Dear Andy Crofts:The Division of Drinking Water (the Division) received a request for an Operating Permit for the Zion Spirit Tank (ST003) and the Zion Spirit Backbone Project including
the Zion Spirit Booster Pump Station 1 – Lower (PF002), Zion Spirit Booster Pump Station 2 – Upper (PF003) and Transmission Lines, from Kelly Chappell, Ensign Engineering, Inc. on November
13, 2024. Previously, the Division received the plans and specifications for the Zion Spirit Tank Project on June 15, 2022. Plan review comments were sent to you and your consultant
on July 5, 2022. A response to the comments and revisions were received by the Division on July 6, 2022. Plan approval was issued on July 17, 2022. Also, the Division received the plans
and specifications for the Zion Spirit Backbone Project on June 2, 2023. Plan review comments were sent to you and your consultant on June 15, 2023. A response to the comments and revisions
were received by the Division on June 29, 2023. Plan approval was issued on July 17, 2023. Division staff conducted a final inspection of these projects on November 25, 2024.
Our understanding of the project is described below.
Zion Spirit Tank (ST003), Project File #13057
This project is a 250,000-gallon reinforced concrete tank that is part of the East Zion Special Service District water system. This tank will serve a new resort area in the system referred
to as the Zion Spirit Resort but, until the resort is completed, it will provide service to the Little
Ponderosa Subdivision through a Consecutive Connection that will be a new Public Water System known as the Zion Peak Water Company (System #13067). The tank includes all required components
including a hatch, air vent, inlet, outlet, drain and overflow lines. This tank is referred to as the Zion Spirit Tank and identified as ST003 in the Division’s inventory.
Zion Spirit Backbone, Project File #13402
This project is the backbone infrastructure that will deliver water from the existing East Zion SSD water system to a project called the Zion Spirit Resort, a proposed new area in the
East Zion SSD water system. The first part of that project was the Zion Spirit Tank (ST003).
It included the construction of two booster pump stations and transmission water lines that convey water from the East Zion SSD distribution system along the North Creek Road to the
Zion Spirit tank.
Zion Spirit Booster Pump Station 1 – Lower (PF002) and Zion Spirit Booster Pump Station 2 – Upper (PF003)
The booster stations are both identical in design. Both the Lower Booster Station (PF002) and the Upper Booster Station (PF004) are equipped with three pumps. The three pumps in each
booster station have 10 HP motors and are equipped with variable frequency drives. Each pump has the ability to pump 63 gallons per minute (gpm) with a total pumping capacity of 126
gpm for each pump station and operate in sequence. Two pumps are operational and as demand requires. The third pump acts as a redundant pump. Each booster station provides sufficient
flow for peak day delivery of water to the Zion Spirit tank (ST003).
Transmission Lines
The transmission water lines included the installation of 12,360 LF of 10-inch diameter HDPE DR-11; 1,735 LF of 10-inch diameter HDPE DR-7; and 4,260 LF of 6-inch diameter HDPE DR-11
pipe. These include all appurtenant valves and fittings as needed.
We have received the following information for the Zion Spirit Tank and Zion Spirit Backbone Project:
Certification of Rule Conformance with plan approval conditions by a professional engineer.
As-built or record drawings.
Satisfactory bacteriological results as evidence of proper disinfection and flushing.
Evidence of O&M manual delivery.
We have determined that all conditions for operating permit issuance have been met. On this basis, an Operating Permit for the Zion Spirit Tank and Zion Spirit Backbone Project is hereby
issued as constituted by this letter. You may now place these facilities in service in your water system.
Please maintain a copy of this letter with your permanent records for future reference.
