On behalf of 7-Eleven, Inc. (7-Eleven), Stantec Consulting Services Inc. (Stantec) is pleased to present this
Underground Storage Tank (UST) Closure Report for 7-Eleven No. 47149 (Speedway No. 9411) (the Site).
The Site is located at 12592 South 1300 West, Riverton, Utah. The Utah Department of Environmental
Quality (UDEQ), Division of Environmental Response and Remediation (DERR) identifies the Site as
Facility ID 4001842. UST system removal activities were conducted on July 9 and 10, 2024 in accordance
with Utah Administrative Code R311-204 and R311-205 pertaining to UST closure and site assessments.
Stantec provided environmental supervision and subcontracted Pacific West Environmental of Salt Lake
City to conduct UST system removal activities. Please note that this report solely documents UST system
closure by removal activities.
PURPOSE AND SCOPE OF WORK
This report documents the decommissioning and removal of the underground UST system and associated
surface fuel sales equipment from the Site. Stantec prepared and submitted a UST Closure Plan to the
Petroleum Storage Tank Branch of the UDEQ-DERR. A copy of the UDEQ-DERR approval letter is
provided in Attachment A. Stantec’s scope of work for the UST system removal included the following
tasks:
Procurement of a UDEQ-DERR certified UST remover contractor.
Filing a Closure Plan with the UDEQ-DERR.
Preparation of a site-specific Health and Safety Plan.
Observation of UST system removal activities.
Collection and submission of soil closure samples for laboratory analysis in accordance with applicable
UDEQ-DERR regulations.
Submission of the Closure Notice to the UDEQ-DERR.
Preparation of this report documenting the UST system removal activities and sampling results.

BACKGROUND AND SITE DESCRIPTION
The property is leased by 7-Eleven and is occupied by a convenience store building with historical
retail gasoline and diesel sales. 7-Eleven ceased operations at the Site in April 2024. The former UST
system was installed in 2013 and stored various grades of unleaded gasoline and diesel. The former
UST system at the Site consisted of one 15,000-gallon single walled fiberglass reinforced plastic (FRP)
UST containing gasoline and one 15,000-gallon single walled FRP split-UST with an 8,000-gallon
gasoline compartment and a 7,000-gallon diesel compartment. Additionally, the system consisted of
single-wall FRP piping, vent lines, four product dispenser islands and associated sumps and spill
buckets. The former USTs were located in the southeastern portion of the Site. The former
dispenser islands were located beneath a canopy west of the tank basin. The convenience store
building is located in the western portion of the Site.
The Site is covered with asphalt and concrete except for landscaped areas located along the perimeter
of the Site. The Site is located at the intersection of 12600 South and 1300 West in a mixed commercial
and residential area of Riverton. At the time of the UST system removal, the Site was surrounded by
residential areas to the north and west. Commercial properties are located south of 12600 South and
east of 1300 West.
The site is located in the SE ¼ of the SE ¼ of Section 27, Township 3 South, Range 1 West of the
Salt Lake Principal Meridian, Utah. The topography in the vicinity of the Site slopes gently up to the
southeast. The ground surface elevation is approximately 4,414 feet above mean sea level. Figure 1
shows the location of Site structures, the former UST system, closure soil sample locations, and
underground and aboveground utilities.
UST SYSTEM REMOVAL
On April 16, 2024, unsold gasoline product was emptied from the tanks to the extent practical.
Product dispensers were removed by Westech Fuel Equipment prior to Stantec and Pacific West
arriving on site. On July 8, 2024, Pacific West removed the concrete overlying the underground UST
system components; Pacific West then removed pea gravel to expose the tank tops and cleaned and
rinsed the USTs to remove any residual product. Approximately 622 gallons of tank rinsate and residual
product were transported and disposed of at Sump & Trap Cleaning LLC of Salt Lake City. A copy of
the UST rinsate non-hazardous waste manifest is provided in Attachment B.
On July 9 and 10, 2024, both USTs, product piping, vent lines, four dispenser islands, and
associated sumps and spill buckets were closed by removal. Greg Neville of Pacific West was the
certified tank remover (Utah Certified Tank Remover No. TR-0244). The UST Closure Notice
documenting UST system removal activities was submitted to UDEQ-DERR on October 7, 2024 and is
provided in Attachment C. Prior to removal, the USTs were rendered inert using approximately 400
pounds (approximately 200 pounds per tank) of dry ice (solid CO2). Pacific West then checked the lower
explosive limit and oxygen levels in both tanks prior to removal; this method was previously approved
by the Unified Fire Authority. Upon exposure and visual inspection of the USTs and product delivery
piping, all appeared to be in good overall condition, and no apparent failures were observed. All tanks
were subsequently crushed by Pacific West, loaded into a dump truck and transported to Ace
Intermountain Recycling Center. Disposal receipts for both USTs and piping are included in
Attachment D.

