emission Standards: Fugitive Emissions and Fugitive Dust [R307-205] Status: In Compliance. No visible emissions from fugitive dust sources exceeded opacity limits at the time of inspection. Source maintains a current FDCP and can be found in the attachments section. Stationary Sources [R307-210] Status: R307-210 applies as the source is subject to NSPS Part 60 Subpart OOO. See Section III for compliance information regarding Subpart OOO. EMISSION INVENTORY: Listed below are the Actual Emissions Inventory provided from Sunroc Corporation – SR 9 (Coral Canyon) Aggregate Pit. In compliance with conditions listed within AO. No limits were exceeded and records were provided when requested. The facility appears to be well maintained. HPV STATUS: Not Applicable. RECOMMENDATION FOR NEXT INSPECTION: Inspect at the normal frequency. NSR RECOMMENDATIONS: This AO should be submitted for the 10-Year Administrative review, since this AO is from 2009. Evaluate removing the equipment in section II that is longer onsite. August 6th, and as part of that inspection am requesting some records to help complete my inspection. These are the records I am looking for: Rolling 12-month total from August 2023 to July 2024 for aggregate processed, total hours the plant operated, and hours the diesel generator operated onsite (II.B.I.a) A recent fuel certificate that demonstrates the diesel fuel utilized onsite is considered ultra-low sulfur and is #1 or #2 diesel fuel (II.B.3.a) A copy of the FDCP for the site, as well as any water logs and sweeping logs A copy of the monthly water spray checks for the equipment subject to Subpart OOO. Please let me know if you have any questions and send me these records by Thursday, August 15th.
