HomeMy WebLinkAboutDDW-2024-013569November 27, 2024 Greg Jensen Aspen View-Scofield Mountain Homes 1182 North State Street Orem, Utah 84057 Subject:Temporary Operating Permit, Andrew Dairy Upper and Middle Springs Redevelopment (WS005 and WS006); Aspen View-Scofield Mountain Homes, System #04001, File #12200 This Temporary Operating Permit expires on November 25, 2027 Dear Greg Jensen:The Division of Drinking Water (the Division) received your request for an Operating Permit for the Andrew Dairy Upper and Middle Springs Redevelopment Project on August 2, 2021. The Division issued Plan Approval for this project on September 9, 2020. Division staff conducted an onsite construction inspection of this project on October 21, 2020. Division staff met with you and others on August 19, 2024. In that meeting we were made aware that the system had not been collecting the three years of monthly spring flow data required in the Temporary Operating Permit which will expire on September 30, 2025. Our understanding of the project was the redevelopment of both the Upper and Middle Andrew Dairy Springs located near Scofield in Carbon County. The Upper and Middle Andrew Dairy Springs are identified as WS005 and WS006 respectively in the Division’s database. We have received the following information for the Andrew Dairy Springs Redevelopment Project: Design engineer’s statement of conformance with approval conditions. New source chemical analyses of the spring water. Satisfactory bacteriological results as evidence of proper disinfection and flushing. Temporary Operating Permit for Andrew Dairy Upper Spring (WS005) and Middle Spring (WS006) We have determined that all conditions of issuing a Temporary Operating Permit have been accomplished. On this basis a TemporaryOperating Permit for the Andrew Dairy Springs Redevelopment Projectis hereby issued as constituted by this letter. You may now place both the Upper and Middle Andrew Dairy Springs (WS005 and WS006) in service in your water system. This Temporary Operating Permit expires on November 25, 2027. Please maintain a copy of this letter with your permanent records for future reference. Conditions of Obtaining Permanent Operating Permit & Spring Flow Data Requirement Aspen View-Scofield Mountain Homes must submit a minimum of three years of monthly spring flow data with a permanent Operating Permit request to the Division and obtain a permanent Operating Permit for both Upper and Middle Andrew Dairy Springs (WS005 and WS006) by November 22, 2027. The spring flow data submission requirement has been added to the Division’s database as a tracking tool and reminder. Please note that this water system will be assessed 200 deficiency points if you do not submit the spring flow data and obtain a permanent Operating Permit for both the Upper and Middle Andrew Dairy Springs (WS005 and WS006) by November 22, 2027. A dormant deficiency of S001, unapproved source in service, will be added to your water system related to track the expiration date of this temporary operating permit.