Following UST system removal, soil screening, and closure sample collection, the UST system excavation
was backfilled. The excavation was backfilled with non-impacted overburden and imported self-compacting
fill as needed to five feet below the base of the existing pavement. Geotextile fabric was then installed
before the remainder of the excavation was backfilled with road-base in order to achieve compaction.
Compaction testing was performed by Kleinfelder on July 10, 2024 under the direction of Pacific West.
Compaction testing results are included as Attachment E. The results indicate that at least 95% relative
compaction was achieved at each of the two test areas. Repaving over the UST system excavation area
was completed on July 19, 2024.
CLOSURE SAMPLING
In addition to visual screening, Site soils associated with the UST system were screened for organic vapors
with a Rae Systems Inc. MiniRae 3000 volatile organic compound monitor equipped with a photoionization
detector (PID). Elevated PID readings were detected at SS-5 (149.0 parts per million [ppm] at 4 feet) and
at SS-7 (114.0 ppm at 4 feet). Based on field screening results, Pacific West over excavated at soil sample
locations SS-5 and SS-7. No other elevated PID readings or hydrocarbon odors observed in fill or native
soils associated with the UST basin, piping, and dispenser island excavations. Groundwater was not
encountered during UST removal activities.
On July 9 and 10, 2024, Stantec personnel collected a total of 14 closure samples (11 soil samples SS-1
through SS-11 and three Unified Soil Classification [USC] system samples USC-1 through USC-3). All
samples were collected by a UDEQ-DERR certified soil and groundwater sampler in general accordance
with the UDEQ-DERR approved UST Closure Plan. Closure soil and USC samples were collected by
Stantec from the subcontractor’s excavator bucket. Impacted soil encountered near dispenser soil samples
SS-5 and SS-7 were excavated until field screening indicated all impacted soil had been removed. Soil
samples SS-5 and SS-7 were collected after excavation and serve as confirmation samples. Approximately
54 tons of impacted soils were disposed of at the ET Technologies Soil Regeneration Site. Soil disposal
manifests are included as Attachment F.
USC samples were collected into quart-size zip to seal type plastic bags, labeled with sample identification,
type of analysis, date, and time of sampling, and transported to Utah-certified Chemtech-Ford Analytical
Laboratories (Chemtech) of Sandy, Utah. USC samples were submitted for USC classification by ASTM-
D2487.
Soil samples were collected into clean, laboratory supplied glass jars. Each sample container was then
labeled with sample identification, type of analysis, date, and time of sampling, stored in an ice-chilled
cooler, and shipped under chain-of-custody protocol to Utah-certified Pace Analytical National Laboratories
(Pace) of Mount Juliet, Tennessee. Soil samples were submitted for analysis of gasoline-range total
petroleum hydrocarbons (TPH-GRO), methyl tertiary butyl ether, benzene, toluene, ethyl benzene, total
xylenes, and naphthalene by EPA Method 8260B and diesel-range total petroleum hydrocarbons (TPH-
DRO) by EPA Method 8015. Soil samples were also analyzed for total solids by Standard Method 2540G.
ANALYTICAL RESULTS
Native soils were classified as clay. USC-1 and USC-2 were classified as lean clay and USC-3 was
classified as fat clay. Analytical results for environmental samples SS-1 through SS-11 are summarized in
Table 1. Closure sample locations are shown on Figure 1. Complete laboratory results and chain-of-

custody documentation are included as part of the Closure Notice submitted to UDEQ-DERR
(Attachment C). No petroleum hydrocarbon concentrations above UDEQ-DERR Initial Screening Levels
(ISLs) were reported in native soil samples collected following UST system removal and over excavation
activities. All soil analytical laboratory reporting levels (RLs) were below ISLs.
CLOSING REMARKS
Two 15,000-gallon single-wall FRP USTs were removed and disposed of on July 9 and 10, 2024. During
UST removal activities, a total of 14 closure samples were collected and submitted to the project
laboratories. Approximately 54 tons of impacted soils were excavated and disposed of off site.
Groundwater was not encountered during excavation. Analytical laboratory results indicated no petroleum
hydrocarbon impacted soils remain on-site with concentrations above UDEQ-DERR ISLs.
Based on field screening and over excavation results, Stantec reported a release to UDEQ-DERR on July
10, 2024. UDEQ-DERR documented the incident as Spill Report No. 19163 (Attachment G) and
subsequently assigned Release Site OKZ to the release. UDEQ-DERR requested Stantec provide closure
sampling analytical laboratory results once received. Upon receipt of closure sampling analytical laboratory
results, UDEQ-DERR closed Release Site OKZ and provided 7-Eleven with a No Further Action letter
(Attachment H).
LIMITATIONS AND CERTIFICATION
The conclusions in the Report titled 7-Eleven No. 47149 (Speedway No. 9411) – Underground Storage
Tank Closure Report are Stantec’s professional opinion, as of the time of the Report, and concerning the
scope described in the Report. The opinions in the document are based on conditions and information
existing at the time the scope of work was conducted and do not take into account any subsequent changes.
The Report relates solely to the specific project for which Stantec was retained and the stated purpose for
which the Report was prepared. The Report is not to be used or relied on for any variation or extension of
the project, or for any other project or purpose, and any unauthorized use or reliance is at the recipient’s
own risk.
Stantec has assumed all information received from 7-Eleven (the “Client”) and third parties in the
preparation of the Report to be correct. While Stantec has exercised a customary level of judgment or due
diligence in the use of such information, Stantec assumes no responsibility for the consequences of any
error or omission contained therein.
This Report is intended solely for use by the Client in accordance with Stantec’s contract with the Client.

Dear Mr. Westfall:
The Closure Plan for the above-referenced facility, received by the Division of
Environmental Response and Remediation (DERR) on May 6, 2024, has been approved subject to
the noted modifications, if any. The DERR office must be notified three (3) business days before
beginning closure activities. The local fire department and other local agencies may have additional
requirements for closure or may charge inspection fees.
The Closure Plan Approval is effective for a period of one year from the date of approval.
If closure does not take place within one year, submittal of a new Closure Plan will be required,
unless otherwise approved by the Division Director.
Any change to the approved Closure Plan must be submitted, in writing, and approved by
the Division Director before implementation. If contamination is suspected or found during closure
activities, you must report it to the DERR at (801) 536-4100 within 24 hours of discovery.
Enclosed is a copy of the Closure Notice Form, which must be completed and submitted to
the Division Director after the closure is performed. Please submit the environmental and Unified
Soil Classification sample analysis data and chain-of-custody forms with the Closure Notice as soon
as possible, but no later than 90 days after tank closure. Also, a final Site Plat that meets the
requirements outlined in R311-204-4(2)(b) must be submitted with the Closure Notice.

Groundwater not encountered in UST excavation as expected; additional soil samples (SS-9 and SS-10) collected.
Impacted soils were encountered in the vicinity of the dispensers associated with samples SS-5 and SS-7. Soil
was excavated until field screening indicated all impacted soil had been removed. SS-5 and SS-7 were collected
after excavation and serve as confirmation samples. SS-11 was also collected as an additional confirmation sample.
No soil concentrations were reported above Initial Screening Levels in closure samples.

CASE NARRATIVE
All sample aliquots were received at the correct temperature, in the proper containers, with the
appropriate preservatives, and within method specified holding times, unless qualified or notated within
the report. Where applicable, all MDL (LOD) and RDL (LOQ) values reported for environmental samples
have been corrected for the dilution factor used in the analysis. All Method and Batch Quality Control
are within established criteria except where addressed in this case narrative, a non-conformance form

GLOSSARY OF TERMS
Guide to Reading and Understanding Your Laboratory Report
The information below is designed to better explain the various terms used in your report of analytical results from the Laboratory. This is not
intended as a comprehensive explanation, and if you have additional questions please contact your project representative.
Results Disclaimer - Information that may be provided by the customer, and contained within this report, include Permit Limits, Project Name,
Sample ID, Sample Matrix, Sample Preservation, Field Blanks, Field Spikes, Field Duplicates, On-Site Data, Sampling Collection Dates/Times, and
Sampling Location. Results relate to the accuracy of this information provided, and as the samples are received.
Abbreviations and Definitions
(dry)Results are reported based on the dry weight of the sample. [this will only be present on a dry report basis for soils].
MDL Method Detection Limit.
ND Not detected at the Reporting Limit (or MDL where applicable).
RDL Reported Detection Limit.
RDL (dry)Reported Detection Limit.
Rec.Recovery.
RPD Relative Percent Difference.
SDG Sample Delivery Group.
(S)
Surrogate (Surrogate Standard) - Analytes added to every blank, sample, Laboratory Control Sample/Duplicate and
Matrix Spike/Duplicate; used to evaluate analytical efficiency by measuring recovery. Surrogates are not expected to be
detected in all environmental media.
U Not detected at the Reporting Limit (or MDL where applicable).
Analyte The name of the particular compound or analysis performed. Some Analyses and Methods will have multiple analytes
reported.
Dilution
If the sample matrix contains an interfering material, the sample preparation volume or weight values differ from the
standard, or if concentrations of analytes in the sample are higher than the highest limit of concentration that the
laboratory can accurately report, the sample may be diluted for analysis. If a value different than 1 is used in this field, the
result reported has already been corrected for this factor.
Limits
These are the target % recovery ranges or % difference value that the laboratory has historically determined as normal
for the method and analyte being reported. Successful QC Sample analysis will target all analytes recovered or
duplicated within these ranges.
Original Sample The non-spiked sample in the prep batch used to determine the Relative Percent Difference (RPD) from a quality control
sample. The Original Sample may not be included within the reported SDG.
Qualifier
This column provides a letter and/or number designation that corresponds to additional information concerning the result
reported. If a Qualifier is present, a definition per Qualifier is provided within the Glossary and Definitions page and
potentially a discussion of possible implications of the Qualifier in the Case Narrative if applicable.
Result
The actual analytical final result (corrected for any sample specific characteristics) reported for your sample. If there was
no measurable result returned for a specific analyte, the result in this column may state “ND” (Not Detected) or “BDL”
(Below Detectable Levels). The information in the results column should always be accompanied by either an MDL
(Method Detection Limit) or RDL (Reporting Detection Limit) that defines the lowest value that the laboratory could detect
or report for this analyte.
Uncertainty
(Radiochemistry)Confidence level of 2 sigma.
Case Narrative (Cn)
A brief discussion about the included sample results, including a discussion of any non-conformances to protocol
observed either at sample receipt by the laboratory from the field or during the analytical process. If present, there will
be a section in the Case Narrative to discuss the meaning of any data qualifiers used in the report.
Quality Control
Summary (Qc)
This section of the report includes the results of the laboratory quality control analyses required by procedure or
analytical methods to assist in evaluating the validity of the results reported for your samples. These analyses are not
being performed on your samples typically, but on laboratory generated material.
Sample Chain of
Custody (Sc)
This is the document created in the field when your samples were initially collected. This is used to verify the time and
date of collection, the person collecting the samples, and the analyses that the laboratory is requested to perform. This
chain of custody also documents all persons (excluding commercial shippers) that have had control or possession of the
samples from the time of collection until delivery to the laboratory for analysis.
Sample Results (Sr)
This section of your report will provide the results of all testing performed on your samples. These results are provided
by sample ID and are separated by the analyses performed on each sample. The header line of each analysis section for
each sample will provide the name and method number for the analysis reported.
Sample Summary (Ss)This section of the Analytical Report defines the specific analyses performed for each sample ID, including the dates and
times of preparation and/or analysis.

INCIDENT SUMMARY
During a tank pull soil staining was discovered around 2 dispensers in about a 5 foot by 10 foot area and about 2 feet deep.
The staining was in the vicinity of soil samples SS5 and SS7, which are referenced in the closure plan for the site. The soil staining was
excavated and seems to be fully removed.

The file for this release has been reviewed by the Division of Environmental Response and
Remediation (DERR) project manager who has recommended that no further corrective action be
required at this time. This no further action applies only to the specific Release Site OKZ. This
recommendation is based on the information contained in the file for this release. That information
was supplied by you, your consultant, or another representative.
The information submitted indicates that any detectable petroleum contamination from this
release is not a threat to human health or the environment according to Utah Admin. Code R311-211.
In the future, if other evidence indicates a threat to human health or the environment, additional
corrective action may be required.
